The purpose of this study is to examine the tourism sector that is continuously being developed by the government as a pillar of national development because it is able to sustain the national economy when the world is experiencing a crisis. In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The tourism license of the City of Medan has been regulated in law No. 19 of 2009 concerning Tourism, Law No. 23 of 2014 concerning Regional Government. And Regional Regulation of Medan City No. 4 of 2014 concerning Tourism. The role of the local government in realizing good governance in the field of tourism is to provide infrastructure, expand various forms of facilities and regulate and promote the public both at home and abroad in matters relating to the tourism industry in the city of Medan

Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.

For more than twenty years, reforms that have been going on have mandated the existence of autonomy and decentralization of government to manage their areas and give the broadest possible power to self-determination. The granting of this authority is intended to improve. As one indicator to measure regional autonomy's success, the government will better serve its citizens and guide them towards a better life. The provincial government's performance has not matched the expectations, yet it has not done the community optimally. Tourism in Malang district is currently dominated by tourist attractions in the city of Batu and the Bromo area. The low number of tourists is due to the lack of development of tourism facilities in Malang Regency, including in Bedengan, Selorejo Village, Malang Regency. The Ministry of Agriculture assisted in improving the economy, but the tourism sector is still not growing. Support is needed to improve the tourist facilities in Selorejo Village. Efforts are being made, namely the development of a QR code tourism educational game with a visual theme. The methods used to develop the game included condition analysis (to obtain data from direct observations), basic concepts and planning (researchers planned what materials were needed), content design and implementation, and design evaluation. The visuals used in this game are digital painting visualizations. This tool has six digital illustration visualizations used as a background for the sketches prepared at the primary building implementation stage. It is hoped that this QR code tourism educational game could increase the number of visitors to Bedengan, Selorejo Village, Malang Regency. Keywords: QR code, game education, tourism

City tourism (Urban Tourism) develops from year to year. City tours are very popular in major cities in the world such as Paris, New York, Singapore. It is also developing and developing by Indonesia, in this case Jakarta. This type of tourism can be stimulated by historical and cultural attractions, as well as shopping and event tours, as well as business trips. Much of the above also stimulates development. The tourism sector in DKI Jakarta Province also has a dominant role because it contributes around 13% of DKI Jakarta's Regional Original Revenue (PAD). For this reason, to advance the economy in DKI Jakarta, the government continues to develop the tourism sector, one of which is city tourism. South Jakarta Administrative City as a city that continues to develop, now approximately 2.2 million people live in South Jakarta. The city also has a growing tourism sector, including the urban tourism sub-sector. The choice of the Cipete Raya road area to be developed as a city tourism area is based on the policies of the South Jakarta Administration City Government, the development of culinary tourism activities in recent years, and accessibility because it is close to Cipete Raya. MRT station. The approach method used to solve this problem is to use a qualitative approach, such as tourism attributes and urban planning. Jenis wisata ini dapat dirangsang oleh atraksi sejarah dan budaya, serta wisata belanja dan acara, serta perjalanan bisnis. Banyak hal di atas juga merangsang perkembangan. Sektor pariwisata di Provinsi DKI Jakarta juga memiliki peran dominan karena menyumbang sekitar 13% dari Pendapatan Asli Daerah (PAD) DKI Jakarta. Untuk itu, untuk memajukan perekonomian di DKI Jakarta pemerintah terus mengembangkan sektor pariwisata, salah satunya pariwisata kota. Kota Administratif Jakarta Selatan sebagai kota yang terus berkembang, sekarang kurang lebih 2,2 juta orang tinggal di Jakarta Selatan. Kota ini juga memiliki sektor pariwisata yang berkembang termasuk sub sektor pariwisata kota. Pemilihan kawasan jalan Cipete Raya untuk dikembangkan sebagai kawasan wisata kota didasarkan pada kebijakan Pemerintah Kota Administrasi Jakarta Selatan, perkembangan kegiatan wisata kuliner beberapa tahun terakhir, serta kemudahan aksesibilitas karena dekat dengan Cipete Raya. Stasiun MRT. Metode pendekatan yang digunakan untuk memecahkan masalah tersebut adalah dengan menggunakan pendekatan kualitatif, seperti penyesuaian atribut pariwisata dan juga penataan kota. Output dari penelitian ini berupa analisis tren perubahan penggunaan lahan kawasan pariwisata kota Cipete Raya dan kesesuaiannya dengan Rencana Detail Tata Ruang (RDTR 2030).

Tourism is one of the sectors that have been hit hard during the current Covid-19 pandemic. However, in 2021 the tourism sector is slowly rising marked by the number of tourist attractions that are starting to open to the public with the implementation of strict health protocols. However, in practice there are still many cases of violations of health protocols in various tourist attractions, ranging from the undisciplined use of masks, not keeping a distance (social distancing), and the absence of setting the ideal number of visitors during a pandemic like the current one. Managers of tourist attractions tend to ignore restrictions on the number of visitors due to the absence of an management system to run. There needs to be an application that can inform the condition of visitors to tourist attractions in real-time so that people have self-awareness of their personal health so that people can make early plans before traveling. In good governance, this application contributes to controlling the risk of Covid-19 transmission originating from crowded centers (tourist spots). The government can easily monitor the distribution of tourist visitor density in the area so that it can then be used as a basis for carrying out policies and handling in the field. This study proposes the development of an application platform (software and hardware) monitoring the density of visitors to tourist attractions using the concept of object detection based on image processing and deep learning. The integration of hardware with web-based software will provide information on the density of visitors to tourist attractions that are easily accessible to the public so that they are expected to contribute to the handling of the current Covid-19 pandemic.

Taxes are compulsory contributions to the state that are owed by individuals or entities that are compelling based on law, without receiving direct compensation and used for state needs for the greatest prosperity of the people. Payment of taxes is a manifestation of state obligations and the participation of taxpayers to directly and jointly carry out tax obligations for state financing and national development. The tourism industryis one of the tax contributors in Indonesia, which since the Covid- 19 pandemic, the tourism industry sector has experienced a decline. The drastically reduced number of tourists has certainlyled to a drop in business profitability of tourism business actors,ranging from tour service providers, airlines, hotels, restaurants, to marketplaces that sell tickets for tour trips. It is almost certainthat the tourism sector will be paralyzed until the COVID-19 pandemic subsides. Based on this fact, the researcher wants to examine how the policies issued by the government are related tostabilizing the economy, especially in the tourism industry. The method used in normative legal research is a legal writing method that aims to obtain library legal materials by analyzinglegal materials related to the issues discussed as well as studying the regulations per Invitation related to the issues discussed. Thisresearch is based on general problems in the community which later on by conducting this research provides reading material as an insight into the general public. The data collection techniqueis done by looking for a problem faced by the Indonesian people,especially in the tourism industry which has a large enough burden.

The global pandemic of COVID 19 has had a severe effect in various developing economies, including Nepal itself, as it has seriously engulfed the strongest economies of the world. The tourism industry globally has been paralyzed, and it will take long ahead to get the industry back on track. There are challenges to revive this industry and ensure its tremendous contribution to revitalizing the ailed tourism sector. To drive this situation more efficiently and tactfully, the need for good governance through its leading agencies seem to be much demanding and prevailing. Visit Nepal 2020 has been postponed by the Nepal government due to the potential risk of an outbreak of COVID -19 and almost all the government efforts have now been centralized to combat the threat of COVID-19. Both domestic and international tourism is in its complete halt, creating a massive shortfall on revenue generation in the national economy. To combat the spread of COVID-19 into the community level and thus checking the further loss of lives and property, series of lockdown at the national level were imposed restraining the public mobility, factories, and industries are closed for indefinitely leaving the tourism activities completely at coma. As the tourism industry globally has come to a halt now, stopping all the tourism-based activities resulting cut off of a heavy chunk of revenue, it’s a high time to think over the noble strategies on what might be the forms and modality of governance in tourism sector globally.
