The global pandemic of COVID 19 has had a severe effect in various developing economies, including Nepal itself, as it has seriously engulfed the strongest economies of the world. The tourism industry globally has been paralyzed, and it will take long ahead to get the industry back on track. There are challenges to revive this industry and ensure its tremendous contribution to revitalizing the ailed tourism sector. To drive this situation more efficiently and tactfully, the need for good governance through its leading agencies seem to be much demanding and prevailing. Visit Nepal 2020 has been postponed by the Nepal government due to the potential risk of an outbreak of COVID -19 and almost all the government efforts have now been centralized to combat the threat of COVID-19. Both domestic and international tourism is in its complete halt, creating a massive shortfall on revenue generation in the national economy. To combat the spread of COVID-19 into the community level and thus checking the further loss of lives and property, series of lockdown at the national level were imposed restraining the public mobility, factories, and industries are closed for indefinitely leaving the tourism activities completely at coma. As the tourism industry globally has come to a halt now, stopping all the tourism-based activities resulting cut off of a heavy chunk of revenue, it’s a high time to think over the noble strategies on what might be the forms and modality of governance in tourism sector globally.

In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The tourism license of the City of Medan has been regulated in law No. 19 of 2009 concerning Tourism, Law No. 23 of 2014 concerning Regional Government. And Regional Regulation of Medan City No. 4 of 2014 concerning Tourism. Tourism is one of the sectors that have been hit hard during the current Covid-19 pandemic. However, in 2021 the tourism sector is slowly rising marked by the number of tourist attractions that are starting to open to the public with the implementation of strict health protocols. However, in practice there are still many cases of violations of health protocols in various tourist attractions, ranging from the undisciplined use of masks, not keeping a distance (social distancing), and the absence of setting the ideal number of visitors during a pandemic like the current one. Managers of tourist attractions tend to ignore restrictions on the number of visitors due to the absence of an management system to run. There needs to be an application that can inform the condition of visitors to tourist attractions in real-time so that people have self-awareness of their personal health so that people can make early plans before traveling. In good governance, this application contributes to controlling the risk of Covid-19 transmission originating from crowded centers (tourist spots). The government can easily monitor the distribution of tourist visitor density in the area so that it can then be used as a basis for carrying out policies and handling in the field. This study proposes the development of an application platform (software and hardware) monitoring the density of visitors to tourist attractions using the concept of object detection based on image processing and deep learning. The integration of hardware with web-based software will provide information on the density of visitors to tourist attractions that are easily accessible to the public so that they are expected to contribute to the handling of the current Covid-19 pandemic.

The study adopted an exploratory research design involving 24 executives drawn from hotel companies that operated 3- to 5-star hotels in Kenya. The study found out that entrepreneurship, and legislation and regulation functions were considered the most significant roles of Kenya’s public sector in creating a competitive environment for the tourism sector. The study further found out that the public sector roles of coordination, planning and stimulation were considered of less significance to attracting hotel investments. The paper recommends that the government seeks to address the noted concerns and notes the need for further research on the efficacy of the different investment promotion initiatives in view of the amount of resources that the government commits in terms of incentives to the sector.

Digital transformation is the process of using digital technologies to create new — or modify existing — business processes, culture, and customer experiences to meet changing business and market requirements. This reimagining of business in the digital age is digital transformation . It transcends traditional roles like sales, marketing, and customer service. Instead, digital transformation begins and ends with how you think about, and engage with, customers. To achieve this, the authors review publications of researchers and consulting companies on the nature of digital transformation, as well as justify its need for implementation in the travel industry. A number of documents, strategies, reports of the Ministry of Tourism have been studied, as well as materials from conferences, seminars, round tables, discussions and other forums on the transformation of the tourism industry. In the report, we tried to clarify the key concept of digital transformation, to identify the prerequisites for it in the tourism sector, as well as, based on our own research, to discover some real first steps at national level. The change begins in this period, it takes organizational culture, competence, strategy, leadership, partnership and hard work at all levels to achieve a real digital transformation of the tourism industry.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village.
