Singapore is a small country in South East Asia with a population of some 3.7 million. It achieved independence from Britain in 1965 and since then has made remarkable progress as a nation, so much so that other countries are now looking closely at its policies with a view to discovering its secrets of success. While the policies attracting attention range from Singapore's national pension scheme to the way in which traffic flow is controlled, the major area of interest here is to investigate the country's promotion of information literacy. Singapore is largely devoid of natural resources, so there has always been an emphasis on seeing people as capital. As in many Asian countries, cheap labour was at first the basis for building strong manufacturing industries to earn revenue by exporting goods to richer nations. Economic growth would occur as long as inputs of labour and of capital investment went on growing, but eventually this would slow because the sources of these inputs are finite. Krugman (1994) described this as the "perspiration theory": success was based on working harder, not working smarter. Krugman's writings aroused hostile reaction in many Asian countries, but even he did not predict the extent of the economic crisis in the region during the late 1990's. By this time, though, Singapore's leaders were working on the problem and laying the foundations that would produce a workforce with something more to offer than perspiration.

The social science communities in Taiwan face significant difficulties in publishing their studies in top-tier international journals. In this paper, I problematise the phenomenon of international publishing and situate this inquiry within the literature on global knowledge production. I further discuss the ‘small country predicament thesis’ originally framed by Su-jen Huang and the proposed solution—the Moneyball approach. Using the keyword search method, I aim to answer two empirical questions: who and what kinds of papers related to Taiwan get published in the top US sociological journals. The findings of this case study suggest that most of the papers are authored by foreign scholars, most papers were published prior to 2000, and they all share methodological similarities. Comparing this pattern to other Asian countries, the case of Taiwan shows both similarities and differences in facing the challenges of academic publishing.

In this study a new multi-generation system which generates power (electricity), thermal energy (heating and cooling) and ash for agricultural needs has been developed and analysed. The system consists of a Biomass Integrated Gasification Combined Cycle (BIGCC) and an absorption chiller system. The system generates about 3.4 MW electricity, 4.9 MW of heat, 88 kW of cooling and 90 kg/h of ash. The multi-generation system has been modelled using Cycle Tempo and EES. Energy, exergy and exergoeconomic analysis of this system had been conducted and exergy costs have been calculated. The exergoeconomic study shows that gasifier, combustor, and Heat Recovery Steam Generator are the main components where the total cost rates are the highest. Exergoeconomic variables such as relative cost difference (r) and exergoeconomic factor (f) have also been calculated. Exergoeconomic factor of evaporator, combustor and condenser are 1.3%, 0.7% and 0.9%, respectively, which is considered very low, indicates that the capital cost rates are much lower than the exergy destruction cost rates. It implies that the improvement of these components could be achieved by increasing the capital investment. The exergy cost of electricity produced in the gas turbine and steam turbine is 0.1050 £/kWh and 0.1627 £/kWh, respectively. The cost of ash is 0.0031 £/kg. In some Asian countries, such as Indonesia, ash could be used as fertilizer for agriculture. Heat exergy cost is 0.0619 £/kWh for gasifier and 0.3972 £/kWh for condenser in the BIGCC system. In the AC system, the exergy cost of the heat in the condenser and absorber is about 0.2956 £/kWh and 0.5636 £/kWh, respectively. The exergy cost of cooling in the AC system is 0.4706 £/kWh. This study shows that exergoeconomic analysis is powerful tool for assessing the costs of products.

This interdisciplinary case study explores information literacy policy in Ontario’s public education system. Using interviews with policy makers and a rhetorical analysis of information literacy policy documents, it finds Ontario’s current information literacy policy inadequate to the task of providing equitable student access to opportunities for information literacy development.Une étude cas interdisciplinaire explore la politique de littératie informationnelle du système d’éducation publique de l’Ontario. En utilisant des entrevues avec les décideurs et une analyse rhétorique des documents sur la politique de littératie informationnelle, il est démontré que la politique de littératie informationnelle actuelle de l’Ontario est inappropriée pour la mission qui vise à offrir aux étudiants un accès équitable aux possibilités de développement de la littératie informationnelle.

Abstract This paper presents the failure analysis on a 1.5m flex harness for a space flight instrument that exhibited two failure modes: global isolation resistances between all adjacent traces measured tens of milliohm and lower resistance on the order of 1 kiloohm was observed on several pins. It shows a novel method using a temperature controlled air stream while monitoring isolation resistance to identify a general area of interest of a low isolation resistance failure. The paper explains how isolation resistance measurements were taken and details the steps taken in both destructive and non-destructive analyses. In theory, infrared hotspot could have been completed along the length of the flex harness to locate the failure site. However, with a field of view of approximately 5 x 5 cm, this technique would have been time prohibitive.

Public transportation can be viewed as a key determinant and consequence of the social and spatial formation and development of contemporary cities and regions. Transportation policy generally combines four categories of instruments, i.e., investment, pricing, regulation and subsidy, to generate viable alternatives. Capital investment in public transportation supports the purchase of equipment and facilities including rolling stock, tracks, control equipment, and the construction of terminals, stations, parking lots, maintenance facilities and power generating facilities. Risk governance for public transportation investments looks at how risk-related decision-making unfolds when a range of actors is involved, requiring co-ordination and possibly reconciliation between a profusion of roles, perspectives, goals and activities. In this paper, a two-phased multicriteria methodology is proposed to select the best investment alternative for public transportation with respect to the predetermined criteria. In the first phase, a selection among transportation types is made, and in the second phase, a selection among transportation modes of the selected transportation type is made. A case study for Istanbul is given in the application section.

With the outbreak of the COVID-19 pandemic, misinformation and unscientific interpretations flooded the internet. Seeking credible information in Egypt was paramount at the time. An answer to this quest was ‘Ask Nameesa’, an award-winning Egyptian-focused chatbot that utilizes Facebook Messenger to communicate with social media users in an individualized response engagement. It relies on information validated by WHO and the Egyptian Ministry of Health. This article examines the structure of Ask Nameesa as an example of infobots and studies the interactive engagement it offers users to provide health information. The study analyses data gathered by interviewing the founder and CEO of DXwand, the company that developed Ask Nameesa as well as content analysis of conversations with Ask Nameesa to assess its user engagement. The study aims at understanding the potential Ask Nameesa has in providing information literacy and tackling public demand for information.
