The principal concern of this article is to provide researchers and practitioners in information science and technology with legal references on the concepts, issues, trends, and frameworks of intellectual property protection regarding multimedia digital library in engineering manner. Digital library is the global information infrastructure in the networked society (Borgman, 2003). A digital library, as an information system, consists of digital contents in databases and retrieval mechanisms. The right protection of digital library is a critical issue in the digital library community that demands frameworks for recouping their investment in database design and system implementation. Intellectual property law gives incentive to advance appropriate investment in database design and implementation with two types of intellectual property protection: copyright and patent (Jakes & Yoches, 1989; Junghans & Levy, 2006). Multimedia digital contents take a variety of forms including text, images, photos, and video streams, which often commingle in multimedia digital libraries. Nevertheless, present legal studies are not satisfactory as the source of technical interpretation of the intellectual properties regarding multimedia digital libraries. The intellectual property protection of the multimedia digital libraries demands clear and concise frameworks.

The principal concern of this chapter is to provide those in the digital library community with the fundamental knowledge on the intellectual property rights and copyrights regarding multimedia digital libraries. The main objects of our discussion are the multimedia digital libraries with content-based retrieval mechanisms. Intellectual property rights are the only means for database designers to acquire their incentive of content collection and system implementation in database assembling. We outline the legal issues on multimedia digital libraries and retrieval mechanisms. As the protection of intellectual property rights is a critical issue in the digital library community, the authors present legal schemes for protecting multimedia digital libraries and retrieval mechanisms in a systematic, engineering manner.

This chapter introduces Spatial Data Infrastructures (SDI) and establishes their strong conceptual and technical relationships with geographic digital libraries (geolibraries). The authors describe the origin of SDIs and highlight their role as geographic resources providers. Then, they give several examples of the use of techniques and tools taken from the digital libraries world in the development of SDIs. The purpose of this chapter is establishing a solid foundation for those aspects of SDIs that can make profit from the knowledge and tools provided by the digital library community. It will also point the key differences between SDIs and geolibraries in order to provide a broader view of these infrastructures.

The past decade has seen the rise of both the XML standard and a variety of XML-based structural metadata schemas within the digital library community. Both XML itself, and the metadata schemas developed by the digital library community can be considered as cases of sociotechnical artifacts, constructions that bear within them their designers' worldview of how people within the world should appropriate and use their technology. If we examine the metadata schemas produced by the digital library community, we find that the designers' inscription strongly favors local control over encoding practice to insuring interoperability between institutions. If the goal of digital library interoperability is to be realized, schema designers will need to acknowledge the tension between local control and external connection using markup languages, and adjust their standard development efforts accordingly.

There are reflected the specific features of management of these network resources, considering the changes in the Civil Code of the Russian Federation.

Purpose The purpose of this paper is to highlight the initial top-level findings of a year-long comprehensive needs assessment, conducted with the digital library community, to reveal reuse assessment practices and requirements for digital assets held by cultural heritage and research organizations. The type of assessment examined is in contrast to traditional library analytics, and does not focus on access statistics, but rather on how users utilize and transform unique materials from digital collections. Design/methodology/approach This paper takes a variety of investigative approaches to explore the current landscape, and future needs, of digital library reuse assessment. This includes the development and analysis of pre- and post-study surveys, in-person and virtual focus group sessions, a literature review, and the incorporation of community and advisory board feedback. Findings The digital library community is searching for ways to better understand how materials are reused and repurposed. This paper shares the initial quantitative and qualitative analysis and results of a community needs assessment conducted in 2017 and 2018 that illuminates the current and hoped for landscape of digital library reuse assessment, its strengths, weaknesses and community applications. Originality/value In so far as the authors are aware, this is the first paper to examine with a broad lens the reuse assessment needs of the digital library community. The preliminary analysis and initial findings have not been previously published.

In this chapter, we present a formulation for protecting digital library as intellectual property, especially image digital library. The entire content of digital library assembled by database designers is to be differentiated from its individual contents. The digital library community demands an innovative approach for protecting digital library associated with content-based retrieval that dynamically generates indexes to its contents. The entire content with dynamically assigned indexes goes beyond the scope of the conventional copyright protection of the database with statically assigned indexes. The proposed formulation uses the patent of content-based retrieval process, and protects its object digital library in the specified domain without any excessively exclusive protection in general domains. That formulation determines whether the problem retrieval process identifies a classification of the entire content stored in its object digital library as a single and unique collection, or its equivalents within the scope of its specified domain. The similar collection realized in other digital libraries evidences unauthorized use of the problem retrieval process, or its equivalents, as far as it is patented. The patent of content-based retrieval process works as a catalyst of digital library protection, and restricts any other assembling of equivalent digital libraries in the scope of its specified domain. We provide mathematical foundation and reasoning of the proposed formulation, and confirm its feasibility and accountability in several case studies.

Purpose This paper aims to explain the implementation procedure of DSpace at the Library of Independent University, Bangladesh. This paper shows how DSpace is promoting open educational resources (OER) movement and demonstrates the ease of implementing DSpace in an institution. Moreover, the purpose of this paper is to encourage library professionals to participate in the OER movement by implementing DSpace in their libraries. Design/methodology/approach The requirements for implementing DSpace have been shown in this paper. It also describes the system model of an academic repository (DSpace)/digital library (DL). In addition, the paper describes the legal issues for submitting an item in DSpace and self-submission process of an item as well as shows impact of DSpace on OER. Findings Open source software and Open Access Institutional Repository software has a fundamental role in promoting OER. DSpace is perfect for building a DL or an institutional repository in libraries, especially for developing country libraries because this demands low cost and it is easy to implement in libraries as well as is user-friendly. Originality/value This paper will help to understand the role of the library community and librarians about OER. It will also show the impact of DL on OER. In addition, this paper encourages librarians to participate in OER movement.

Abstract This paper describes the development of the Digital Library Promotion Project (DLPP) at the National Library of China and the ways in which it has enhanced the access to cultural heritage. In May 2011, China launched the DLPP as one of a series of digital library initiatives which have been developed in recent years. By building an interconnected and distributed digital library platform and resource clusters, and providing digital cultural services in a variety of media, the DLPP enhances public library services in China. The authors found that digital projects such as the DLPP enrich social discourse and increase access to China’s cultural heritage.
