Subject matter: means of information support for the negotiation process on the organization of cooperative production of aircraft. Goal: an outline of the process of developing effective means of information support for negotiations on cooperative production, which will provide financial savings, firstly, by reducing the negotiation time, and secondly, is reducing the likelihood of making irrational decisions that can lead to additional costs during project implementation. Tasks: Increase the efficiency of the negotiation process on the organization of cooperative production by creating a problem-oriented methodological basis, and on this basis - software tools for the development, deployment and operation of the appropriate decision support system. Methods: system analysis and set theory, for the formal presentation of relevant information about the subject area "Negotiations on cooperative aircraft production"; ontological engineering, in particular the IDEF5 standard, as well as elements of expert systems technology, for building an ontological decision support system. Results: an aggregate of methodological tools for the synthesis of ontological decision support systems was developed during negotiations on the organization of cooperative production of aircraft, a scenario example of organizing an ontological dialogue in the environment of an ontological decision support system for defining an aircraft model as an object of cooperative production was given. Conclusions: the need to supplement the mathematical support of traditional negotiation support systems with special methodological means is shown to increase the efficiency of information support for the negotiation process on organizing cooperative production in aircraft construction; it is substantiated that for the program implementation of the system of information support for negotiations on the organization, it is advisable to use the ontological approach; the architecture of the intellectual core of the ontological decision support system for organizing the negotiation process for organizing the cooperative production of aircraft in the form of a hierarchy of frames, with the organization of knowledge-based inference by means of attached procedures is proposed; a scenario example of the formation of a decision on the choice of an aircraft model for the organization of cooperative production in the environment of an ontological decision support system is given.

The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. The article discusses the issues of improving the efficiency of decision support activities on a relatively large amount of information. The research relevance is associated with the increasing complexity of control objects, which leads to a decrease in the efficiency of decision-making based on the personal experience of decision-makers, up to complete impossibility. The purpose of the ar-ticle is to analyze the problems faced by decision-makers and the creation of methods to improve the effectiveness of decision-making in typical situations. The article examines the main compo-nents of the intelligent subsystem of the decision support system, which require the use of analytical tools, and also forms the methods interaction structure necessary for the effective formation of sce-narios of information support for decision making. To achieve the goals, a decision support method based on an intelligent component was used, which is aimed at creating an effective infrastructure to sup-port decision-making; methods of identification and categorization, designed to implement the most accurate and correct comparison of the characteristics (state) of the observed situation and the characteristics of a typical situation stored in the knowledge base; correlation methods aimed at finding dependencies between the characteristics of situations and scenarios to solve problems associated with these situa-tions; a method for constructing subject qualimetry, used to form a predictive model to assess the degree of compliance of the selected scenario for solving the current situation. As a result, it was de-termined that an important aspect of decision-making in typical situations is the most accurate identification of the state of the situation, the choice of the best scenario for implementing the solu-tion for this situation and the analysis of the consequences of the selected set of measures. To solve these problems, a method for identifying a situation, a method for finding solution scenarios and a qualimetric method for predicting the effectiveness of the selected scenario have been formed. The article concludes that decision-making activities based on the accumulated experience can be im-proved by using the proposed methods and implementing a decision support system with an intelli-gent component.

Проанализированы компьютерные средства для реализации адаптивной системы поддержки принятия решений; показано, что в качестве основных элементов обслуживания используются контролируемые серверы, в качестве основных инструментов обработки информации - запросы. Сформулирована целевая функция адаптивной системы поддержки принятия решений, направленная на максимизацию количества обрабатываемых в единицу времени запросов при различных меняющихся внешних и внутренних воздействиях. Методика расчета параметров исследуемой системы строится на основе предложенной математической модели. Computer tools are analyzed for implementing an adaptive decision support system; It is shown that controlled servers are used as the main service elements, and requests are used as the main information processing tools. The objective function of the adaptive decision support system is formulated, aimed at maximizing the number of requests processed per unit time under various changing external and internal influences. The methodology for calculating the parameters of the studied system is based on the proposed mathematical model.

Most infrastructure project developments are complex in nature, particularly in the planning phase. During this stage, many vague alternatives are tabled - from the strategic to operational level. Human judgement and decision making are characterised by biases, errors and the use of heuristics. These factors are intangible and hard to measure because they are subjective and qualitative in nature. The problem with human judgement becomes more complex when a group of people are involved. The variety of different stakeholders may cause conflict due to differences in personal judgements. Hence, the available alternatives increase the complexities of the decision making process. Therefore, it is desirable to find ways of enhancing the efficiency of decision making to avoid misunderstandings and conflict within organisations. As a result, numerous attempts have been made to solve problems in this area by leveraging technologies such as decision support systems. However, most construction project management decision support systems only concentrate on model development and neglect fundamentals of computing such as requirement engineering, data communication, data management and human centred computing. Thus, decision support systems are complicated and are less efficient in supporting the decision making of project team members. It is desirable for decision support systems to be simpler, to provide a better collaborative platform, to allow for efficient data manipulation, and to adequately reflect user needs. In this chapter, a framework for a more desirable decision support system environment is presented. Some key issues related to decision support system implementation are also described.

In a group decision support system, the various decision-makers have their own information, constrains, decision strategies, preferences, and objectives which are generally not shared or communicated. This implies that the group decision process is distributed between the different entities implicated and impacted by various group members' characteristics. Solution to this problem is to find a decision that would be acceptable to all the decision-makers, following the necessity of a negotiation process that allows the elaboration of a common agreement for a group that faces a conflict on the decision to take. In the current study, the authors propose to establish a communication platform for a group decision support system (GDSS) based on web services, incorporating a multicriteria analysis methods and a negotiation protocol.

Management of real time information systems is gaining importance in all sectors and facets of human life. Varying from their applications in aviation, military, government, space technology, earth science, robotics, human cognitive, life support systems, disasters and emergencies, they emerge in diversified forms and natures. This paper identifies various contexts in the decision making processes of community livelihood; contextualizes the relevant information for taking time-critical decision, conceptualizes appropriate decision making methods, tools, and technologies for proper implementation, and manages an appropriate decision support system focusing knowledge acquisition and learning. Along this perspective, the paper establishes a decision support system framework in the aspect of early warning system in reaching out to grass roots community people at their own language, sign, and interpretation; provides knowledge support during disaster management, especially during post-disaster; provides information support in agriculture related matters, focusing pest control, and pre and post harvesting issues; provides emergency health assistance support during road accidents, or emergency health cases, or epidemic breakouts; and finally provides collaborative learning to improve e-governance at community level.

Information technology playing a prominent role in the field of medical by incorporating the clinical decision support system (CDSS) in their routine practices. CDSS is a computer based interactive program to assist the physician to make the right decision at right time. Nowadays, clinical decision support systems are a dynamic research area in the field of computers, but the lack of understanding, as well as functions of the system, make adoption slow by physicians and patients. The literature review of this article focuses on the overview of legacy CDSS, the kind of methodologies and classifiers employed to prepare such a decision support system using a non-technical approach to the physician and the strategy-makers. This article provides understanding of the clinical decision support along with the gateway to physician, and to policy-makers to develop and deploy decision support systems as a healthcare service to make the quick, agile and right decision. Future directions to handle the uncertainties along with the challenges of clinical decision support systems are also enlightened in this study.
