Tourism is one of the sectors that have been hit hard during the current Covid-19 pandemic. However, in 2021 the tourism sector is slowly rising marked by the number of tourist attractions that are starting to open to the public with the implementation of strict health protocols. However, in practice there are still many cases of violations of health protocols in various tourist attractions, ranging from the undisciplined use of masks, not keeping a distance (social distancing), and the absence of setting the ideal number of visitors during a pandemic like the current one. Managers of tourist attractions tend to ignore restrictions on the number of visitors due to the absence of an management system to run. There needs to be an application that can inform the condition of visitors to tourist attractions in real-time so that people have self-awareness of their personal health so that people can make early plans before traveling. In good governance, this application contributes to controlling the risk of Covid-19 transmission originating from crowded centers (tourist spots). The government can easily monitor the distribution of tourist visitor density in the area so that it can then be used as a basis for carrying out policies and handling in the field. This study proposes the development of an application platform (software and hardware) monitoring the density of visitors to tourist attractions using the concept of object detection based on image processing and deep learning. The integration of hardware with web-based software will provide information on the density of visitors to tourist attractions that are easily accessible to the public so that they are expected to contribute to the handling of the current Covid-19 pandemic.

The concept of strategy is the composition of the mission in an organization or company in planning activities in order to achieve a goal and be on target by considering many aspects, namely the aspect of competition and the influence of the strength of the factors from the environment. The role of the government is very important in formulating strategies to support the development of tourism destinations, especially new destinations.There are several factors that are fulfilled in developing an area to become a tourist destination, including objects, facilities, infrastructure, transportation. In addition, in this era of all-around social media, there are so many tourist objects that are viral to the public via social media such as Instagram, TikTok, Facebook and others. Tourist attractions managers must be able to take advantage of this social media phenomenon because it will greatly impact a very significant increase in visits.In the midst of the current corona virus pandemic, it has resulted in a significant decline in the tourism sector. Therefore, the right strategy to prepare for the new normal era really needs to be prepared.

The purpose of this study is to examine the tourism sector that is continuously being developed by the government as a pillar of national development because it is able to sustain the national economy when the world is experiencing a crisis. In Law Number 10 Year 2009 it is stated that tourism development is needed to encourage equal opportunity to try and benefit and be able to face the challenges of changing local, national and global life. Medan City as one of the autonomous regions in Indonesia which when viewed in terms of spatial planning, then almost 70% is a densely populated residential area. The growth of the tourism sector in the city of Medan, does not originate from natural tourist attractions like other areas in general, but rather to city tourism, such as nightclubs, hotels, hangout places, cafes, restaurants and salon and spa places. The industry has become one of the reliable projects of the City of Medan to increase regional revenues of the City of Medan. The tourism license of the City of Medan has been regulated in law No. 19 of 2009 concerning Tourism, Law No. 23 of 2014 concerning Regional Government. And Regional Regulation of Medan City No. 4 of 2014 concerning Tourism. The role of the local government in realizing good governance in the field of tourism is to provide infrastructure, expand various forms of facilities and regulate and promote the public both at home and abroad in matters relating to the tourism industry in the city of Medan

The global pandemic of COVID 19 has had a severe effect in various developing economies, including Nepal itself, as it has seriously engulfed the strongest economies of the world. The tourism industry globally has been paralyzed, and it will take long ahead to get the industry back on track. There are challenges to revive this industry and ensure its tremendous contribution to revitalizing the ailed tourism sector. To drive this situation more efficiently and tactfully, the need for good governance through its leading agencies seem to be much demanding and prevailing. Visit Nepal 2020 has been postponed by the Nepal government due to the potential risk of an outbreak of COVID -19 and almost all the government efforts have now been centralized to combat the threat of COVID-19. Both domestic and international tourism is in its complete halt, creating a massive shortfall on revenue generation in the national economy. To combat the spread of COVID-19 into the community level and thus checking the further loss of lives and property, series of lockdown at the national level were imposed restraining the public mobility, factories, and industries are closed for indefinitely leaving the tourism activities completely at coma. As the tourism industry globally has come to a halt now, stopping all the tourism-based activities resulting cut off of a heavy chunk of revenue, it’s a high time to think over the noble strategies on what might be the forms and modality of governance in tourism sector globally.

The public service administration system at the government offices of the Kemiri village office in the Kemiri District currently does not have a computerized and integrated system. Because the system runs, residents who submit letters for administrative completeness, still use the Ms.Word / Ms.Excel application. of course has many weaknesses including human error, not neat in file storage, resulting in the lengthy process of searching and making a cover letter and required reports. The analytical method used in this study is to use PIECES (Performance, Informance, Economy, Control, Efficiency, Service) analysis, the design of the model uses UML (Unified Modeling Language). The results of this study are web-based letter information systems at the Office of the Village Chief of Kemiri that can accessed using a local computer browser. Thus the information letter needed by the Kemiri Village community and more effective and efficient in making the letter.

Good governance is a ware to create an efficient, effective and accountable government by keeping a balanced interaction well between government, private sector and society role. The implementation of a good governance is aimed to recover the public trust for the government that has been lost for the last several years because of financial, economic and trust crisis further multidimensional crisis. The Misunderstanding concept and unconcerned manner of government in implementing a good governance lately have caused unstability, deviation and injustice for Indonesia society. This paper is a literature study explaining a concept, principles and characteristics of a good governance. Furthermore, it explains the definition, development and utility of an efficient, effective and accountable government in creating a good governance mechanism having a strong impact to the democratic economy and social welfare. It also analyzes the importance of government concern for improving democratic economy suitable with human and natural resources and the culture values of Indonesia.

Sektor pariwisata yang saat ini sedang banyak diminati masyarakat adalah konsep pariwisata pedesaan, seperti desa wisata. Di Gresik sendiri terdapat banyak sekali wisata yang dikembangkan oleh Pemerintah melalui Badan Usaha Milik Desa atau BUMDes seperti Desa Wisata Lontar Sewu di Desa Hendrosari. Berawal dari potensi desa yang apabila dikembangkan secara optimal dapat meningkatkan pendapatan masyarakat sekitar sehingga mampu meningkatkan perekonomian masyakat Desa Hendrosari. Sebab itu perlu untuk dilakukan penelitian lebih jauh mengenai pentingnya pemberdayaan masyarakat. Sehingga penting untuk dilakukan pemberdayaan masyarakat dimana di Desa Hendrosari terdapat sumber daya alam yang mumpuni untuk dikelola sehingga jika dikelola lebih baik bisa untuk menambah pendapatan desa. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan fokus penelitian menggunakan teori Pemberdayaan Masyarakat oleh Tim Delivery (Totok Mardikanto, 2013: 125-127). Karena pada awalnya dahulu desa hendrosari terkenal dengan desa penghasil minuman fermentasi sehingga konotasi dari Desa Hendrosari lebih ke arah negatif. Sehingga dengan adanya program kerja tersebut mampu mengubah image masyarakat tentang desa tersebut menjadi desa wisata. Masyarakat Desa Hendrosari mempunyai peran penting untuk melestarikan dan mengembangkan potensi yang ada seperti sumber daya alam dan sumber daya manusia. Sehingga mereka memiliki peran penting dalam tindakan pengambilan keputusan, mempengaruhi serta memberi manfaat bagi kondisi lingkungan yang ada disekitar. Pengelolaan yang baik menghasilkan tempat wisata yang dikenal dengan nama lontar sewu. Dengan adanya tempat wisata baru tersebut menghasilkan banyak pemberdayaan masyarakat melalui pengembangan desa wisata lontar sewu. Kata kunci :Lontar Sewu, Desa Hendrosari, Desa Wisata, Pemberdayaan Masyarakat,   The tourism sector which is currently in great demand by the public is the concept of rural tourism, such as a tourist village. In Gresik itself, there are lots of tours developed by the Government through Village-Owned Enterprises or BUMDes such as Lontar Sewu Tourism Village in Hendrosari Village. Starting from the potential of the village which, if developed optimally, can increase the income of the surrounding community so as to improve the economy of the Hendrosari Village community. Therefore it is necessary to conduct further research on the importance of community empowerment. So it is important to do community empowerment where in Hendrosari Village there are natural resources that are qualified to be managed so that if they are managed better they can increase village income. This study used a qualitative descriptive approach with a research focus using the theory of community empowerment by the delivery team (Totok Mardikanto, 2013: 125-127). Because in the beginning, Hendrosari Village was known as a village that produced fermented drinks, so the connotation of Hendrosari Village was more negative. So that the existence of this work program is able to change the image of the community about the village into a tourist village. The Hendrosari Village community has an important role to play in preserving and developing existing potentials such as natural and human resources. So that they have an important role in decision-making actions, influence and benefit the surrounding environmental conditions. Good management produces a tourist spot known as lontar sewu. With this new tourist spot, it has resulted in a lot of community empowerment through the development of the Lontar Sewu tourism village. Abstract: Tourism sector in the country is one of the mainstay of foreign exchange earners for the country, especially in the non oil and gas sector, all efforts to attract tourists both archipelago and overseas continue to be done. One of the government's efforts to increase the flow of domestic and foreign tourists is to make improvements and arrangement of tourist attractions. In addition, by promoting. Therefore required a system that can facilitate the management of tourism in data processing, and facilitate members or tourists in obtaining information. Technological developments are increasing, then from the problems proposed a change in the old system into a new system with computer-based website technology. The method used in the development of this software uses Model Waterfall. Data collection methods that the authors use to collect the data needed in the writing of this research are: observation, interview method, and literature method. Through a computer connected to the internet network users can search and get various information, anywhere and anytime by accessing the website. Maka dari itu dibutuhkan sistem yang dapat mempermudah pengelola wisata dalam mengolah data, serta mempermudah anggota atau wisatawan dalam memperoleh informasi. Perkembangan teknologi yang semakin meningkat, maka dari permasalahan tersebut diusulkan adanya perubahan sistem lama kedalam sistem yang baru dengan teknologi komputer berbasis website. Metode yang digunakan pada pengembangan perangkat lunak ini menggunakan Model Waterfall. Metode pengumpulan data yang digunakan untuk mengumpulkan data-data yang diperlukan dalam penelitian ini yaitu: observasi, metode wawancara, dan metode pustaka. Melalui komputer yang terkoneksi dengan jaringan internet user dapat mencari dan mendapatkan berbagai informasi, dimana saja dan kapan saja dengan mengakses website. Dengan adanya sistem ini, diharapkan mampu mengatasi berbagai kebutuhan user untuk memperoleh informasi serta membantu pemerintah meningkatkan pendapatan daerah.Kata kunci: Sistem Informasi, Pariwisata, Website, Waterfall

Public participation aimed at improving the effectiveness of governance by involving citizens in governance policy formulation and decision-making processes. It was designed to promote transparency, accountability and effectiveness of any modern government. Although Kenya has legally adopted public participation in day-to-day government activities, challenges still cripple its effectiveness as documented by several scholars. Instead of reducing conflicts between the government and the public, it has heightened witnessing so many petitions of government missing on priorities in terms of development and government policies. Results show that participation weakly relates with governance hence frictions sustainable development. Theoretically, public participation influences governance efficiency and development, directly and indirectly, thus sustainable development policy and implementation depends on Public participation and good governance. However, an effective public participation in governance is has been fractioned by the government. Instead of being a promoter/sponsor of public participation, the government of Kenya has failed to put structures that would spur participation of citizens in policy making and other days to activities. This has brought about wrong priority setting and misappropriation of public resources; The government officials and political class interference ultimately limit public opinion and input effects on decision-making and policy formulation, which might be an inner factor determining the failure of public participation in Kenya. The study suggests the need for strengthening public participation by establishing an independent institution to preside over public participation processes.

Based on the history before the reform era, there have been many cases of government committing corruption, collusion and nepotism, this is the background of the movement to create a government to run good governance. As time has progressed, the time has come for a time that is all full of digitalization, both in the economy, education and politics. This research uses normative legal research methods. This study shows that the government in running its government will also be based on the development of sophisticated information technology which can be called E-Government. Therefore, there is now a time when the Indonesian government has used and allowed the Online Single Submission (OSS) system to make it easier for people who want to take care of business licensing. The implementation of good governance during the Industry 4.0 Revolution can take advantage of science, technology and information to provide good facilities and services to the Indonesian people, and the public can easily access government information.

Vocational High School or in Indonesian abbreviated as SMK, is a government program that was built with the aim that students can have expertise in certain fields and can be the initial capital for them in looking for work. An accredited educational curriculum and the many practical activities provided to students can also ensure that SMK graduates are ready to enter the workforce. However, in today's world of work, it requires workers who, in addition to having skills, must also have work experience. There are events held by the government regarding Job Vacancy info which are held only a few times a year so that more participants are participating and the unemployment rate in the regions is getting higher. Based on the above problems, the authors provide a solution by creating a "Freelance Service Provider Application" which is expected to bring together workers and job seekers. The application is made web-based so that it can be easily accessed through various types of devices. The author also implements Progressive Web Apps technology or also known as PWA so that it can be more easily accessed on mobile devices. Based on the results of the discussion on the implementation of PWA technology for making applications for freelance service providers, this can be a means for the public and prospective workers to meet and conduct transactions. So based on the questionnaire data obtained from the respondents, it can be concluded that the research carried out was successful and it is felt that it can help the graduates of SMK 3 Mataram to get jobs and also work experience
