It is a pleasure to be here this evening at the end of that which I know has been a stimulating and challenging set of panel discussions on lawyers and the legal profession in the twenty-first century. I do not intend to revisit your discussions of earlier today. When thinking about the perspective I might offer this evening, I reflected upon my time as Minister of Justice and Attorney General of Canada as it related to your conference theme. Ministers of Justice are regularly faced with the assertion that the public is losing, or worse, has lost, confidence in the justice system and in key participants within the system, particularly lawyers (and to a much lesser degree judges). The public continues to express a high degree of confidence in the police. There have been many surveys, polls, and focus groups done, both in Canada and around the world, regarding confidence in aspects of the justice system...

Abstract Tree-ring width standard chronologies were created from Juniperus przewalskii Kom data collected in the southern Three-River Headwaters (TRH) region. Statistical analysis results showed high correlation between the first primary component (PC1) of the four chronologies and instrumental precipitation records during the annual September–August interval. Precipitation of the region was reconstructed for the past 461 years. It was verified that the reconstruction model was stable by split-sample calibration-verification statistics. The reconstruction series revealed 22 extremely dry years and 9 extremely wet years. Results showed relatively dry periods occurred during 1567–1597, 1604–1614, 1641–1656, 1684–1700, 1734–1755, 1817–1830, 1913–1932, 1953–1971, 1990–2005. Relatively wet periods occurred during 1615–1630, 1657–1683, 1701–1733, 1756–1786, 1798–1816, 1844–1855, 1864–1875, 1885–1912, 1933–1952, 1977–1989. Comparison with tree-ring based precipitation reconstructions, and chronologies from surrounding areas provided a high degree of confidence in our reconstruction, and correlated well with the Monsoon Asia Drought Atlas (MADA) dataset in the public section of corresponding grids. The empirical mode decomposition analysis suggests the existence of significant periods with intervals of 2–5, 6–10, 11–18, and 28–60 years. This research contributes to a better understanding of historical variations in precipitation and will aid in future plans to address climate change of the TRH region.

Sport is considered to be apolitical. But nothing could be further from the truth. In fact, sport and discourses around sport support and sustain dominant hegemony in various ways. This is just as true for the public school origins of modern sport as it is for contemporary global sport. Whether it be the capitalist ethic of the American Dream, or the imperial, British, ethic of ‘fair play,’ sport does not exist independent from ideology. Instead, sport is used as a social disciplining tool that underhandedly justifies, disciplines, and “normalizes” social behavior, culture, and dominant ideologies. This thesis begins with an examination of the role of sport as a tool for social disciplining but, alongside, also delves into instances when sport has provided individuals the opportunity to reconstitute their identities and subjective autonomies against dominant cultural hegemonies. Through analyses of nineteenth, twentieth, and twenty-first century cultural texts (literature and film), I argue that sport functions to both interpolate us as subjects and awaken us from docility in order lead us to critically engage with the world. The aim of this project is to identify these different functions of sport as social discourse and theorize a route by which sport can become more authentically emancipatory in the global present.

In the Indonesian criminal justice system, every public prosecutor possesses the authority to cease criminal prosecution in the name of public interest. In contrast, in the Netherland, only the Attorney General (Procureur Generaal) at the Supreme Court has this authority.  This article discusses this authority to cease of terminate criminal prosecution in the name of public interest.  To do this a comparative approach is used in which the ruling of this authority to terminate criminal prosecution as found in the Draft of the Indonesian Criminal Code will be compared against the same regulation and policy used in the Netherlands.  A doctrinal and comparative law approach will be used. One recommendation resulting from this research is the need to re-evaluate the existing procedure and requirement of terminating criminal prosecution in the public interest in the Indonesian context and the introduction of Rechter-Commissaris into the criminal justice system.

Cosmopolitanism, in the broadest sense, is a way of thinking about the human condition. It portrays humanity as a universal fellowship. The unity to which cosmopolitans refer can be intellectual (we all share a capacity for reason), moral (we are all part of a single moral community), or institutional (we are all vulnerable to the same political evils and thus require shared collective solutions). The cosmopolitan intuition with its drive to highlight commonality is undoubtedly important. It understands that human beings are capable of an enormous range of good and bad, and attempts to embed human activity in a framework of common rules and norms; hence, it seeks to tame the potential for violent conflict. It tries to give us reasons to care for each other and to broaden our moral and intellectual universe beyond the remit of our personal ties and immediate environment. It offers a model of political action that confronts some of the most pressing challenges we face in the twenty-first century and does so by suggesting inclusive institutional solutions. Yet, cosmopolitanism would not be an attractive philosophical position if it did not consistently strive to address some of its underlying tensions. One of the most intensely shared elements of the human experience is particularity, not unity. We come to the world from families and social and cultural groups, and often develop our moral sensibilities within the framework of public discourses based on specific political traditions. Critics often contend that cosmopolitanism downplays such particularity and is thus unable to reflect one of the most important aspects of persons’ lives. A second encompassing objection leveled at cosmopolitanism is its high degree of utopianism. Cosmopolitanism, its critics contend, is a flight from political reality. Its plans for institutional reform are too abstract to be credible and neglect the importance of power in human political relationships. Cosmopolitans should accept these challenges. Their aim should be to make cosmopolitanism more attractive by explaining the place of special ties in their moral outlook, and to make it more credible by detailing the urgency of cosmopolitan political reform. The enduring success of a cosmopolitan ethos is thus partly reliant on cosmopolitans’ ability to provide convincing answers to these alleged weaknesses.

As the shadow of the colossal american prison lengthens amid the encroaching nightfall of our twenty-first-century security state, it is pierced by a brilliant though flickering illumination: the literature created by those who have endured the terrors of America's walls and cells, with their unremitting surveillance, relentless brutality, and overpowering hopelessness. When I began teaching American prison literature back in 1975, there were 360,000 people incarcerated in the nation's jails and prisons. Today there are more than 2.4 million—almost twenty-five percent of all the prisoners in the world. During these thirty-three years, this country has constructed on average one new prison every week. Many states annually spend more on prisons than they do on higher education. More than five million Americans have been permanently disenfranchised because of felony convictions. More than seven million are under the direct control of the criminal-justice system. And the experience of these millions of prisoners and ex-prisoners becomes ever more integral to American culture, not just to the culture of the devastated neighborhoods where most prisoners grew up and to which they return but also to the culture of an entire society grown accustomed to omnipresent surveillance cameras, routine body and car searches, and police patrolling the corridors of high schools.

Silent Film: A Very Short Introduction covers the full span of the silent era, touching on films and filmmakers from every corner of the globe and focusing on how the public experienced these films. Silent film evolved during three main periods: early, transitional, and classical. First seen as a technological attraction, it rapidly grew into a medium for telling longer stories. Silent film was genuinely global, with countries around the world using cinema to tell stories and develop their own industries. Although sound was introduced to cinema in the late 1920s, elements of silent film persist even into the twenty-first century.

Australian Pentecostals, both Indigenous and non-Indigenous, are speaking new tongues in their worship practices, forming new poetic languages of singing and conversation relevant for spatially dislocated twenty-first-century life. Using Nimi Wariboko’s three-city model offered in Charismatic City and the Public Resurgence of Religion, this article assesses Australian pentecostal worship practice in light of his “Charismatic City.” The article suggests that this emergent, poetic language of Spirit empowerment situates the worshipper in a rhizomatic network that flows with pentecostal energies, forming a new commons or space that is the basis of its global civil society. It presents two local case studies from Hillsong Church’s pneumatological song repertoire (1996–2006), and yarning conversation rituals at Ganggalah Church led by Aboriginal Australian pastors. These new languages identify and attune participants to the Spirit’s work in the world, particularly useful for urban cities and cyberspace.

Many view the twenty-first-century white Pentecostal-charismatic rejection of feminism, and enthusiasm for self-professed harasser of women, Donald J. Trump, as a departure from the movement’s late nineteenth- and early twentieth-century origins wherein many Pentecostal-charismatic women were welcomed into the public office of the ministry. Early Pentecostal writings, however, demonstrate that twenty-first-century white Pentecostal orientations toward women in public life are based in the movement’s early theological notions that women must uphold the American home, “rightly” ordered according to traditionally conservative, white, middle-class norms. An America wherein women work and minister primarily in the domicile, according to early white Pentecostals, would be a powerful instrument of God in the world. Thus, no matter how transgressive they may have appeared when it came to women speaking from the pulpit, for the most part, white Pentecostals sought to conserve the traditional social order of the home.

The spectacular evolution in communication technology, and not only, enabled the world to achieve today a high degree of interconnectivity and interdependence that would have been hard to fathom only a couple of decades ago. The economic, political and, alas, health crises swiftly cross political, cultural and religious borders and yield consequences not only where they appear. This phenomenon forces national institutions and international organizations to communicate with the public opinion at a transnational level, a process also achieved through public diplomacy. The present article suggests a framework of action in which public diplomacy may be used as an instrument of communication in the case of crisis provoked by the Covid-19 pandemic. The current period of time is seen as a critical moment, a crisis that can permanently shatter institutions and societies. There are considerable dangers beyond the impact of the pandemic on people’s lives, ranging from an economic crisis that might prove more serious than the one in 2008/9, to an accentuated crisis of democracy and geopolitical changes, while public diplomacy could mitigate or eliminate these possible evolutions.
