Через пандемію закладам вищої освіти довелося змінити способи представлення себе на міжнародній арені. Проаналізувавши дослідження та праці провідних польських науковців, автори статті висвітлили динаміку інтернаціоналізації та підходи, які застосовую-ться для опису інтернаціоналізації систем вищої освіти. У статті представ-лено аналіз стану інтернаціоналізації вищої освіти у Польщі у світовому контексті.

With the globalization development, the competition of higher education internationalization is intensifying in major countries with numbers of policies and changes emerge one after another. In order to explore the role of policies in the development of internationalization of higher education, this paper combines systematic policy-related documents review and case study to make a comparative analysis of the development process as well as the policies of internationalization of higher education in between China and the United States. It sorts out that the general development strategies which including policies for attracting overseas students, study abroad on public assignment, exchange projects of teachers and scientific researchers and the development of joint higher education programs. It also points out that the internationalization of higher education has become an important means of public and cultural diplomacy of large countries and an important way for countries to explode cultural exchanges, enhance the comprehensive strength of the country and continuously improve on its’ national level strategies.

Modern Uzbekistan undergoes wide-scale social and economic reforms that include the modernization of higher education system. This paper aims at evaluating the actual and potential impact of the reforms in Uzbekistan’s higher education on the Russian universities’ opportunities to export education to Uzbekistan. Accordingly, the paper traces the evolution of the national higher education system under President Islam A. Karimov (from 1991 to 2016), analyzes the new priorities of higher education policies set by his successor Shavkat M. Mirziyoyev, shows their interlinkages with the transition to a new model of national development, and focuses on the objectives and instruments of higher education internationalization. Theoretically and methodologically, the research relies on the concepts of internal and external internationalization of higher education, Clark’s model of higher education system elements, and Trow’s concept of higher education massification levels. The authors show the scale and interconnectedness of higher education challenges that have been developing in Uzbekistan in the course of the 25 years of its independence. The authors argue that higher education internationalization has become a way to achieve a number of objectives, in particular to improve the quality of higher education, orient it to massification, make it more accessible in the country’s regional centers. The paper shows the parameters of internal and external internationalization of higher education in Uzbekistan that has demonstrated the unprecedented dynamics in post-Soviet countries. The paper underlines that the policy of rapprochement with Russia launched by Tashkent in 2016 has created exceptionally beneficial opportunities for Russian universities to work in Uzbekistan and attract Uzbek students. Four mid-term scenarios of higher education internationalization in Uzbekistan are suggested.

Although recent decades have witnessed remarkable development of China’s higher education (HE) since its Open Door policy in 1978, China’s cross-border collaboration in HE has not always been smooth. The global rise of neo-nationalism in recent years, exacerbated by the COVID-19 crisis, has put international academic collaboration under grave threat. This conceptual paper first conducts a critical review of China’s strategy for HE internationalization to discern its underlying rationale and what is encumbering the process. By examining the concept of academic identity through the lens of academic nationalism and academic internationalism in Chinese HE context, it is argued that the crux of China’s cross-border collaboration issue may largely lie in the imbalanced nationalist and internationalist dimensions of Chinese academic identity. The article has implications for Chinese academics to balance their identities for better global collaboration and sustainable HE internationalization amid geopolitical tensions in an era of flux.

The article aims to reveal modern state of higher education internationalization (HEI) at global and local levels. Synthesis of conceptual approaches to studying HEI allowed to concretize the meaning of HEI at modern stage in a global and institutional levels. Renovated notion has been proposed as “complete internationalization”. It is interpreted as engagement, devotion and commitment of both all education management levels and teaching stuff to multifaceted process of intentional long-lasting infusion and integration of international dimensions with comparative constituent into all functions and missions of higher education and active designing of policies, plans, programs, strategies and approaches for promotion of internationality in higher education. Due to theoretical method of conceptual and comparative analysis of research and strategic documents and the latest scientific publications on issues of global internationalization of higher education, analysis of foreign and local experience, conceptual approaches to studying HEI were depicted modern internationalization forms at global level. Interviews initiated with heads of international affairs offices enabled us to find out HEI state at local level. Questionnaires with international students, focused on likes and dislikes concerning infrastructure, teaching methods, communication with local students, future plans helped to identify the level of students’ satisfaction and attractiveness of Sumy universities. Main priorities of stakeholders are defined. Recommendations concerning further possible development of higher education internationalization are given.

This research paper studies trends and hotspots of management internationalization in the sphere of higher education. The survey is based on CiteSpace visualization technology and on the corpus approach to studying keywords and annotations for 2010–2021 publications in 25 major higher education journals. Keywords analysis by CiteSpace showed that the hotspots of the management internationalization research are focused on postgraduate education management, on the projects «Double First Class University Plan», «Greater Bay Area», «Cooperation in Running Schools», etc. The future possible areas of investigation are the «local internationalization» of university management, the internationa lization of management in terms of international-level specialties and first-class universities’ nationalization, as well as the contradiction of the «spillover effect» between university management and cross-university cooperation. The corpus-based analysis showed that over the past 12 years the studies of internationalization of higher education and its mana gement have been carried out within the large-scale project «One Belt – One Road» and economic globalization. These studies include the modules of universities’ development, university education, academic research, school management strategy, etc. To effectively address the challenges faced by higher education internationalization management, the aut hors propose to take advantage of consistent teaching quality and to leverage regional and local resources, so as to create a multidimensional platform that would interconnect talents and ways to use them. Of no less importance, when summarizing such experience, is it to take into account the historical background, so that this platform, certainly engaging state policy, would allow a reform of higher education globalization for its further development.

En la actualidad, a medida que se van acelerando el desarrollo la economía y el conocimiento, la internacionalización de la educación superior llega a ser una tendencia común en el desarrollo de la educación, con la movilidad estudiantil internacional como indicador importante. En el periodo que comprende el inicio del siglo XXI hasta el brote de la epidemia de COVID-19, el flujo transfronterizo de estudiantes ha mostrado un importante desarrollo de escala y velocidad de crecimiento; y los intercambios humanísticos cada vez más estrechos entre China y América Latina están intensificando aún más la cooperación e interacción entre ambas partes en el ámbito de la educación superior. En la nueva era del desarrollo constructivo entre China y América Latina, sería de gran importancia estratégica realizar un análisis profundo de la situación actual, pasando por la trayectoria histórica, factores favorables y desfavorables, así como problemas existentes y perspectivas de la movilidad estudiantil transfronteriza, con el fin de seguir fomentando la cooperación integral de las dos regiones y promover el papel que desempeñan los talentos sino-latinoamericanos.

Responding to an increasingly globalized world, universities are training students to function in a multicultural environment through internationalization. Institutional culture can influence policies and practices for internationalization. Research in internationalization indicate that majority of the studies on the contributions of organizational cultures to internationalization across universities focused on the perspectives of faculty and university senior level administrative personnel and neglected the views of students. This qualitative case study explored students’ understanding of how organizational culture contributes to promote internationalization using international events that occur at two U.S universities. Semi-structured interviews were used for data collection. Purposeful and snowball sampling were employed to select domestic and international undergraduate and graduate students for the study. Findings indicate that integration into university family, community relationship, buffering, communication, symbols, and shared values and beliefs cultures are critical to promote higher education internationalization.
