Policies that aim at bringing about a digital transformation (seek to) create the conditions for particular spatial development trajectories. Yet, the understandings, explicit and implicit, of space advanced by digital agendas have remained rather underexposed to date. This paper addresses this gap by developing a Foucauldian-inspired discourse-analytical framework and applies it to the programme of ‘Digital Hungary’. It is argued that policies of digitalisation in Hungary only to a minor extent consider the spatial dimension, and their impact potentially undermines the declared aims of spatial development at different scales.

Показана необходимость совершенствования методической поддержки планирования ресурсного обеспечения развития сельского хозяйства. Разработана методика планирования субсидий, позволяющая рассчитать уровень финансовых результатов, создающего условия для воспроизводства ресурсов и объема бюджетных средств. Методика явилась фундаментальной основой алгоритма, заложенного в разработку программного приложения по определению господдержки. Научная значимость результатов исследования заключается в совершенствовании системы поддержки принятия стратегических решений по субсидированию сельского хозяйства и выработке на этой основе рекомендаций органам управления для внедрения ее в качестве программного блока в разрабатываемую Минсельхозом РФ информационную систему цифровых сервисов АПК. The need to improve the methodological support for planning resource provision for the development of agriculture is shown. A methodology for planning subsidies has been developed, which makes it possible to calculate the level of financial results that creates conditions for the reproduction of resources and the volume of budgetary funds. The technique was the fundamental basis of the algorithm incorporated in the development of a software application for determining state support. The scientific significance of the research results lies in improving the system for supporting strategic decision-making on subsidizing agriculture and developing, on this basis, recommendations for governing bodies for introducing it as a software block in the information system of digital services of the agro-industrial complex being developed by the Ministry of Agriculture of the Russian Federation.

Abstract The article presents the development of the agro-industrial complex taking into account innovations in the field of digitalization of technological processes of the food industry. The tasks of digitalization, the evolution of the industry are described, digital technologies introduced into the processes of the food industry, the introduction of smart production, Big Data technologies, machine vision, additive technologies are listed. Examples of the introduction of digital technologies in different countries are shown. The factors limiting the introduction of digital technologies, lack of personnel, unstable economy, psychological and organizational factors, and lack of international standards in the field of digital transformation are shown. Production statistics are widely used to identify bottlenecks in production, search for hidden reserves and determine the reasons for reducing the efficiency of equipment. Blockchain technologies are beginning to be used in the production of food. Distributed registry systems help to increase the transparency of all stages. Successful implementation requires the interest of all participants in the production chain (from the farmer to the consumer). Digital transformation in Russia began to pay serious attention relatively recently, most of the projects are under implementation. Various innovations introduced in the food production and the food industry are reflected.

Improving the management system based on the strategic directions of the regional agricultural sector spatial development in the production distribution area plays a huge role in the management and agricultural production modernization. In the proposed methodological and practical approaches specific recommendations are given on the implementation of program activities for the development of the digital economy and perspective areas based on sound methods and forms that contribute to the spatial development of production and the economy in the sub-industry and rural areas. One of the ways to improve the management system of regional agriculture in the production field should be a strategic approach associated with the transformation of the economic relations of regional authorities and local self-governments with the agricultural business subjects on the basis of information and electronic relationships, where digital technologies the using becomes the main factor of growth of agricultural production competitiveness development. The digitalization development should occur in state authorities, it is necessary to build effective management structures for regional agro-industrial complex in the information space. The effectiveness of management systems when locating production in the agro-industrial complex, as in any other industry, depends on the level of digital technologies mastering and the share of expenditures on the country's digital economy in GDP. The managing processes of the spatial development of the location of the regional agricultural production should be built on the basis of creating new strategy forms: vertically-oriented ways and methods of interaction between the government and the agrarian business. But at the same time one of the main directions of development of these relations should be the effective interaction of municipalities and economic management representatives with the use of the advantages of territorial and sectoral division. The application of the digital economy elements in the regional agro-industrial complex based on the priority of management in locating agricultural production and building interdependent relations of economic and state management will contribute to economic growth and social development of agricultural producers and rural areas directly interacting with them.

In recent years, there has been increasing interest in the introduction of digital technologies in various areas of life and activity, including the agro-industrial complex. However, few studies pay attention to the issue of risk assessment that accompanies this process. It is not known how to methodically competently and quickly analyze possible risks and assess the prospects of the organization for transformation into the digital economy. The aim of the work is to develop an effective methodology for assessing agricultural risks and on their basis to determine the prospects of organizations in the direction of digital transformation. To explore the possibilities of digitalization, we use hierarchical and digital analysis, as well as operations of mathematical logic and set theory. The results of the study indicate that the evaluation method can be divided into 8 blocks, and its algorithm consists of five stages. The proposed methodology will contribute to the formation of more effective organizational and economic regulators for the transformation of economic entities into a digital economy through a preventive assessment of agricultural risks and, taking them into account, the readiness for digitalization of state authorities, economic entities and the population.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity.
