In India, Rural Road Connectivity, has been appreciated as a key component of Rural Development, which promotes access to economic and social services and generates increased agricultural incomes as well as strengthens rural livelihoods. In this context, Pradhan Mantri Gram Sadak Yojana (PMGSY), was launched in December, 2000 as a special intervention of the Government of India with the broad objective of ensuring sustainable poverty reduction. The scheme aims to provide good quality all-weather single connectivity to every eligible habitation. Rural roads are a state subject under the Constitution and as such are the basic responsibility of the states. However under the PMGSY, the construction of good quality and well-engineered roads are fully funded by the Government of India. Maintenance of these roads is the responsibility of the states. The year 2013 saw the launch of PMGSY-II with the objectives of consolidating the existing rural road network and upgrading existing rural roads that provide connectivity to rural growth centres. PMGSY-II envisages sharing of construction costs between the Centre and the states with maintenance costs continuing to be funded fully by the states.

This study aimed to explore the impact of the Places to Grow Plan 2006 on travel behavior of the work commuters living in GTHA. A comparative analysis was done between the year 2001 and 2011 which represent the situations five year before and after the implementation of the Plan. Data were collected from Transportation Tomorrow Survey. The study revealed that in 2011, energy consumption by motorized vehicles increased in the Traffic Assessment Zones of GTHA around the Growth Centres designated by the Places to Grow Plan. Active transportation increased mainly in Toronto in 2011. It is apprehended that the intensification strategy of the Places to Grow Plan contributed in increasing the energy consumption of work commuters either by increasing the number of trips or length of trips made by motorized vehicles (including cars and different forms of transit) which also affect the Greenhouse Gas emissions in the atmosphere.

Ontario provincial policy has identified 25 Urban Growth Centres in the Greater Golden Horseshoe. Most of these centres are located in municipalities where suburban policies and practices are well entrenched in community development. Markham Centre is studied in detail, where interviews were conducted with municipal planning staff and development industry professionals, to investigate how municipalities are facilitating urban development while trying to meet provincial density targets. The study further attempts to understand the challenges which confront willing developers in building higher densities within the suburban planning context. The role of outside agencies, development charges, parkland dedication and parking requirements, were all identified as barriers to high density development, while the co-operative relationship between the municipality and the developers, the structure of the planning department, the use of an advisory committee and the use of a more prescriptive zoning bylaw were all heralded as aiding development within the city.

The article considers the peculiarities and conditions for the implementation of large investment projects and the possibility of forming regional centres for promising economic growth on this basis. The authors have analysed large investment projects aimed at developing the mineral and raw materials sector in the southern regions of the Angara-Yenisei macroregion, and assessed the impact of projects on indicators of socio-economic development of territories. The article shows that the project approach aimed at implementing individual investment projects and creating growth points in the mineral and raw materials sector should be supplemented by measures aimed at developing the territorial infrastructure, stimulating small and medium-sized businesses and improving all aspects of life support for the population
