Pemerintah Singapura telah melakukan beragam kebijakan pengendalian tembakau (tobacco control) untuk menekan jumlah perokok. Singapura termasuk salah satu negara di dunia yang menerapkan regulasi ketat dalam pengendalian produk tembakau. Penelitian ini bertujuan untuk memperkirakan dampak penerapan kebijakan kemasan rokok Singapura terhadap ekspor rokok Indonesia. Kebijakan tersebut diasumsikan memiliki dampak sebagaimana kebijakan pengendalian konsumsi tembakau non-harga pada umumnya meskipun kebijakan tersebut belum diimplementasikan. Metode yang digunakan berupa analisis deskriptif yang dilengkapi dengan analisis ekonometri menggunakan Two-Stage Least Squares (2SLS) dengan sampel Triwulan III-2006 hingga Triwulan IV-2014. Hasil analisis menunjukkan bahwa ekspor rokok Indonesia lebih dipengaruhi oleh re-ekspor Singapura dibandingkan dengan konsumsi domestiknya. Selain itu, kebijakan pengendalian tembakau non-harga secara statistik tidak berpengaruh terhadap konsumsi rokok di Singapura. Oleh sebab itu, Indonesia tidak perlu khawatir dengan rencana kebijakan kemasan rokok yang akan diterapkan. Pemerintah Indonesia harus aktif melakukan negosiasi apabila Singapura benar-benar menerapkan kebijakan kemasan rokok dalam rangka mendapatkan kompensasi perdagangan atas kebijakan tersebut. The government of Singapore has implemented various tobacco control policies to reduce the number of smoker. Singapore is one of the countries in the world that implemented a tight regulation to control tobacco products. This study aims to estimate the potential impacts of Singapore’s cigarette plain packaging policy on the Indonesian cigarettes exports. As this policy is not yet implemented, it is assumed that the policy will have the same impacts as the common tobacco control policy, especially for the non-price policy. The study used descriptive analysis supported by econometrics analysis using Two-Stage Least Squares method (2SLS) using quarterly data from III-2006 to IV-2014. The results showed that the Indonesian cigarettes export is much more influenced by the Singapore’s re-exports rather than by the domestic consumption. Moreover, the non-price tobacco control policies do not have statistically significant effect on the cigarette consumption in Singapore. Therefore, Indonesia should not be worried about the possible implementation of the plain packaging policy. Indonesian government must actively negotiate if Singapore finally implements the plain packaging policy  to get a compensation trade from this policy.

ObjectivesTo determine the return on investment (ROI) associated with tobacco control policies implemented between 2001 and 2016 in Canada.MethodsCanadian expenditures on tobacco policies were collected from government sources. The economic benefits considered in our analyses (decrease in healthcare costs, productivity costs and monetised life years lost, as well as tax revenues) were based on the changes in smoking prevalence and attributable deaths derived from the SimSmoke simulation model for the period 2001–2016. The net economic benefit (monetised benefits minus expenditures) and ROI associated with these policies were determined from the government and societal perspectives. Sensitivity analyses were conducted to check the robustness of the result. Costs were expressed in 2019 Canadian dollars.ResultsThe total of provincial and federal expenditures associated with the implementation of tobacco control policies in Canada from 2001 through 2016 was estimated at $2.4 billion. Total economic benefits from these policies during that time were calculated at $49.2 billion from the government perspective and at $54.2 billion from the societal perspective. The corresponding ROIs were $19.8 and $21.9 for every dollar invested. Sensitivity analyses yielded ROI values ranging from $16.3 to $28.3 for every dollar invested depending on the analyses and perspective.ConclusionsThis analysis has found that the costs to implement the Canadian tobacco policies between 2001 and 2016 were far outweighed by the monetised value associated with the benefits of these policies, making a powerful case for the investment in tobacco control policies.

Abstract Context: This article explains the policy process that occasioned the development of comprehensive tobacco control policies in Mauritius from 1980 to 2019. It does so by drawing theoretical insights from John Kingdon's streams framework, historical institutionalism, and ideational perspectives to explicate how tobacco control rose to the status of government policy agenda. Methods: The main sources of data are government documents, media reports, archival studies, grey literature, and published books and articles. These sources were supplemented by key informant interviews with government officials, civil society groups, and other vested interest groups. Findings: This article finds that the prevalence of noncommunicable diseases in the late 1980s, the political commitment of Mauritius's Labour government to comprehensive tobacco control, the institutional legacies of Mauritius's Public Health Act of 1925, and the administrative capacity of Mauritius's Ministry of Health and Quality of Life are the primary factors that drove tobacco control policies in Mauritius. Conclusion: The findings from this study will enrich our understanding of policy change and the politics of tobacco control in the global south. Future research should investigate why some countries in Africa have failed to adopt comprehensive tobacco control policies despite ratifying the Framework Convention on Tobacco Control.

Objective. This study documents the extent of tobacco ads in retail stores and evaluates its association with the comprehensiveness of local tobacco control policies in the state of Massachusetts, US. Methods. Using a two-stage cluster sampling method, we sampled 419 retail stores across 42 municipalities to assess the presence and count of nine mutually exclusive tobacco ad categories. Tobacco ads by store type and municipality were analyzed using summary statistics and contingency tables. Regression models tested the association between the extent of tobacco ads and local tobacco control policy comprehensiveness. Results. Overall, 86.6% (n = 363) of all the retail stores had tobacco ads. On average, there were 6.7 ads per retail store (SD = 6.61) and 2804 ads across all the retail stores (range = 0 : 32). Retail stores had an average of three different categories of tobacco ads (mean = 2.98, SD = 1.84). Across all retail stores, the most frequent ad categories were power walls (80.0%) and e-cigarette ads (55.8%). Retail stores in municipalities with more comprehensive local tobacco control policies were more likely to have fewer tobacco ads (IRR = 0.92, p<0.01) and a lower number of tobacco ad categories (OR = 0.88, p<0.05). Conclusion. Municipalities can adopt more comprehensive tobacco control policies to help limit the extent of tobacco retail advertising. This can ultimately reduce smoking in their jurisdiction.

AbstractEuropean countries have made significant progress in implementing tobacco control policies to reduce tobacco use; however, whether socioeconomic status (SES) of a country may influence the implementation of such policies is unknown. The aim of this study is to assess the association between country-level SES and the implementation level of tobacco control policies in 31 European countries. An ecological study using data from Eurostat, Human Development Reports on several SES indicators and the Tobacco Control Scale (TCS) of 2016 was conducted to measure country-level tobacco control policies. We analysed the relationship between SES indicators and the TCS by means of scatter-plots and Spearman’s rank correlation coefficients (rsp) and multivariable linear regression analysis. In Europe, no statistically significant association was found between SES factors and the level of implementation of tobacco control policies. Only public spending on tobacco control was associated with all SES factors, except for Gini Index (an income inequality index). The strongest associations of TCS scores for this policy domain were found with the Human Development Index (rsp = 0.586; p < 0.001) and the Gross Domestic Product per capita (in Euros) (rsp = 0.562; p = 0.001). The adjusted linear regression model showed an association of tobacco control policy implementation with countries’ geographical location (Western Europe, β = − 15.7; p = 0.009, compared to Northern Europe). In conclusion, no association was found between SES factors and the level of implementation of tobacco control policies in 31 European countries; policymakers should be aware that tobacco control policies could be successfully implemented despite socioeconomic constraints, especially when these policies are of low cost and cost-effective (i.e., smoke-free bans and taxation).

The article is devoted to the estimation of econometric models of the Latvian economy. The Klein's simplified macroeconomic model of the Latvian economy is discussed. The endogenous variables are consumption, net investment, gross domestic product (excluding net exports and additions to reserves). An exogenous variable is the government spending. The model is just-identified, and Two-stage least squares (2SLS) method provides consistent estimates of the parameters of a structural equation. The modified Keynеsian model was also considered, where the lagged variable - gross domestic product of the previos period is presented. It is proved that the model is over-identified, and the Two-stage least squares (2SLS) method provides estimates of the parameters of a structural equation. We have estimated the models with annual time-series data of the Latvia economy for the years 1995 through 2011 (at basic prices in 2000).

The current study examines the structural relationship between the academic performance exam scores of Korean middle school students and their after-school exercise hours. Although prior literature theoretically or experimentally predicts that these variables are positively associated, this association is difficult to empirically verify without controlling for mutual effects with other variables, or unless a full model is estimated by specifying the whole structure of all variables affecting the two variables in question. Unlike previous studies, this study estimates the structural relationship using two-stage least squares method, which does not require experimental observations collected for our particular purpose or estimating the full model. From this estimation, we empirically affirm that there is a positive structural relationship between students’ after-school exercise hours and their academic performance exam scores, whereas the ordinary least squares method consistently estimates a negative relationship.
