The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

In the process of managing the development of territories, state (regional) authorities are faced with many risks in the social, economic, industrial, environmental, and other fields. In the transition from conceptual and methodological provisions in terms of risk management to practical actions, it is necessary to specify the scope and tools for monitoring risks and managerial impacts. Risk management is not an end in itself but is mediated by the strategic and tactical goals of regional development and ensuring its economic security, taking into account current trends in territorial and sectoral development. In the first part of the article, there was paid attention to the conceptual apparatus, the study of theoretical elements and the practice of applying risk management in the Russian regions, which, as it turned out, does not have unified approaches to risk management. In the second part of the article, there was put forward a hypothesis that the economic security of the region can be managed through risk management. Hence, the purpose of this article is to form the model for managing the region’s economic security based on risk management, where risk, as a probabilistic quantitative characteristic of the threat realization, is the key object of attention of the subject of management. The model is formed using the notation of graphic modeling of business processes IDEF0, which has established itself as a convenient and intuitive tool for displaying organizational and economic processes, their individual interrelated stages of implementation and the necessary tools. The model is filled with monitoring, analysis and risk management tools taking into account the tasks of economic security management. The relationship between the management of economic security of the region and risk management is formed at the levels of strategic and tactical planning with access to government programs as the main mechanisms for managing socio-economic development in the hands of the regional government.

This article draws on Robinson, McNeill and Maruna’s argument about the adaptability of community sanctions and measures, observed through four distinctive penal narratives, in order to shed light on the regional development of community service in Wrocław, Poland. While the managerial adaptation of community sanctions is underpinned by an inter-agency cooperation to fulfil the goals of the system, the contemporary rehabilitation iteration has become a toolkit of measures predominantly phrased around risk management, the reparative discourse seeks various means to repair harm and the punitive orientation represents the turn to desert-based and populist sentencing frameworks. In this article, the first three are reflected upon along with the emerging, restorative adaptation of community sanctions. The last one is added to expand on the findings of this author’s previous research, which suggests the viability of the restorative orientation for community service in Poland. A brief discussion of how punishment, probation and restorative justice can be reconciled is followed by the introduction of Polish probation and the role of probation officers in delivering community service in Poland. Although the penal narratives are visible in the Wrocław model to different degrees and in various combinations, more research is required to evaluate the viability of a progressive orientation to punishment during a gradual optimisation of community orders.

This research was conducted to find out how the implementation of operational risk management in the teller unit carried out at PT. West Sumatra Regional Development Bank Siteba Branch. Considering this operational risk is not a new type of risk faced by a bank because this risk is inherent and continues to grow in the bank's operational activities. The author uses a qualitative method that explains descriptively by systematically describing data from the facts obtained then linked to the application of operational risk management to the teller unit at PT. West Sumatra Regional Development Bank Siteba Branch. The application of Operational Risk Management to the Teller Unit is seen in the daily activities carried out by the Teller itself. Starting in the morning when the head teller who is authorized to enter the treasury will hand over the cashbox to each teller who is fully responsible for each cashbox, then the teller will be ready to start his daily activities. The results showed that the Implementation of Operational Risk Management conducted by PT. The West Sumatra Regional Development Bank of the Siteba Branch is in accordance with the concepts established by Bank Indonesia so as to reduce the level of operational losses. The author suggests that the Implementation of Operational Risk Management should be further enhanced to its supervision.
