I’ve been both fascinated and distressed by the arguments raging over how best to respond to the covid-19 pandemic. In particular, I’ve been struck by the way people claim scientific authority for their confident assurances of what needs to be done. And I’m especially intrigued by the scorn they often lavish on those who hold differing views on what science is telling us. The heat generated by the resulting debates is strikingly similar to the heat generated by debates over the science connected with human-caused climate change. And in both cases, the disputants too often presuppose indefensibly naïve views about scientific authority and certitude, apparently unaware that even the allegedly most obvious logical truths lack the certainty attributed to scientific authority in these debates.             As a rule, I dislike re-circulating my Editorials, but I think it’s time to resurrect one (modestly tweaked) from a few years ago, addressing precisely this issue (Vol. 31, No. 3, pp. 379–386, 2017). …………………………………… “Man is a rational animal who always loses his temper when he is called upon to act in accordance with the dictates of reason.”  --Oscar Wilde             I’ve often noticed how debates within the SSE community sometimes parallel debates in the political arena, perhaps especially with respect to the passion they elicit and the intolerance and condescension sometimes lavished on members of the “opposition.” Occasionally, of course, the debates in the SSE are nearly indistinguishable from those in the political arena—say, over the evidence for human-caused climate change. But what I find most striking is how the passion, intolerance, etc.—perhaps most often displayed by those defending whatever the “received” view happens to be—betrays either a surprising ignorance or else a seemingly convenient lapse of memory, one that probably wouldn’t appear in less emotionally-charged contexts. What impassioned partisans tend to ignore or forget concerns (a) the tentative nature of both scientific pronouncements and knowledge claims generally (including matters ostensibly much more secure than those under debate), as well as (b) the extensive network of assumptions on which every knowledge claim rests. So I’d like to offer what I hope will be a perspective-enhancer, concerning how even our allegedly most secure and fundamental pieces of a priori knowledge are themselves open to reasonable debate. A widespread, but naïve, view of logic is that no rational person could doubt its elementary laws. But that bit of popular “wisdom” is demonstrably false. And if that’s the case, then so much the worse for the degree of certitude we can expect in more controversial arenas. Abstract Law is a universal institution that has pretensions of being ubiquitous and complete. However, in a complex, plural and volatile world, its limits and possibilities are shaken by the speed, depth and extent of ongoing transformations, its resulting ethical dilemmas, and the difficulties of forming consensus in the political universe. This article provides a reflection on how the law has attempted to deal with some of the main afflictions of our time, facing demands that include the needs to (i) keep the technological revolution on an ethical and humanitarian track, (ii) avoid democracy being perverted by populist and authoritarian adventures, and (iii) prevent solutions to climate change from coming when it is too late. At a time when even the near future has become unpredictable, the law cannot provide a priori solutions to multiplying problems and anxieties. When this happens, we must set clear goals for the future of humanity, basing them on the essential and perennial values that have followed us since antiquity.

Mónica Pachón and Santiago E. Lacouture examine the case of Colombia and show that women’s representation has been low and remains low in most arenas of representation and across national and subnational levels of government. The authors identify institutions and the highly personalized Colombian political context as the primary reasons for this. Despite the fact that Colombia was an electoral democracy through almost all of the twentieth century, it was one of the last countries in the region to grant women political rights. Still, even given women’s small numbers, they do bring women’s issues to the political arena. Pachón and Lacoutre show that women are more likely to sponsor bills on women-focused topics, which may ultimately lead to greater substantive representation of women in Colombia.

This book provides an overall theory of perception and an account of knowledge and justification concerning the physical, the abstract, and the normative. It has the rigor appropriate for professionals but explains its main points using concrete examples. It accounts for two important aspects of perception on which philosophers have said too little: its relevance to a priori knowledge—traditionally conceived as independent of perception—and its role in human action. Overall, the book provides a full-scale account of perception, presents a theory of the a priori, and explains how perception guides action. It also clarifies the relation between action and practical reasoning; the notion of rational action; and the relation between propositional and practical knowledge. Part One develops a theory of perception as experiential, representational, and causally connected with its objects: as a discriminative response to those objects, embodying phenomenally distinctive elements; and as yielding rich information that underlies human knowledge. Part Two presents a theory of self-evidence and the a priori. The theory is perceptualist in explicating the apprehension of a priori truths by articulating its parallels to perception. The theory unifies empirical and a priori knowledge by clarifying their reliable connections with their objects—connections many have thought impossible for a priori knowledge as about the abstract. Part Three explores how perception guides action; the relation between knowing how and knowing that; the nature of reasons for action; the role of inference in determining action; and the overall conditions for rational action.

The Conclusion addresses the parties’ present condition in the European political systems. Indeed, at the dawn of the new century parties have become Leviathan with clay feet: powerful in the political arena thanks to control of state resources, but very weak in terms of legitimacy in the eyes of public opinion. Only by abandoning the citadelle in which they are entrenched, recasting societal linkages, relinquishing all their privileges, and dismissing their self-referential attitude might they recover the confidence of the electorate. Maintaining a state-centred status will only lead to a dead end, and this will also harm the democratic system itself. The collapse of parties’ legitimacy inevitably affects democratic institutions: the mounting populist and plebiscitary wave suggests how pervasive is the crisis and how dramatic the challenge.

This chapter begins with a systematic presentation of the doctrine of actualism. According to actualism, all that exists is actual, determinate, and of one way of being. There are no possible objects, nor is there any indeterminacy in the world. In addition, there are no ways of being. It is proposed that actual entities stand in three fundamental relations: mereological, spatiotemporal, and resemblance relations. These relations govern the fundamental entities. Each fundamental entity stands in parthood relations, spatiotemporal relations, and resemblance relations to other entities. The resulting picture is one that represents the world as a four-dimensional manifold of actual ‘qualitied contents’—upon which all else supervenes. It is then explained how actualism accounts for classes, quantity, number, causation, laws, a priori knowledge, necessity, and induction.

In this chapter the contextualist Moorean account of how we know by ordinary standards that we are not brains in vats (BIVs) utilized in Chapter 1 is developed and defended, and the picture of knowledge and justification that emerges is explained. The account (a) is based on a double-safety picture of knowledge; (b) has it that our knowledge that we’re not BIVs is in an important way a priori; and (c) is knowledge that is easily obtained, without any need for fancy philosophical arguments to the effect that we’re not BIVs; and the account is one that (d) utilizes a conservative approach to epistemic justification. Special attention is devoted to defending the claim that we have a priori knowledge of the deeply contingent fact that we’re not BIVs, and to distinguishing this a prioritist account of this knowledge from the kind of “dogmatist” account prominently championed by James Pryor.

AbstractThe purpose of this article is to contextualize Bruno Leoni’s political theory within the Digital Information Society, a new dimension of public participation in the political arena and a sign of the democratic transition through new forms of involvement by public opinion. In particular, the evolution of the Information Society will be briefly examined starting from the studies of Fritz Machlup, considered its progenitor, to pass to the examination of the Leonian concept of law and politics in the technological society, with reference to Norbert Wiener and Karl Deutsch’s cybernetic theory. This paper will attempt to describe the evolutive process of political participation in democratic society by reinterpreting the thought of Bruno Leoni concerning Democracy, the State and the homo telematicus in the digital social order.
