SMART specialization is a basic approach to the development of regional innovation policy. It involves identifying priority sectors of the local economy with the involvement of key stakeholders. Currently, statistics on the development of regions are presented in terms of large business, small and medium. In this context, the generally accepted methodology from the Joint Research Center of the European Commission has limited application. Because it does not take into account the performance of microbusiness (individual entrepreneurs). For countries with economies in transition, this is critical, as they reach 80% of the business structure. Therefore, considering their voice is also necessary. Our approach involves a combination of quantitative (assessment of innovation and economic potential of the region) and qualitative (survey of microbusiness representatives) methods to identify priority areas of SMART specialization. Approbation of the offered method was carried out on the example of the Mykolaiv region which is in the south of Ukraine. The results of the study have shown that the innovation of microenterprises is at a low level. At the same time, they demonstrate a high level of desire to be involved in the process of SMART specialization and innovation of production.

Regional development is related to the effective management of disruptive industries on the local level. In the European Union, the innovation regional development policy is based on a smart specialization strategy, which neighboring countries try to apply as well. In their regional strategies, they notice the goals which are designed within the Joint Research Center methodology. It allows revealing the most efficient industries in the region, leading to a new level of regional competence on the global level. The study aims to identify smart specialization priorities based on JRC methodology in certain Ukrainian regions and assess its applicability in emerging markets (Ukrainian case) and develop the set of recommendations considering the specificity of the national economy. The methodology is based on the static and dynamic analysis of economic (the indicators of the growth of average salaries and the number of employees indicators are calculated) and innovation (the indicators of productive, process, organizational, and marketing innovations are analyzed) potential of the region, which is examined in the article. It is revealed that the JRC methodology in identifying the smart specialization priorities has limited application in Ukraine. The restrictions related to the lack of data on innovations and other economic indicators. The analysis of certain regions shows what industries should be recommended as the priorities of smart specialization. However, discussions of the calculated results with the key stakeholders have differences which are not acceptable in the regional innovation policy development. As a result, the experts’ opinions are recommended to consider the priorities of different regions in Ukraine and other developing countries, which are on the path of smart specialization during stakeholders’ communication sessions.

This paper examines the interdependency of European Policy and governance of innovation. The authors elaborate on the policy implementation context of Slovenia, a small and less advanced European member state in a transition process. The literature on innovation policy, governance and existing innovation concepts aiming to accelerate economic development, European integration and growth is reviewed and integrated. Within this framework, the authors then review the capability and capacity of the Slovenian national government to channel European funding and organize complex projects, such as the enabling, advancement and integration of regional innovation systems as a key concept of regional innovation strategy and smart specialization (RISS). They discuss the governance of innovation in the research tradition of neo-institutionalism and policy impact analysis related to problems of national and regional innovation systems. The paper outlines the importance of organizational readiness at the national level for the translation of high-level concepts, effective policies and efficient strategy implementation.

Prior research has emphasized the importance of bringing together quadruple helix (QH) actors (academia, industry, government and civil society) to strengthen regional innovation. The QH model forms an integral part of European innovation policy, which aims to create sustainable and inclusive growth in Europe. As part of this policy, European Union (EU) regions are to design and implement research and innovation strategies for smart specialization (RIS3) through the participatory entrepreneurial discovery process (EDP). Despite the strong emphasis on the QH model, the model is still far from a well-established concept in innovation research and policy, and civil society participation in RIS3 has remained low. Our paper aims to support regional governments to engage with and facilitate the participation of civil society in a territorial EDP based on two case studies from Finland and Sweden. It contributes to the literature on regional innovation systems through identifying mechanisms to foster the QH model and suggests lessons learnt for the operationalization of the QH model as part of RIS3.

The emergence of the knowledge economy has resulted in a new definition of regional policy milieu. Under the current EU policy framework the concepts of region and city are the result of an inductive, exploratory cognitive process. Interpreting, assessing and designing successful territorial milieux constitute a methodological challenge for analysts. This paper discusses the methodological capacity of a hybrid theoretical approach to discovery and design of smart specialization. Purpose This paper aims to identify current challenges that hinder university–industry (U-I) collaboration in Pakistan and presents future opportunities for promoting such collaborations in developing countries. Design/methodology/approach This exploratory study presents new empirical evidence obtained from Pakistan via a questionnaire survey of 24 universities, 25 interviews with key stakeholders including industry managers and outputs from a high level workshop event. Findings Although there is limited evidence of U-I engagement in Pakistan, the findings show that a lack of coordination between government, universities and industrial firms has hindered knowledge transfer between universities and industry. Such steps as utilising intermediaries to help broker effective collaborations and building trust-based relationships can help in socialising these types of scientific activities. Research limitations/implications Any overall conclusions drawn from this exploratory study can only be tentative, as the findings represent a snapshot of current U-I collaboration initiatives in Pakistan. Practical implications Less stringent policy interventions from government entities, as well as more universities willing to invite industry input on their board of studies might enable co-development of some university curriculums with industry partners. U-I collaborations could also help to boost innovation efforts in developing country firms. Originality/value This paper also offers awareness into benefits of teaching activity collaboration with industry partners, which has been an under explored area of past U-I collaboration studies. The findings should be of interest for both innovation policy and higher education policy researchers.

Abstract Concepts of national and regional innovation systems can serve as an analytical framework forming the empirical base for innovation policy creation. It is possible to distinguish various types of these systems. One of these typologies is based on the assessment of innovation deficiencies. There are three types of regions: metropolitan, peripheral, and old industrial. Metropolitan regions can be characterized by a high level of research, innovation, and patent activity. The aims of this paper are to find relevant indicators that can be used as the basis for defining metropolitan regional innovation systems and using them for the identification of Czech metropolitan regions. The results of the point method combined with the cluster analysis showed that the capital city, Prague, as well as the South Moravian, Pardubice, Central Bohemian, Pilsen, and Liberec Regions can be defined as metropolitan regions.

Regional development on the basis of smart specialisation entails the involvement of stakeholders in innovation processes such as business, public organisations, local government and academic sectors. Universities are the drivers of a region’s development because they have a broad research base. Using the methodology of the Joint Research Centre (European Commission), the impact of Sumy National Agrarian University on the development of the Sumy Region was assessed by such criteria as its cooperation with stakeholders, innovative infrastructure of the university, development of academic entrepreneurship, and its role in developing the region. The method of collecting qualitative data involved conducting structured interviews with the university administration and relevant departments. The collected data were analysed by content analysis. As a result of testing the methodology, its high level of applicability was noted in the Ukrainian academic space, outside the EU. It is recommended to use the method of assessing the impact of the university on the development of the region during the entrepreneurial discovery process, which follows the definition of priorities for the development of the region in the context of smart specialisation. The recommendations were given on the revival of cooperation with stakeholders, possible ways of developing academic entrepreneurship and building innovation infrastructure. The results of the research presented in this article may be used in university promotion within the region and the country as well in the context of smart specialisation. Policy makers may use the research results in order to provide regional innovation policy.

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap relative to the world’s economic powers was the key problem of the European Community. Also, weak innovativeness of the economy, underdeveloped R&D sector with inefficiency of public policy are seen as leading EU challenges These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU’s, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. Article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept and identifies the challenges of its implementation.

Abstract Multifunctional agriculture holds several potentials for applying new technologies and innovative processes to reduce its environmental impact in line with the European Green Deal. Though, new cooperation concepts are a sufficient tool to enhance these potentials, using interdisciplinary and cross-border approaches. Hence, Regional Innovation Strategies on Smart Specialization (RIS3) can play a key role on political level to foster regional innovation development on agriculture in rural areas. By analysing Smart Specialization priority areas, potential crossovers between this innovation policy and actual implementation in practice can be deduced for cross-border cooperation approaches. Thus, the conducted research offers a comparison of priorities for German regions involved into the RUBIN program as use cases, supporting rural and less developed regions. Through these introduced use cases and strategy analysis, the inductive and deductive research offers a cross-border cooperation concept for legume food production, exploiting spillover effects to other priorities related to multifunctional agriculture. The core element of the concept is the introduction of knowledge hubs with an interdisciplinary view to enhance and apply innovation potentials in line with RIS3, which create positive effects on the environmental impact from the start with legume as raw materials until an improvement of its product portfolio for consumption at the end.

Despite being the third largest industrial agglomeration in the world before World War II, Berlin was faced with an economic void after the partition and reunification of the city with many abandoned and alienated commercial and industrial spaces in a compact urban fabric. What has happened with this commercial and industrial heritage over the last 30 years? The main rationale behind this article is to show how Berlin planned and developed some of these spaces through the Zukunftsorte strategy by preserving its historical sites and modernizing its commercial and industrial base. As part of this undertaking, the article combines insights from urban planning and regional innovation studies. Methodologically, a two-step approach is applied: First, the article conducts an analysis of fundamental planning frameworks and technology/innovation policy trajectories with regard to commercial and industrial spaces; second, a multiple-case study analysis of selected <em>Zukunftsorte</em> (Adlershof, Marzahn, Schöneberg, Siemensstadt) is carried out to test whether and to what extent those spaces are supported by planning frameworks and exhibit components of what we coined territorial ecosystem models. The data compiled stems from 15 years of work engaging in various planning and policy steering committees, individual or joint research projects, personal interviews with relevant stakeholders, and regular field observations. The findings suggest that Berlin’s strategies towards commercial and industrial spaces need to integrate highly contextual approaches since size, progress, operation, means, and timelines of <em>Zukunftsorte</em> vary substantially. Whereas Adlershof is a well-functioning network of business, academia, planners, and policymakers with preliminary attempts to embed those stakeholders in residential neighborhoods and the European Energy Forum in Schöneberg—which can be described as a miniature living lab of Adlershof—the other investigated <em>Zukunftsorte</em> do not yet deserve to carry this name.
