This paper aims to discuss the application of Marxist Economic thought by the government of Nepal after the second popular movement of 2006. The paper is based on documents published by the government, publication from National Planning Commission. The paper finds that most of the policies and programs adopted by Nepal Government after 2006 are influenced by Marxist Economic Thought. Professor Chaitanya Mishra teaches Sociology to MPhil/PhD students at Tribhuvan University (TU), Nepal. His research focuses on macrosociology, politics, social change, and social stratification. He is an author/co-author, and co-editor of 10 books and about 250 articles. He believes that all sciences should contribute to public education, and frequently contributes to public debates through the media. He started his career in 1978 as a researcher at the Institute of Nepal and Asian Studies, TU. In 1981, he was appointed the founder Chair of the Central Department of Sociology/Anthropology, TU. He has written on the development of sociological knowledge in Nepal, its disciplinary growth, empirical and theoretical orientations, as well as strategies that could be adopted to meet contemporary disciplinary challenges. His contributions have led to theoretical debates on the issues of development or underdevelopment of Nepali society as well as the nature and causes of economic and political divisions and alternative trajectory of change. Professor Mishra served as a member of Nepal’s National Planning Commission (1994-95), founding president of Nepal Sociological Association (2017-18), Fulbright Visiting Professor and Hubert Humphrey Professor of Sociology at Macalester College (2015-16), and founding Executive Chair of the Policy Research Institute (2018-19) of the Government of Nepal.

The multisectoral approach has evolved as a popular instrument to attain nutrition goals and targets. But as policy makers, we need timely, relevant, and accurate information in order to effectively support these plans. This commentary comes from the members of the nutrition secretariats at the National Planning Commission in Nepal and the Office of the Prime Minister in Uganda on availability and use of evidence and the nutrition policy cycle. As has been highlighted in this supplement, some of the challenges we have faced include tracking nutrition spending and limited human resource capacity. It will be important for countries, including our own, to take steps to ensure that all sectors with responsibility for nutrition issues adequately prioritize nutrition—as evidenced by budgets and targets—and coordinate efforts for the most efficient use of funds. Countries will also need to consider the importance of transparency and accountability at all levels, as well as planning and reporting systems to ensure better cooperation and stronger partnerships. Going forward, we call on all those working in the field of nutrition to focus on developing evidence that is useful for decision-making and that can facilitate monitoring of practical measures of governance and financing by national- and district-level stakeholders.

Some people would no doubt be surprised to learn of a man like Kaiseki Sata who in the early days of Meiji zealously asserted that ‘every expedience is an evil and every inexpedience a benefit’, and that umbrellas, lamps, railways, steamships and other similar innovations could only be harmful. But others whose personal knowledge and experience of such things as the noise and polluted air of big cities, the growing toll of road accidents and the horrors of the atomic bomb have convinced them that too much so-called civilization does not secure human happiness might be more inclined to sympathize with him. In fact, Sata merely represented the feelings of men in the street, by no means small in number, who, accustomed to the traditional way of life under the Shogunate, were either implicitly or explicitly opposed to the new government or at least unable to adapt themselves to the new way of life which made its appearance so suddenly. To Sata anything brought in from abroad seemed harmful, for he feared that innovations might lead to the impoverishment of those who lived by traditional trades and so land the whole nation in misery. He never ceased to write and lecture on this topic, and even went as far as to petition the government to stop the importation, and discourage the use, of any foreign commodity whatsoever. However, because his influence was extremely small compared with that of the notorious motto 'Civilization and Culture', and because his attitude was seen as a mere feudal reaction to what was inevitable, his was after all a voice crying in the wilderness1.

AbstractThe so-called Buchanan report, commissioned by the Irish government and published in May 1969, comprised a set of proposals for regional industrial development in Ireland over the period 1966–86. The main thrust of the report was the concentration of the great bulk of new industrial employment creation in Dublin and eight proposed ‘growth centres’. The plan provided for the creation of powerful planning authorities to oversee development in the regions. The government rejected these proposals and opted instead to continue with the existing policy of widespread dispersal of new industry. While meeting with initial success, this policy proved unsustainable in the long term. The paper reviews the implications of the Buchanan report experience for the regional planning process in Ireland, arguing that failure to learn from this experience served to undermine the National Spatial Strategy, with a similar fate likely for the forthcoming National Planning Framework.

Somali women are experiencing barriers within the Canadian labour market due to islamophobia, racism, and their gendered roles. Like other racialized immigrants, Somali women's position within the labour market is peripheral. In Canada, racialized women experience precarious work, underemployment, unemployment and a noticeable wage gap. To add to these obstacles Somali women face the responsibility for social reproduction and lack in social capital. Somali immigrants and refugees in Canada have not received enough support from the government with regards to integration. Additionally, the labour market challenges and marginalization they experience results in poverty and has serious health consequences. However, Somali women exhibit resiliency and possess survival mechanisms. Inclusivity within the labour market for Somali women requires multi-sector policies and programs that combat inequality based on race, religion and gender. Many post-secondary institutions are developing policies and programs aimed at improving responses to sexual assault experienced by students. In some areas, such as Ontario, Canada, the government has mandated post-secondary institutions to do so. However significant these initiatives, they are predicated on the assumption that students trust, and want to engage with, the university following sexual violence. This study explores students’ perceptions of sexual assault policies and services on one mid-size university campus focusing specifically on how trust factors into reporting sexual victimization and using services. Findings show that students believe that sexual assault policies and programs exist, but this does not meanstudents are willing to use such resources or that they even trust that their university has students’ needs and interests at the fore. This paper discusses policy and programmatic considerations for building student trust in their post-secondary institutions to encourage student use of campus support.

According to Ibn Taymiyyah pricing by the government is good, but not absolute, because the actual prices are set by the forces of demand and supply. Another case, if the price increases caused by injustice market mechanism, the government may intervene in pricing. The growth of the Internet and digital government has dramatically increased the Federal government’s ability to collect, analyze, and disclose personal information about many private aspects of citizens’ lives. Personal information once available only on paper to a limited number of people is now instantly retrievable anywhere in the world by anyone with a computer and an Internet connection. Over time, there has also been a declining level of trust by Americans in government, and currently, many perceive the government as a potential threat to their privacy. Given these forces at work in our society, one should not be surprised to read the results of surveys that show privacy as a top concern of citizens in the 21st century. If citizens do not believe that the government is adequately protecting the privacy of their individual information, they may be less willing to provide this information. Such reluctance could compromise the ability of government to collect important information necessary to develop, administer and evaluate the impact of various policies and programs. Privacy issues discussed in this chapter include challenges regarding (1) protecting personal privacy; (2) ensuring confidentiality of data collected; and (3) implementing appropriate security controls. Perspectives on privacy and stewardship responsibilities of agencies are also discussed.

AbstractDrawing on an empirical analysis of Finnish local policy-makers’ views on land use planning aims in rural areas, this paper investigates local responses to the new national planning regulations set out by the Government. According to the new norms, a dense settlement structure should be promoted not only in urban centres but also in rural areas in order to curb climate change and improve the viability of communities. Based on the data obtained from an internet-based survey conducted by a regional newspaper in western Finland before municipal elections in 2008 and 2012, this paper shows that the majority of the local policy-makers challenge the new norms. They do not believe that sustainable development can be promoted by constraining building rights in the rural region characterised by a dispersed settlement structure.
