Despite the 2014 Indo-Nepal Electric Power Trade Agreement and the 2014 SAARC Framework Agreement for Energy Cooperation (Electricity), India issued two Guidelines within two years, one in 2016 and the other in 2018. After discussing the genesis of these two Guidelines, the author attempts to analyze the 2018 Guidelines. With India citing electricity trade as “issues of strategic, national and economic importance”, that was couched into “issues of international relations” in the 2018 Guidelines, this explains why the SAARC Framework Agreement for Energy Cooperation (Electricity) has made no headway at all in the last four years. The SAARC region, home of Buddha, Ashok, Akbar etc. may, perhaps, have to look east to the ASEAN on how electricity trading is done there. Electricity, besides being a strategic tool, is also an economic tool that should be used to uplift the quality of life of hundreds of millions of South Asians mired in deep poverty. Unless India takes the initiative akin to ASEAN, SAARC citizens will continue to wallow in that poverty!

Despite the Indo-Nepal Electric Power Trade, Cross Border Transmission and Grid Connectivity Agreement of October 2014 and despite the SAARC Framework Agreement on Energy Cooperation (Electricity) of November 2014, the Government of India issued the discriminatory Guidelines on Cross Border Trade of Electricity on December 5, 2016. The Guidelines provide preferential one-time approval for all entities with 51% or more Indian ownership wishing to export electricity from Nepal to India. All other entities, the Guidelines stated, had to undergo the case-to-case basis. Historically, such unilateral actions have always been the modus operandi of India. Techniken zur Steigerung der Formgebungsgrenzen in der Umformtechnik sind von hoher wirtschaftlicher Bedeutung. In dieser Arbeit wird eine Schwingungsüberlagerung im Krafthauptfluss eines Axialformprozesses zur Ausprägung einer Verzahnungsgeometrie untersucht. Die Auswirkungen der Schwingung auf die erzielbare Ausfüllung der Zahnkavitäten werden analysiert sowie die Parameter Schmierung und Oberflächengüte der Halbzeuge in ihrer kombinierten Wirkung untersucht. Es konnte eine Reduzierung der mittleren Umformkraft sowie eine Erhöhung der Formfüllung festgestellt werden. Techniques for extending the production limits in forming technology are of great economic importance. In this research, a superimposed oscillation in the main force flow of an axial forming process to form an axial gear geometry is investigated. The effects of the superimposed oscillation on the achievable form-filling of the tooth cavities are analyzed and the parameters lubrication and surface quality of the semi-finished products are investigated in their combined effect. A reduction of the averaged forming force as well as an increase of the form-filling could be achieved.

Honey is one of the oldest sweetening foods and has economic importance, making this product attractive to adulteration with cheap sugars. This can cause a critical problem in the honey industry and a possible health risk. The present work has the aim of evaluating the authenticity of honey commercialized in two different provinces of Ecuador (Pichincha and Loja) by performing physicochemical and spectroscopic analyses. For this study 25 samples were collected from different places and markets and characterized by water, sucrose, reducing sugars and electric conductivity measurement. Also, their Raman and Infrared (IR) spectra were recorded and analysed using a Principal Component Analysis (PCA) in order to verify the quality of the honeys. In addition, a screening of several pesticides was performed in order to verify possible chemical threats to human health and honey bees. It was found that 8 samples have a deviation from the Standard established parameters. Two of them have a high difference in the content of sucrose and reducing sugars, which are located deviated from all the other samples in the PCA of the applied vibrational spectroscopy (IR/Raman), shaping two clear clusters. The results show that Raman and IR spectroscopy is appropriate techniques for the quality control of honey and correlates well with the physicochemical analyses.

Nowadays, globalization has given birth to various forms of non-traditional education. These forms of education are transcending borders and traversing boundaries of space and time. The evolution of information technology in the context of Industry 4.0 has transformed education rapidly and, at the same time, resulted in new problems. This paper discusses the role, the importance and the relationship between lecturers (in universities) and e-lecturers (in the virtual reality environment) when implementing cross-border education. In addition, the article also mentions the changes of universities, lecturers, curriculums and teaching methods when deploying distance e-learning programs in Industry 4.0. The article uses conceptual model, diagrams and interdisciplinary methods such as education, culture, science and technology to investigate e-lecturers’ concept and provide solutions for improving the capacity of lecturers and the quality of teaching cross-border training programs in universities.

People with physical-mental comorbidity have a poorer quality of life, worse clinical outcomes and increased mortality compared to people with physical conditions alone. South Asians (SAs) are the largest minority group in the UK and are more likely to have long-term conditions (LTCs) such as diabetes and heart disease. SAs are less likely to recognise symptoms which may represent mental health problems. To explore how people of SA origin with LTCs understand, experience and seek help for emotional distress, depression and anxiety. Systematic review of qualitative studies exploring emotional distress in SAs with diabetes or coronary heart disease, within primary and community care settings worldwide. Comprehensive searches of eight electronic databases from inception to 1st September 2021. Data extracted included study characteristics, and understanding, experience and help-seeking behaviour for emotional distress. Thematic synthesis was undertaken. The CASP checklist for qualitative studies was used to assess quality of papers, and GRADE-CERQual used to determine the overall strength of evidence. Twenty one studies from 3,165 unique citations were included. Three main themes were identified. Understanding of emotional distress: non-medical terminology used, such as ‘tension,’ and a complex relationship between emotional and physical illness. Experiences of emotional distress: multiple forms of inequality, distress at diagnosis of their LTC, cultural factors, and gender differences. Help-seeking behaviour: self-management, seeking help from family, friends, and faith, and inadequate clinical support. This review provides a greater understanding of SAs’ conceptualisation of emotional distress in the context of LTCs, to support improvement in its recognition and management.

The world lives in the era of conflict, when the safety and well-being of states or individuals to a large extent depend on the availability of well-trained professionals who are able to perform mediating functions, keeping in mind ethnic, national, political, cultural and other differences between conflicting sides. However, employers increasingly claim that todays graduates lack the skills required for conflict management and mediation even in homogeneous working environments, let alone multinational teams and international interaction. This problem is particularly relevant for the field of international relations where conflict resolution by peaceful means is very important. Countries with transition economies, such as Russia and Kazakhstan, where there is a gap between labor market requirements and university teaching practices, have been searching for new ways to educate and train young specialists. This article presents the preliminary results of a collaborative project between Petrozavodsk State University of the Russian Federation and Gumilyov Eurasian National University of the Republic of Kazakhstan. The project includes a set of dialogue- and polylogue-based learning activities with special focus on addressing any discrepancies, misunderstandings and divergence of views. The aim of the paper is to assess the impact of professionally oriented cross-border communication in the English language on the readiness of international relations students from Russia and Kazakhstan for resolving future professional disputes through mediation. The authors used formal structured questionnaires with closed-ended questions for obtaining necessary data and the comparative analysis method for interpreting them. The results suggest that systematic English-language cross-border communication in a realistic work-like environment will demonstrate the importance of mediation as a component of professional communicative competence to the students and will better prepare future foreign affairs staff for conflict resolution and mediation.
