The article overviews the existing models of technology transfer, including those within foreign universities, and highlights the most relevant ones that can be used by Russian universities in the post-COVID-19 conditions. The study should allow the university-based transfer centers to choose the model which is mostly suitable for their situation, and to include elements that will help them to maximize the efficiency of their activities. The existing centers will be able to make changes in their activity in order to update and/or to transform it in accordance with the changed conditions. For the management personnel of the university, the article also provides practical recommendations on managing technology transfer centers. The authors reveal the key functioning elements of various technology transfer models, which can be used by management personnel to design technology transfer centers based on Russian universities. The possible result of the stakeholders’ getting to know this study might be their creating and implementing regulations to govern the technology transfer centers’ activities; forming a personnel reserve; advanced existing personnel training and multi-competence teams’ creating; forming a flexible budgetary policy, as well as a policy of values, for the technology transfer center to function within.

<p>In agricultural colleges and agricultural sciences, plant protection has been a very traditional major with great advantages. University-enterprise cooperation between teaching has also been a shared resource, complementary advantages and the advantages of the same demand mechanism, the results of this education brings to the enterprises, universities and students the good development at the same time, also for the integration of teachers in colleges and universities, the personnel training plan reform, mutual between colleges cultivation of interdisciplinary talents, and adjustment of the teaching mode has made the important contribution. This paper will discuss and study the direction of plant protection curriculum system construction under the school-enterprise cooperation mode.</p>

In the context of dual innovation, the traditional business management personnel training model has been unable to adapt to the market demand in the new economic environment. It is increasingly important for universities to integrate the resources outside the school and gradually explore and form a new model for cultivating innovative and entrepreneurial talents. This paper explores this issue from the aspects of curriculum system construction, teaching staff construction and teaching mode reform, in order to provide reference for the cultivation of business management talents.

The article discusses the concept of personnel policy of the organization. The analysis of the staffing policy of the leading specialists of our country: Kibanov A.Ya., Egorshin A.P., etc. is given. The authors investigated the personnel policy of the enterprise OAO Uralmekhanobr. The following policies are reviewed and analyzed: recruitment and selection of staff, training of staff, and motivation of staff. For the analysis of personnel policy Uralmekhanobr OAO the following methods were used: analysis of scientific literature, analysis of documents of the enterprise, the conversation with the user, the test Martin – Richie, ranking of test results. The article presents ten documents of the organization. Among them there are the “Staff regulations”, “Regulations on remuneration of personnel”, “Regulations on hiring, movement and termination of personnel”, “Regulations on the promotion of scientific activities of employees of OAO Uralmekhanobr and others. On the base of results of the research personnel policy the conclusions are made. The management personnel of the enterprise has “active” recruitment policy. It is aimed at the development of the main directions of personnel policy: personnel training, recruitment and selection of personnel, motivation of the personnel.
