This study aims to examine the opinions of preschool teachers on guidance and psychological counseling services. The method of the study is qualitative research design. The research data were collected via the interviews with the preschool teachers. The study group of the research consists of 24 preschool teachers working in Yozgat city in Turkey. Content analysis was made use of while forming the finding part. The results of the study display that the preschool teachers perceive guidance and psychological counseling services as "guiding," "informing," “assistance” and "cooperation" services. Also, parents and teachers also need the guidance teacher mostly in situations related to behavioral problems, special needs students, adaptation problems, and family-related problems. It was observed that preschool teachers perceived that guidance and psychological counseling services should be in preschool education institutions but that the guidance services they received were not sufficient.

In this research, on guidance issues in the literature in Turkey, examining realized that qualitative article as a whole, the counselors, their problems bring problems rather than their guidance and is intended to reveal to synthesize suggestions to solve these problems. For this purpose, guidance service problems, school psychological counselor problems, guidance services were written to Web of Science, Ulakbim, Dergi Park, Google Academic databases and the article was scanned. Articles dealing with counseling services and solutions were included in the research. What are the articles in depth guided by guidance services; Inadequacy of physical provision and facilities, problems in the preparation and presentation of research, the problem of prejudice towards the school psychological counselor and services and problem themes related to guidance services policies. Later sub-problems related to these themes were created and solutions to these problems were classified from the articles included in the study. ​Extended English summary is in the end of Full Text PDF (TURKISH) file.   Özet Bu araştırmada, alan yazında rehberlik hizmetleri sorunları konusunda, Türkiye’ de gerçekleştirilmiş nitel makale çalışmalarını bir bütün halinde inceleyip, psikolojik danışmanların, rehberlik hizmetlerini yerine getirme açısından yaşadıkları sorunları ve bu sorunların çözümüne yönelik önerileri sentezleyerek ortaya çıkarmak amaçlanmıştır. Bu amaç doğrultusunda Web of Science, Ulakbim, Dergi Park, Google Akademik veri tabanlarına rehberlik hizmetleri sorunlar, okul psikolojik danışman sorunlar, rehberlik hizmetleri yazılarak makale çalışmaları taranmıştır. Rehberlik hizmetlerinin sorunları ve çözüm yollarını ele alan makaleler araştırmaya dahil edilmiştir. Makalelerin derinlemesine incelenmesi sonucunda rehberlik hizmetlerinin yürütülmesinde; fiziki koşullar ve imkanların yetersizliği, çalışmaların hazırlanması ve sunumunda yaşanan sorunlar, okul psikolojik danışmanının görevleri ve hizmetlere yönelik önyargı sorunu, rehberlik hizmetleri politikalarına ilişkin sorun temaları oluşturulmuştur. Daha sonra bu temalara ait alt sorunlar oluşturularak, çalışmaya dahil edilen makalelerden bu sorunların çözüm yolları sınıflandırılmıştır.

The purpose of this study was to describe the ethics and competence of counselors as professionals in providing guidance and counseling services. The research method used is a systematic literature study. This systematic literature review contains explanations and descriptions of theories, findings and research materials obtained from databases of national and international journal providers through the Google Scholar platform, and then analyzed descriptively. The result of this research is that ethics and competencies must be possessed by a counselor as the basis for the profession he adheres to. Counselor education is one way to develop competencies for prospective counselors. The competence of the counselor as an agent for counseling guidance services is stated in government regulation No. 19 of 2005 article 28 paragraph 3, namely: competence as a service agent at the level of primary and secondary education and early childhood education which includes pedagogic competence, personality, professional and social competence. Professional counselors must have a strong determination to be able to help others and have a positive nature to be able to view the counselee as a human being who has different values, religious teachings, cultures and backgrounds.

Good quality guidance services that will be provided abused and neglected children, who come from poor socio-economic status in their early childhood years, will increase both the children's and their families' life quality and indirectly contribute to social structure. Without investigating the contributions of counseling services to the education and development of children in preschool education, the abolishment of counseling services in preschool constitutions has been on the agenda. Thus, in this research preschool institutions' administrators and teachers' perceptions of preschool counselors have been examined. The survey model has been used for the research. The research sample consists of 43 preschool institutions managers and 211 preschool education teachers. To reveal preschool administrators' and teachers' perceptions about school counselors, "School Counselor Perception Scale" has been used, which was developed by Mamett (2008). The results of the study have revealed that preschool teachers and administrators, who meet with school counselors more frequently, have a better perception about school counselors. Preschool teachers and administrators think that the most important tasks of school counselors are individual guidance, group guidance, orientation programs and participating in classroom activities. Administrators and teachers have low expectations regarding administrative duties, discipline and keeping student records from school counselors.

The chapter first examines at a conceptual level the links between theories of social investment and childcare expansion. Although ‘the perfect match’ between the two is often taken for granted in the specialized literature as well as in policy papers, it is here argued that a more nuance approach that ‘unpacks’ this relationship is needed. The chapter will then look for elements of variation in early childhood education and care (ECEC) expansion. Despite an increase in spending over the last two decades in many European and Organisation for Economic Co-operation and Development (OECD) countries, wide variation still exists in the way in which ECEC develops. A trade-off is often observed between coverage and quality of provision. A crucial dividing line that determines, to a large extent, the quality of provision in ECEC is the increasing differentiation between preschool education for children aged 3 and above and childcare for younger children.
