The traditional evaluation methods usually use static and linear techniques to analyze the target audience, and it cannot fully and dynamically reflect the status quo and development trend of the evaluation object. Therefore, applying these methods to evaluate the sustainable development trend of the scenic deficiencies which is a complex and giant system has some deficiencies. In order to solve the above problem, this thesis is based on the management entropy theory, and will create the methods of traditional evaluation.

This paper introduced the present situation of the research on "Energy - Economy - Environment" sustainable development, proposed design ideas to build an open service-oriented platform for basic research, presented the detailed design and implementation approaches of the open research platform which provided support, research and decision functions for the “Energy-Economy-Environment” coordinated development .The platform facilitates the related department of government and research staff those who utilize it for depth study, and provides support data and policy-making basis for building the mechanism of energy, economy and environment coordinate development and socioeconomic macro-development goals.

The main goal of this study is to show the performance of the indicators under 4 integrated main groups by using the multifactorial analysis methodology in the light of the selected indicators, by drawing attention to the integration of the energy network, which Ukraine has developed in line with the sustainable development goals, in the field of the energy economy, which has been planned with the European Union. Observing these performances is among the aims of the author’s research to draw attention to the importance of reform steps Ukraine has taken in line with its sustainable development goals and these reforms will be expected a positive impact on the country’s accession to the EU. 17 sustainable development goals developed by UNDP, where efficiency and innovation are imperative, focus on the improvement of countries and play a role in the formation of the indicators and groups of this study. According to the results of the study, it is observed that the indicators selected for Ukraine are linked to the data used in line with the country’s common goals with the EU and 2035 energy targets, as observed in the analysis results in integrated groups. The ambition of this study, which focuses on the development of Ukraine, is aimed by the author to offer an alternative and strategic perspective to small and medium-sized entrepreneurs (SMEs) in the energy sector.

This paper selects 3E system architecture of Beijing as the typical research area, analyzes and combines impacts index architecture in Beijing 3E system framework. It provides theoretical and scientific basis for relevant government departments to make 3E system sustainable development planning, thus contributing to energy, economy and environment comprehensive, coordinated and sustainable development of Beijing, and strengthen continuous development of science and decision-making of Beijing.
