As a result of SARS-CoV-2, the virus that causes coronavirus disease (COVID-19), U.S. federal, state, and local governmental officials have struggled to coordinate consistent, coherent messaging for citizens to social-distance. The pandemic presents an important context for examining alternative communication frames employed by governments. This study presents results from an artefactual survey experiment in which public-health information regarding COVID-19 was transmitted to a panel of U.S. adult respondents via alternative issue frames and messengers. The findings highlight the importance of delivering consistent messages to the public. Public-health frames positively influence citizen preferences for avoiding unnecessary travel. Conversely, economic frames appear to have the opposite effect, increasing the preference to make unnecessary trips to shop. However, federal messengers appear to strengthen the framing effect relative to expert messengers.

In the fall of 2001, the need for a vigorous and effective public health system became more apparent than it had been for many decades. With the advent of the first widescale bioterrorist attack on the United States, the government's obligation to respond and take steps to protect the public health became self-evident.Also obvious was the need for of an effective partnership between federal, state, and local officials. Local officials are almost always on the front lines of the struggle against bioterrorism. They are the first to recognize a suspicious case and to provide testing and treatment for the affected population. At the same time, state officials are needed to support and coordinate local efforts, providing an expertise that may be lacking in many communities, especially smaller ones.But few would doubt that the federal government has a key role to play. The Centers for Disease Control and Prevention (CDC) is expected to lead the epidemiological investigation and provide expertise on how to cope with diseases that remain unfamiliar to most physicians.

NGOs can play an important role in the development, implementation, and reform of public health laws. To be effective, NGOs must recognize the critical role law plays in protecting the health of the public and in the public health system’s emergency preparedness. They must be ready to work with federal, state, and local leaders to advance the goals that public health laws were enacted to achieve. NGOs also have technical expertise, which they can utilize to help translate highly complex scientific concepts into public health action steps that regulators, legislators, and members of the public can readily understand.Those who are most often affected by pollution tend to be low income people, the working class, Native Americans, and people of color. Those most affected by pollution issues, however, usually have the least input in the creation of policy.

Abstract The health and economic outcomes of the COVID-19 pandemic will in part be determined by how effectively experts can communicate information to the public and the degree to which people follow expert recommendation. Using a survey experiment conducted in May 2020 with almost 5,000 respondents, this paper examines the effect of source cues and message frames on perceptions of information credibility in the context of COVID-19. Each health recommendation was framed by expert or nonexpert sources, was fact- or experience-based, and suggested potential gain or loss to test if either the source cue or framing of issues affected responses to the pandemic. We find no evidence that either source cue or message framing influence people’s responses – instead, respondents’ ideological predispositions, media consumption, and age explain much of the variation in survey responses, suggesting that public health messaging may face challenges from growing ideological cleavages in American politics.

This chapter describes research that uses spatial modeling to address pressing issues related to a public health understanding of alcohol problems and violence. First, we introduce the language of spatial analysis used in prevention work and discuss the details of spatial research that result in useful public health information, particularly in regard to alcohol-related problems. Issues such as geo-mapping, variable selection, and area definition are discussed in regard to community level occurrence of such problems. We then discuss the general context for understanding the geographic relationship between alcohol outlet density and violent crime. Finally, we give a specific example of an analysis focusing on alcohol outlets and violence. This work is related to the major goal of studying the community geography of alcohol problems by mapping the alcohol environment, relating these features of the environment to the spatial distribution of problem events, and analyzing the statistical associations between these measures and drinking behaviors.

Federal, state, and local laws shape the use of health information for public health purposes, such as the mandated collection of data through electronic disease reporting systems. Health professionals can leverage these data to better anticipate and plan for the needs of communities, which is seen in the use of electronic case reporting.

In June 2013, through an unauthorized disclosure to the media by ex-NSA contractor Edward Snowden, the public learned that the NSA, since 2006, had been collecting nearly all domestic phone call detail records and other telephony metadata pursuant to a controversial, classified interpretation of Section 215 of the USA PATRIOT Act. Prior to the Snowden disclosure, the existence of this intelligence program had been kept secret from the general public, though some members of Congress knew both of its existence and of the statutory interpretation the government was using to justify the bulk collection. Unfortunately, the classified nature of the Section 215 metadata program prevented them from alerting the public directly, so they were left to convey their criticisms of the program directly to certain federal agencies as part of a non-public oversight process. The efficacy of an oversight regime burdened by such strict secrecy is now the subject of justifiably intense debate. In the context of that debate, this Article examines a very different surveillance technology — one that has been used by federal, state and local law enforcement agencies for more than two decades without invoking even the muted scrutiny Congress applied to the Section 215 metadata program. During that time, this technology has steadily and significantly expanded the government’s surveillance capabilities in a manner and to a degree to date largely unnoticed and unregulated. Indeed, it has never been explicitly authorized by Congress for law enforcement use. This technology, commonly called the StingRay, the most well-known brand name of a family of surveillance devices, enables the government, directly and in real-time, to intercept communications data and detailed location information of cellular phones — data that it would otherwise be unable to obtain without the assistance of a wireless carrier. Drawing from the lessons of the StingRay, this Article argues that if statutory authorities regulating law enforcement surveillance technologies and methods are to have any hope of keeping pace with technology, some formalized mechanism must be established through which complete, reliable and timely information about new government surveillance methods and technologies can be brought to the attention of Congress.

Abstract SIGNIFICANCE. Older adults can contribute wisdom, skills, and time to communities. The public health sector has unique capabilities for creating conditions that promote health, foster community connections, and quality of life. METHODS. Two frameworks provide public health (PH) with core strategies to improve outcomes for all older adults. The Framework for Creating an Age-Friendly Public Health System (AFPHS) supports the PH role, as demonstrated by 37 of Florida’s 67 county health departments that are piloting the AFPHS Framework. The Healthy Brain Initiative’s (HBI) State and Local Public Health Partnerships to Address Dementia is a framework for action used by PH to promote cognitive health, improve care for cognitive impairment, and increase caregiving supports. Both frameworks call for utilizing regional data and cross-sector partnerships. IMPLICATIONS. PH can contribute to community-wide initiatives to promote well-being and community connections for older adults. Cross-sector partnerships can start by using available tools and planning guides.
