Women entrepreneur plays a catalytic role in economic development, as women constitute half of Malaysia's population. The contribution of women entrepreneurs in the country's economy is significant and may not ignore. Malaysia is a multicultural and multiethnic society comprised of Malays, Chinese, Indian and other local ethnics. The present study investigates the leadership and decision-making style among Malaysian women entrepreneurs. The present study adopted the qualitative research strategy, and ten women entrepreneurs are interviewed. A semi-structured interview technique is applied, and 6 Malays and 4 Chinese entrepreneurs made the study population. The result highlights that both Malay and Chinese entrepreneurs used democratic leadership styles for business management. Regarding decision-making, Malaysian women experienced failures in making the right decision. However, they considered the failure as a learning process for future decision-making. The present study will help new entrepreneurs persevere in their business ventures, and policymakers look into the best supports to enhance Malaysian women entrepreneurs' success. Women entrepreneur has gained utmost importance in the past few decades in Malaysia due to their significant contribution to the country's economic development. However, few business challenges create a constant obstruction for many women entrepreneurs such as lack of ICT knowledge, time constraint to learn ICT, lack of technological expertise, etc. The present study aims to identify the effect of ICT adoption on business performance and examine how ICT usage helped them handle operational business matters. The present study adopted the qualitative research strategy, and researchers interviewed ten (10) women entrepreneurs for this study. A semi-structured interview technique was applied, and six Malay and four Chinese entrepreneurs made the study population. The result highlights that Malay and Chinese entrepreneurs use ICT in their business operation such as warehousing system, purchasing system, HRM software and accounting system, purchase order system, production system, internal communication, and AutoCAD. The present study may support the prospective entrepreneurs in considering the ICT usage to embark on technology and innovation and provide inputs to policymakers to design a proper support system for Malaysian women entrepreneurs, particularly those new entrepreneurs who are mostly young and inexperienced.

PurposeThe purpose of this study is to conceptualize, develop and validate a scale reflecting performance dimensions of women entrepreneurs. The study intends to address the important aspects of women entrepreneur such as identifying factors influencing performance of women entrepreneur in emerging economies including India, and to develop a reliable and valid scale for measuring performance from women entrepreneurs’ perspective, which will help to explain the phenomena of entrepreneurship among women by using a holistic approach.Design/methodology/approachIn-depth literature reviews were conducted to identify manifest item measuring the latent scale dimensions. Semi-structured interview with women entrepreneurs also contributed toward item generation. A total of 1,032 valid and usable questionnaires were used for the final statistical data analysis. Exploratory factor analysis (EFA) also conducted to confirm factors-item composition considered for the study.FindingsA final scale comprising six dimensions of entrepreneurial performance has been developed. These dimensions are business environment, motivation (pull/push), training and skill development, networking and market information, socio–cultural and financial. Dimensions are reflecting perception of women entrepreneurs on performance. Psychometrically properties of the proposed scale were tested and the model fitness was established through CFA.Research limitations/implicationsThe proposed scale will be beneficial for both existing and nascent entrepreneurs toward gaining awareness regarding what accounts for their performance enhancement in the respective ventures undertaken. At the same time, the finding carries implications for regulatory bodies and policymakers as well, which are engaged in drafting guidelines catering to the development of women entrepreneurship in respective economies.Originality/valueThe authors believe that the proposed scale offers superior ability to explain factors that affect the performance of women entrepreneurs in emerging economies such as India.

This study aimed at exploring how the perception about leadership styles affected the functionality of the Higher Education Institutions. We used a self-administered questionnaire to a sample of 328 administration and faculty members of several public sector universities. The data collected were analyzed through structural equation modeling in AMOS 26. We found significant results between autocratic and democratic leadership styles as determinants of organizational functionality; such that the perceived autocratic leadership style negatively affected organizational functionality and the perceived democratic leadership style positively affected organizational functionality. The effect of laissez-faire was however statically insignificant. We thus conclude that the perception of a democratic leadership style improves organizational functionality; whereas, the perception of autocratic leadership negatively affects organizational functionality. Practically, the study shows as the employees are given the right to participate in the matters of a higher education institution, the organization becomes more functional.

Empowerment of women is fundamental for the progress of the country. Women play an important role in the socio-economic development of the country and in India they play a dual role. Women of the present day has extended her foot in every sphere and excelled through the same. They have broken the boundaries restricted to the house-hold work and the prejudice that women are homemaker and that they cannot compete with men. Women have increased their participation in economic activities especially in dairy farming activity as a as manager, decision makers and skilled workers. Therefore the study was planned to assess the decision making ability of the women entrepreneurs involved in dairy farming. This study was conducted in Mathura district of Uttar Pradesh and a total of 120 women respondents were selected for study. Decision making ability of the respondents in dairy enterprise was studied under six subheads feeding, viz., breeding and management, health care, marketing and processing and miscellaneous activities. The response was collected by using a pretested structured interview schedule. The result shows that majority of respondents had decision making ability in feeding practices i.e., 68.18 per cent, 52.71 involved in breeding practices, 60.08 per cent involve in management practices, 57.92 per cent involved in health care, 61.46 per cent involved in marketing practices, 42.33 per cent involved in miscellaneous practices as insurance of dairy animals, advantage of dairy schemes etc. Though much of work of dairy farming is carried out by women but extension efforts and capacity building programmes are not generally designed for greater involvement of women and extending benefits to them. Therefore training module for scientific dairy farming can be formulated especially for women to improve their efficiency.

An ageing population is a global problem, and it affects all aspects of life. Globally, a drastic increase in the elderly population has been recorded, which is almost three times from the year 1980 (259 million) to 2025 (761 million). Similar trend also takes place in Malaysia, even though Malaysia is categorized as a developing country. Its population census reported an intense increase in ageing population from the year 2005 (7%), which is expected to be double (14%) by the year 2028. In addition, women comprise about half of the population in Malaysia. Thus, the Malaysian Government has acknowledged the importance of women entrepreneurs in the country’s economic growth. The report estimates that 20% of the entire registered business in Malaysia run by women, and about 650,000 women are engaged in various business activities. Currently, there are about 365 ageing care centres in Malaysia, and women entrepreneurs run a few of them, as sole ownership or partnership. The Malaysian Government is gradually facing the worrisome situation of dealing with the ageing population, as until the year 2030, Malaysia will be in the line of ageing group countries. Due to ageing population importance, this study inquires the situation of Malaysian women as ageing care centre entrepreneur, and ageing population issues in Malaysia. To gather the information, the qualitative research strategy, and semi-structured interviews technique was chosen for data collection. The target population of this study are five women entrepreneurs of ageing care centres in Malaysia. The findings highlight the social problems of elderly and difficulties of Malaysian women entrepreneur in care centre business such as funding, licensing issues, less technology, staff retention, and lack of trained staff. The results show that successful entry of womenfolk in ageing care centres business will bring significant social change and will help the government to overcome the challenge of the ageing population. This study will help the policymakers to formulate strategies for women entrepreneurship in Malaysia, especially the care centres entrepreneurs. Hence, the women can act as a silver bullet to subside the ageing tsunami that will crash Malaysians’ social life comfort.

Entrepreneurs play a key role in any economy. These are the people who have the skills and initiative necessary to take good new ideas to market and make the right decisions to make the idea profitable. The reward for the risks taken is the potential economic profits the entrepreneur could earn. Technically, a "women entrepreneur" is any women who organizes and manages any enterprise, usually with considerable initiative and risk. However, quite often the term "women-owned business" is used relative to government contracting. In this instance, the entrepreneur (a woman) owns (more than 50%), controls and runs the enterprise. Data has been collected from number of articles, books, periodicals and websites. The present study has been an attempt to generate awareness and to understand meaning, rationale for diversification. An extensive literature review is done on women entrepreneur. At the end some major problems faced by Indian women entrepreneurs, success stories of Indian women entrepreneurs, factors influencing women entrepreneurship and steps taken by the government for upliftment of Indian women entrepreneurs.

Purpose The purpose of this paper is twofold: to identify how horizontal leaders (within project teams) execute their leadership task in the context of balanced leadership; and to pinpoint scenarios that can occur when horizontal leaders are identified and empowered by the vertical leader (senior or project managers) and a project task is handed over to them to lead. This research is based on the concept of balanced leadership, which conceptualizes leadership as a dynamic, situation-dependent transition of leadership authority from a vertical leader (like a project manager) to a horizontal leader (a project team member) and back again, in order to contribute positively to a project’s success. Balanced leadership consists of five events (nomination, identification, empowerment, horizontal leadership and its governance, and transition). This paper focuses on the fourth event, and its specific aspect of leadership distribution between horizontal and vertical leader. This event begins when a team member(s) accepts the empowerment to assume the role of horizontal leader. This paper explicitly links the leadership style of the vertical leader based on Frame’s (1987) leadership styles and the nature of decisions taken by both the vertical and horizontal leaders to deliver the project. Design/methodology/approach The method used for this paper is the qualitative phase of a sequential mixed methods (qualitative-quantitative) study. Data were collected through case studies in four different countries, using a maximum variety sampling approach. Data collection was through interviews of vertical leaders (senior leaders who were often sponsors of projects or members of senior management or project managers) and horizontal leaders (team leaders or members) in a variety of industry sectors. Data analysis was done through initial coding and constant comparison to arrive at themes. Thematic analysis was used to gain knowledge about the split of leadership and decision-making authority between the horizontal and vertical leader(s). Findings The results show that for Canadian and Australian projects, a combination of autocratic and democratic leadership styles were used by vertical leaders. In the case of Scandinavian projects, a democratic leadership style has been observed. Linked to these leadership styles, the horizontal decision making is predominantly focused on technical decisions and to daily task decisions to deliver the project. Delegation occurs most of the time to one specific team member, but occasionally to several team members simultaneously, for them to work collaboratively on a given issue. Research limitations/implications The paper supports a deeper investigation into a leadership theory, by validating one particular event of the balanced leadership theory, which is based on Archer’s (1995) realist social theory. The findings from this paper will guide organizations to facilitate an effective approach to balancing the leadership roles between vertical and horizontal leaders in their projects. The findings can also be used to develop horizontal leaders to take up more responsibilities in projects. Originality/value The originality lies in the new leadership theory called balanced leadership, and its empirical validation. It is the first study on the leadership task distribution between vertical and horizontal leadership in projects. Its value is new insights, which allow practitioners to develop practices to find and empower the best possible leader at any given time in the project and academics to develop a more dynamic and, therefore, more realistic theory on leadership as it unfolds in projects.

The article describes the results of sociological research aimed at identification of the citizens` demand in the legal consolidation of opportunities for and results of their participation in urban decision making. A mass semi-structured interview with a selection scope ensuring the statistical spread of no more than 5 % at the confidence level of 0,95 was used as a data collection method. The research was carried out in Tomsk in August 2020. The main results showed that the majority of residents asserted the right of participation in urban decision making and were ready to exercise it. The social participation experience allowed the citizens to identify the issues related to the execution of the decisions and communications during the decision elaboration and to formulate the areas of the participative interaction improvement. The improvement of procedures implies larger information sharing, reporting from municipal government and implementing regular surveys of citizens. From the citizens` standpoint, statutory consolidation is needed in respect of the obligations of the government authorities to make decisions together with citizens and in respect of the issues relevant for citizens, to react and execute decisions without delay, notably with specific punishment measures for non-performance or distortion of data. Obligatory procedures of participative technologies should be surveys, meetings, publication of all information, operation of a single phone number and a hot line, text message mailout, public control over performed works. The municipal practice in general is lagging behind the requests of the modern active, competent and demanding society.
