AbstractThis review surveys experience with evaluation practices in the Government of Canada since the mid-1960s, particularly with respect to spending reviews, concluding that there is little reason to expect any direct link from ongoing evaluation practices to Cabinet decisions.  The renewed commitment to evidence-based decision-making announced by the new Liberal government is unlikely to change this conclusion.  The introduction of Deliverology as a support function centered in the Privy Council Office shifts attention from policy formation to implementation and program delivery, with important emphasis on innovation and adaptation.  But the crucial challenge still rests in achieving greater public access to information, and greater inclusiveness in decision processes.   Résumé:Cet article fait état du rôle de l’évaluation au niveau du Gouvernement du Canada depuis le milieu des années 1960. En particulier, il analyse le lien entre l’évaluation et les exercices de révision budgétaire, concluant qu’il a peu de raison d’attendre de l’évaluation qu’elle ait une influence directe sur les décisions du Cabinet. L’engagement renouvelé du nouveau gouvernement libéral à ce que les décisions soient fondées sur les connaissances ne changera probablement cette conclusion. L’introduction de la résultologie, comme une fonction en support au Bureau du Conseil Privé, détourne l’attention de la conception des politiques vers l’implantation et l’exécution des programmes, en mettant l’accent sur l’innovation et l’adaptation. L’enjeu principal reste toutefois le même, de réussir à améliorer l’accès public à l’information, et à être plus inclusif dans les processus décisionnels.

E-Government implementation is the use of technology, information, and communication to realize more efficient and effective government practices in the process of implementing public services in order to facilitate public access to information and create principles of accountability, transparency and good public participation in the Indonesian government. This study aims to explain the implementation of E-Government in Indonesia which encourages the development of information and data systems and is adapted to existing bureaucratic processes. The method used in this research is qualitative research methods. The results showed that public service innovation organized by the government of the Republic of Indonesia was able to create relationships between elements in a country online, not inline, so that efficiency and speed in public services was not only a symbol but a reality.

Igor Gouzenko’s defection might have been the first—and most famous—of the Cold War in Canada, but it was hardly the last. Recently opened after Access to Information Act requests made by the Canadian Foreign Intelligence History Project, a number of records cast brighter light on this aspect of Canada’s intelligence history. This article offers an overview of how the Government of Canada established its policy to manage defection and those who defected. It offers a number of possible leads for future research projects, some, but not all, of which, will require the release of further material, whether under the Access to Information Act or a broader declassification framework from the Government of Canada.

<p><strong>Abstract</strong></p><p>Research on information systems education CSR programs as community development efforts on the hapless was carried out with the aim of identifing characteristics ofrecipients of funding programs, knowing the capabilities of public access to the program, identifying the components of the information system of funding programs that subsequently is used as information to devisestrategies for community development. The data obtained by questionnaire and interviews to spread the recipient fund programme and fund manager at Universities in Malang. Further data were analyzed with a qualitative approach. The results showed that in general the sources of funding programs can be grouped into three, from the government, private companies, and public companies. So, effective access to information to obtain scholarships more sourced information traditionally. While the funding of informatian system components include a set of inputs, processes and outputs. So far this program utilization varies as to support skill development study costs, as well as to the cost of living. Based on the SWOT analysis can be formulated the strategy of community development through the establishment of PPM-Entrepreneurship in each area with the direct involvement of the recipient of the funding program.</p><p><strong>Abstrak</strong></p><p>Penelitian tentang sistem informasi program CSR bidang pendidikan sebagai upaya pengembangan masyarakat di Malang ini dilakukan dengan tujuan mengidentifikasi karakteristik penerima dana program, mengetahui kemampuan akses masyarakat terhadap program, mengidentifikasi komponen sistem informasi pendanaan program yang selanjutnya digunakan sebagai informasi untuk menyusun strategi pengembangan masyarakat. Data diperoleh dengan menyebar kuesioner dan wawancara kepada penerima dana program serta pengelola dana di PTN dan PTS di Malang. Selanjutnya data dianalisis dengan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa secara umum sumber dana program dapat dikelompokkan menjadi tiga yaitu dari pemerintah, perusahaan swasta dan dari perusahaan BUMN. Sampai saat ini akses informasi yang paling efektif untuk memperoleh beasiswa lebih banyak bersumber informasi secara tradisional. Sedangkan komponen sistem informasi pendanaan meliputi seperangkat input, proses dan output. Sejauh ini pemanfaatan dana program ini bervariasi seperti untuk menunjang biaya studi, pengembangan skill maupun untuk biaya hidup. Berdasarkan analisis SWOT dapat dirumuskan strategi pengembangan masyarakat melalui dibentuknya PPM-Kewrirausahaan pada setiap area dengan pelibatan langsung penerima dana program.</p>

This article discusses the obstacles to and supports for the implementation of the First Nations Principles of OCAP™, specifically in the context of data holdings within Aboriginal Affairs and Northern Development Canada (AANDC) and the Government of Canada. It cites three types of barriers (legal, knowledge and capacity, and institutional) that obstruct OCAP™ and examines how federal legislation such as the Privacy Act and Access to Information Act undermine these First Nations Principles. It continues by exploring supports available to help operationalize OCAP™, including legal, policy, knowledge and capacity-based levers. It concludes by outlining how ANNDC’s increased knowledge about OCAP™ could help support capacity building in First Nations communities.

Since being elected in 2015, Canada’s federal Liberal government has taken steps to overhaul major environment-related laws and policies, including federal environmental assessment (EA) and regulatory processes. During 2016–2017, a government-appointed panel toured Canada and received >1000 suggestions from diverse sectors of society regarding EA reform. Yet, different sectors of society may have different views concerning scientific components of EA. We analyzed written submissions during public consultation (categorized into five sectors) regarding five key scientific components of EA: (1) openly sharing information, (2) evaluating cumulative effects, (3) scientific rigour, (4) transparency in decision-making, and (5) independence between regulators and proponents. On the whole, submissions from Indigenous groups, non-governmental organizations, and individuals/academics supported strengthening all five components. In contrast, most contributions from industry/industry associations, and, to a lesser extent, government bodies or agencies, suggested that there was no need for increased scientific rigour or increased independence. These findings indicate that there is cross-sectoral support for strengthening some scientific aspects of EA. However, the degree to which the Government of Canada strengthens the scientific rigour and independence of EA will indicate whether environmental decision-making in Canada is aligned with preferences from industry or the rest of Canada.

Congress’ Committee on House Administration this year began examining Title 44 of the U.S. Code, which is the authority for the Federal Depository Library Program (FDLP) and Government Publishing Office (GPO). This is an important opportunity for librarians to advocate for improvements to FDLP and public access to government information.FDLP was designed to ensure widespread and long-term public access to information produced by the federal government. The program is managed by GPO, formerly known as the Government Printing Office, a federal government agency that publishes information on behalf of all three branches of government.

E-Governance or “electronic governance” is defined as the delivery of Government services and information to the public, using the electronic means including the dissemination of information to the people and the agencies. In India the concept ‘e-governance’ began with National Informatics Center’s efforts to connect all district headquarters though computers in 1980s. In 2002 it further proposed the setting up an Indian portal for public access to information on various aspects of government functioning. e-governance promotes the efficiency, enforces accountability, brings transparency in the working of the government system and reduces time delays; All important government policies are useful to people, e-governance also beneficial to the citizens. It involves technology, policies and infrastructure. This paper reveals the performance of e-governance in India in the context of its role in Agriculture sector, rural development and promoting social welfare.

Abstract Under the Government of Canada's Great Lakes Program, the Great Lakes Sustainability Fund and its predecessor programs (the Great Lakes Cleanup Fund and the Great Lakes 2000 Cleanup Fund) were established to implement cleanup actions and strategies that would contribute to the restoration of beneficial uses in environmentally degraded areas (known as Areas of Concern) in the Great Lakes basin. The Great Lakes Sustainability Fund is administered by Environment Canada on behalf of eight Government of Canada departments. Contributing to impaired beneficial uses are municipal wastewaters generated from the urban centres in the Great Lakes Areas of Concern. These municipal wastewaters include treated sewage and wetweather discharges of combined sewer overflows and stormwater runoff. This paper provides an overview of the Municipal Wastewater Program of the federal government's Great Lakes Sustainability Fund and highlights the progress made to date under the program towards wet-weather flow management and the Program's role in developing and demonstrating sustainable approaches and technologies in the Great Lakes Areas of Concern.
