Urgency of the research. International practice demonstrates that competitive and integrative benchmarking competition gives way to cooperation that may eventually become the driving force in changing the philosophy of the modern system of higher education. Target setting. The study of theoretical and methodological approaches to maintaining effective competitive and integrative benchmarking along with carrying out applied projects facilitating its implementation into the operation of national HEIs seems timely and relevant. Actual scientific researches and issues analysis. A study of characteristics of benchmarking as a management tool in education was accomplished by such scholars as N. Jackson, H. Lund, M. Udam, M. Heidmets, Kuźmicz K., Schwarz S., Wersterheijden D. Uninvestigated parts of general matters defining. The scientists have not yet sufficiently developed the comprehensive analysis of the competitive and integrative benchmarking, including the Higher Eeducation Institutions. The research objective. The article aims to prove the feasibility of competitive and integrative benchmarking to ensure the competitiveness of Higher Education Institutions and their adaptation to market and institutional realia of the domestic economy. The statement of basic materials. The article justifies the feasibility of competitive and integrative benchmarking increasing the competitiveness of national universities. Toolkit of process-oriented approach of benchmarking is based on justification of the reference strategy by comparing competitive advantages in selected 4P-subsystems of benchmarking of management in top universities. Conclusions. The concept of the competitive and integrative benchmarking, developed by the authors as a marketing and management tool facilitating the capacity of Higher Education Institutions to build and maintain their competitive edge, is a synthesis of the competitive analysis mechanism and marketing interaction for the purpose of adapting the best practices by identifying benchmark organizations.

The paper presents an analysis of education internationalization as a leading direction in the development of higher education in the context of globalization. The author considers domestic and foreign theories of education internationalization, highlighting its political, economic, demographic and pedagogical aspects, which proves the multidimensional nature of this scientific and educational phenomenon. The need to strengthen Russias geopolitical influence in the world as well as strengthen the competitive advantages of Russian education actualizes research interest in the successful experience of foreign countries in the field of education internationalization and the possibility of its use in Russian universities. The scientific novelty and theoretical significance of the research lies in the substantiation and characterization of the scientific and methodological conditions for adapting the foreign experience of education internationalization. The author proves that scientific and methodological conditions for adapting foreign experience of education internationalization include theoretical and methodological conditions, organizational and methodological conditions, educational, methodological and psychological conditions. Comprehensive implementation of the identified conditions allows implementing of the international dimension in the educational, research and management activities of higher education institutions. The practical significance of the research is determined by the possibility of using the results obtained in the development of international activities of higher education institutions, in the integration of modern tools for higher education internationalization, taking into account Russian academic and scientific traditions.

The article is devoted to the formation of a sustainable model of interaction between business structures and higher education institutions for the formation of regional competitive advantages. The factors that determine the competitive quali-ty of the regional sphere of intellectual and educational services were identified and the content of the main strategies for the development of higher education in-stitutions in the conditions of regional competition was provided. The content and specific features of the competitive advantages of the region are due to the fact that the modern regional economy is represented by a complex system of territorially integrated production complexes of various industries, spheres and sectors of the economy. It is determined that the interaction of intellectual-educational and production systems as basic spheres of formation and development of competitive advantages of the region is characterized by a multiplier effect arising on the basis of cluster integration of industrial, intellectual-educational and infrastructural spheres within the given territory. The growth of the competitiveness of the regional economy is associated with the realization, first of all, of innovative competitive advantages, although the realization of traditional competitive advantages is also important. It is proved that the innovative development of the regional economy (as determined by competitive advantage) is due to the globalization of the world economy, increased competition, reduced opportunities for extensive development and involves the formation of large universities of innovation and research type as generators of innovation in the regions. It is proved that competitive advantages are concentrated in those regions that intensify innovation in regional education, form a regional economy based on knowledge and communication technologies, accelerate the innovation cycle through the widespread dissemination and transfer of knowledge-intensive technologies and intellectual property generation. Stimulating innovative breakthrough, form of cooperation between universities and employers, creation of corporate universities: concluding an agreement on opening additional programs that reflect the direct order of the enterprise, and the university's task is to implement the order (by creating a specialized scientific infrastructure around universities.

This article aims to analyze the weighting of the components of intellectual capital, as well as to assess their importance in the perception and creation of value in Higher Education Institutions (HEIs). Seeks to identify the different behaviors related to the valuation of the components of intellectual capital showing the profile of the HEIs sector, based on actions that favor the increase of value of certain components of intellectual capital that have been considered of little relevance to the IES and that may constitute potential competitive advantages. For that, a set of metrics are proposed to evaluate intellectual capital with the purpose of increasing the value of HEIs, through indicators of continuous improvement.Este artículo pretende analizar la ponderación de los componentes del capital intelectual, así como valorar su importancia en la percepción y creación de valor en las Instituciones de Educación Superior (IES). Se trata de identificar los diferentes comportamientos relativos a la valoración de los componentes del capital intelectual mostrando el perfil del sector de las IES, a partir de acciones que favorecen el incremento de valor de ciertos componentes del capital intelectual que han sido considerados poco relevantes para las IES y que pueden constituirse en ventajas competitivas potenciales. Para ello, se proponen un conjunto de métricas para evaluar el capital intelectual con el propósito de incrementar el valor de las IES, mediante indicadores de la mejora continua.Este artigo tem como objetivo analisar a ponderação dos componentes do capital intelectual, bem como avaliar sua importância na percepção e criação de valor nas Instituições de Ensino Superior (IES). Procura identificar os diferentes comportamentos relacionados à avaliação dos componentes do capital intelectual que mostram o perfil do setor de IES, com base em ações que favorecem o aumento de valor de certos componentes do capital intelectual que foram considerados de pouca relevância para o IES e Que podem constituir potenciais vantagens competitivas. Para isso, propõe-se um conjunto de métricas para avaliar o capital intelectual com o objetivo de aumentar o valor das IES, através de indicadores de melhoria contínua.


This research particularly aimed to examine mediating roles of Information Technology (IT) innovation under the influences of IT governance to improve competitive advantages of institutions. For this primary goal, it was conducted both quantitatively and qualitatively. Apart from an empirical survey with active participation of 85 private schools of informatics management and computing in Indonesia, Focus Group Discussions (FGDs) were applied. Heads of respective schools became the informants. Quantitative data results emphasize that IT governance has indirect influences on competitive advantages. Mediating roles of IT innovation, however, positively and significantly improve such advantages. This paper suggests the essence of IT governance and IT innovation in improving higher education institutions in developing and developed countries.
