The purpose of this study was to describe the ethics and competence of counselors as professionals in providing guidance and counseling services. The research method used is a systematic literature study. This systematic literature review contains explanations and descriptions of theories, findings and research materials obtained from databases of national and international journal providers through the Google Scholar platform, and then analyzed descriptively. The result of this research is that ethics and competencies must be possessed by a counselor as the basis for the profession he adheres to. Counselor education is one way to develop competencies for prospective counselors. The competence of the counselor as an agent for counseling guidance services is stated in government regulation No. 19 of 2005 article 28 paragraph 3, namely: competence as a service agent at the level of primary and secondary education and early childhood education which includes pedagogic competence, personality, professional and social competence. Professional counselors must have a strong determination to be able to help others and have a positive nature to be able to view the counselee as a human being who has different values, religious teachings, cultures and backgrounds.

In their seminal 1961 paper, Sudarshan, Mathews and Rau investigated properties of the dynamical A and B maps acting on n-dimensional quantum systems. The nature of dynamical maps in open quantum system evolutions has attracted great deal of attention in the later years. However, the novel paper on the A and B dynamical maps has not received its due attention. In this tutorial article, we review the properties of A and B forms associated with the dynamics of finite dimensional quantum systems. In particular, we investigate a canonical structure associated with the A form and establish its equivalence with the associated B form. We show that the canonical structure of the A form captures the completely positive (not completely positive) nature of the dynamics in a succinct manner. This feature is illustrated through physical examples of qubit channels.Quanta 2021; 10: 34–41.

The COVID-19 pandemic has affected our lives in many ways, including how we choose to spend our time and deal with unprecedented circumstances. Anecdotal reports suggest that many have turned to playing video games during the pandemic. To better understand how games are being used during the lockdown, we conducted an online survey ( N = 781) that focused on gameplay habits and effects on players’ well-being. We find that time spent playing games has increased for 71% of respondents, while 58% of respondents reported that playing games has impacted their well-being, with the overwhelming majority of responses indicating a positive impact. We identify seven ways that games have affected players, such as providing cognitive stimulation and opportunities to socialise, and a variety of benefits related to mental health, including reduced anxiety and stress. Our findings highlight the sociocultural significance of video games and the potentially positive nature of games’ effects on well-being.

A criticism of many of the conceptualisations of leadership is that they tend to focus on the positive nature of leadership and ignore the issues of power, influence and domination (Bolden, 2011). This really is a key criticism, because when you think about it, how can leadership be untangled from the power dynamics that occur within and around it? Despite the rise in viewing leadership as an influence process, as charted in Chapters 3,4 and 5 of this book, leadership in events is still often attributed to those in formal positions of power – by that I mean those in managerial positions, who have the power to make decisions about their followers working lives, and even – at the extreme end – decide to terminate people’s employment. Critics such as Bolden (2011), Alvesson and Spicer (2012) argue that when leadership is the preserve of those in managerial positions, then the dynamics of who holds the power in the relationships are always unequal, and it is impossible to overcome these inequalities, because one person is always in a stronger position than the other. This chapter therefore gives the reader a brief overview on the power of leaders in events, and an insight into both the benefits and issues of that power. A second level of concern is also leadership within the events community – who is it that brings people and organisations together? What does it take to achieve effective collaboration among events and between events and other key stakeholders? This might be a matter of individual leaders taking charge, but equally it could be that leadership emerges from specific network dynamics. In viewing leadership as both a process of influence and a process of power, we can gain useful insights into the power relationships that may be at work.

The article considers the activities of author’s camps in Kostroma region as one of the practices of non-formal education. The task of the research is to understand how the educational process is organised in the author’s camps. The research base is the author's camp of role-playing games «Centaur» and the experience of the pedagogic team in developing and conducting thematic shifts for teenagers in 2009-2020. The educational technology is a situational epic role-playing game with a historical plot. Authors analyse five cases that demonstrate the logic of the emergence of educational effects in teenagers directly during the event and upon its completion. The content of the cases relates to the subject of the event, specifics of situational-role-playing game, additional classes offered to teenagers; non-directive requirements addressed to the participant. The article defines mechanisms of interaction between the teenager and the informal educational environment of the author's camp (challenge and resonance). The challenge mechanism assumes that elements of the non-formal educational environment provoke participant’s activity, causing various experiences (not only of a positive nature). Accepting the challenge, the teenager takes a subjective position and makes efforts to achieve the chosen goal. The resonance mechanism demonstrates that when meeting with elements of an non-formal educational environment, the teenager discovers those to which it feels a positive emotional response. Estimating the comfort of the environment and the fascination of classes, the teenager seeks to master new skills, achieve skill in solving the required tasks. Both mechanisms work in an non-formal educational environment, where the involvement of the child in the educational process expects selectivity and volunteerism.

The subject of this research is the experience of foreign administrations on implementation of the instruments of digital tax control and development of the service function of tax authorities. The experience of foreign administrations is viewed within the framework of the response of tax authorities to the manifestations of digitalization, which is also reflected in the emergence of new sources of income and new ways of interaction on the job market. The relevance of this research is defined by digital transformation of the economy, which entails the emergence of new types of relations between taxpayers that, which should be regulated by of tax administrations via expanding the capabilities and methods of tax control, as well as the trend towards customer-oriented tax authorities. A detailed overview is conducted on the experience of Western countries with regards to modernization of tax administration. The statistical data are analyzed for substantiating the conclusions on the positive nature of such experience. The author makes recommendations for the implementation of foreign experience in the Russian tax system. The goal of this work consists in the analysis of foreign experience of implementation of digital technologies in the sphere of taxation, outlining most successful examples of digitalization, as well as assessment of the possibility of implementation of foreign experience by the Russian tax authorities. The novelty lies in the author’s proposal of the new aspects of simplification of tax system, introduction of the new instruments of tax control, and expanding the circle of taxable transactions based on the experience of foreign tax administrations. The conclusion is formulated that the implementation of the practices considered in the article would lead to simplification of the tax system, implementation of the instrument of digital tax control, and expansion of the tax base in different economic sectors.

The article discusses a new object of civil rights, which appeared as a result of the addition of the Civil Code of the Russian Federation with article 141.1 “Digital rights”. The features of the definition of digital rights in Russian civil law are revealed. Particular attention is paid to the formulation of the concept of digital rights contained in the Civil Code of the Russian Federation. The author draws attention to the fact that according to Russian civil law, digital rights include only those that are directly named as such in the law, which indicates a legislative limitation of their turnover. In addition, the adopted laws on crowdfunding and digital financial assets were reviewed, as well as utilitarian digital rights and digital rights that relate to digital financial assets were analyzed. Attention is also drawn to other problems raised in the science of civil law regarding the modernization of Russian civil legislation in the field of digital rights. The author emphasizes the positive nature of the appearance in the Russian law of norms on digital rights, as an indicator of a legislative response to the digitalization of the economy and law, and a necessary prerequisite for further regulation of civil law relations changing under its influence.

Lebanon and Northern Ireland conjure opposite images on consociationalism in the minds of many political scientists. While in Lebanon, the consociational system widely proved inefficient in preventing the outbreak of ethno-national conflicts, the Northern Ireland’s experience of consociationalism remains vastly positive. Following a “Most Similar Systems Design” defined by Adam Przeworski and Henry Teune (2000), this research note tests the hypothesis that the positive nature of exogenous influences participates to a higher political stability in Northern Ireland relative to Lebanon, where external influences of negative nature had the reverse effect. For the sake of this study, the developments taking place after the signature of the agreements shaping both consociational systems – the Ta’if Agreement of 1989 in Lebanon and the Good Friday Agreement of 1998 in Northern Ireland – are analysed through a particular focus on elites’ external relations with patron states and their interactions with their regional or global environments.

Stress is a symptom of imbalance in health in daily life. The more stress, the individual health life becomes more painful. It is a psychological disorder for every individual who is in pressure, anxiety, hyper tension and so on. From the Two-corner side of stress, sometimes the Eu-stress brings positive nature in individual life and sometimes the distress makes people conscious. Stressors always suffer with psychological, Physical health problems when they are in duty which also reflects in the work-life balance with family members. Sometimes they face burnout situations which lead to suicidal thoughts and also burnout occurs more frequently among professionals who work with other persons, especially as service providers while they face with them by some situations. This paper focussed on the two district Police Constables to find the stress levels at work. The districts are in Odisha state i.e. Gajapathi district, border to Andhra Pradesh and Nuapada District, border to Chhattisgarh state to find the outcomes associated with Social and individual life. Data has been analysed by Independent T-test, Pearson Correlation test and also Factor analysis has been taken to find the gender wise with social domain variables and descriptive statistics has been taken to find the general values. Findings and suggestions has been given based on the results and along with the strategies to make them free with situational stress life.

Рассматриваются результаты эмпирического исследования изменений показателей организационной лояльности лиц, обучающихся в вузе юридического профиля, выявленных за период с первого по третий курс. Выделяются и описываются основные характеристики лояльности, рассматриваются факторы, детерминирующие лояльное отношение персонала к организации. Приведен анализ выявленных взаимосвязей показателей организационной лояльности с показателями мотивации, позволивший установить существенное увеличение общего их количества в период второго этапа исследования и особенности качественных изменений. Сделаны выводы о положительном характере значимых корреляций с показателями мотивов удовлетворенности процессом и результатами труда, самореализации, карьерного роста и профессиональной компетентности в формировании лояльного отношения к организации. The results of an empirical study of changes in the organizational loyalty indicators of persons studying at the university of legal profile identified during the period from the first to the third year are considered. The main characteristics of loyalty are highlighted and described, factors that determine the loyalty of personnel to the organization are considered. Analysis of identified relationships of organizational loyalty indicators with motivation indicators is given, which made it possible to establish a significant increase in their total number during the second stage of the study and peculiarities of qualitative changes. Conclusions were drawn about the positive nature of significant correlations with indicators of motivation for satisfaction with the process and results of labor, self-realization, career growth and professional competence in the formation of loyal attitude to the organization.
