English is very important for communication between countries so that BP batam is a government agency that cannot be separated from developing its English language skills. LPPM Unrika's collaboration with BP Batam Finance Bureau staff in implementing online English language training during the pandemic to improve English language skills. Overall service activities are carried out in a span of 6 months (July-August 2021). The post-test results obtained a conclusion that the basic English skills of the inmates were very good with an average score of 81.8, while the lowest score was 80 and the highest score was 85. When compared to the pre-test where the lowest score was 71.6 and the highest was 80, with an average of 77.1. So the average result of the pre-test and post-test scores is 79.4, so the achievement value of BP Batam's financial bureau staff increases significantly.

This paper explores a case example of qualitative research that applied productive hermeneutics and the central concept, fusion of horizons. Interpretation of meaning is a fusing of the researchers’ and subjects’ perspectives and serves to expand understanding. The purpose is to illustrate an exemplar of qualitative research without establishing a rigid recipe of methodology. The illustration is based on in-depth observational and textual data from an applied anthropological study conducted in western Alaska with Yup’ik hunters and fishers and government agency employees as they worked towards collaborative management. The metaphor of the hermeneutical circle is showcased to help the reader understand the philosophical underpinnings and the analytical processes used to realize a meaningful interpretation. A series of organizing systems for the interpretation is described, culminating in a final organizing system to communicate a fully realized understanding of collaborative management at the time.

Department of employment Cianjur District is a government agency that provides yellow card making service using online administration procedures, where the public required to be able mastering technology that are always changing. The research aimed to find effective yellow card making online, improving service quality is the main goal in the policy. The writer does the research used quantitative and descriptive. The research conducted against yellow card makers and employees department of employment Cianjur districk, The technique data collection used with observation, dokumentation, written interview also literature review which has close relationship from the subject matter, the data is processed using descriptive analysis. From this research the results is that yellow card making online 99% can be effective time and cost also makes it easier for the public making yellow card.

In this article the author seeks to answer, within the context of the Indonesia state organizational system, why and how Indonesia should establish a single government authority entrusted with supervising the making of ministerial policy regulations or regional government regulations. To that purpose a comparison with other countries is conducted.  It is a fact in Indonesia that regulatory powers or function is shared by and among different ministries and by regional governments. The result of which is the problem of sectoral approach and the existence of numerous overlapping and conflicting regulations. To overcome this problem, in consideration of best practices in other countries, the author suggests the establishment of a single government agency entrusted with, inter alia, previewing ministerial or regional government draft regulations.

Based on the results of the analysis of the 2020 East Medan District Government Agency Performance Accountability Report, it shows that employee performance is still low, and there are problems that need to be addressed related to apparatus work discipline. The research method used in this research is descriptive with qualitative analysis. Data collection is obtained from interviews, documentation, and observations. The results showed that the work quality of the employees of the East Medan District Head Office, Medan City was still low in terms of handling documents and procedures were still convoluted and slow and not transparent in terms of costs. The work quantity of the employees of the Medan Timur Sub-district Office in Medan City is quite good. The work discipline of the employees of the East Medan Sub-district Office, Medan City, has not yet been implemented as expected by the community. Employees at the Medan Timur Sub-district Office in Medan City have good initiatives in carrying out their duties. As well as the employee's responsibility for all aspects related to the tasks carried out by the employees of the East Medan District Head Office, Medan City is quite good.

Abstract Badan Informasi Geospasial (BIG) is a government agency engaged in the field of Geospatial Information (IG). BIG provides several services that can be accessed by the general public and related to IG. One of the services provided by BIG is the Indonesia Continuously Operating Reference System (InaCORS). InaCORS is divided into various services, as Rinex data services, Online Post-Processing, RTK NTrip, and Mobile InaCORS. This study aims to determine the effectiveness and accuracy of InaCORS services for GNSS surveys using the Rapid Static method and Network RTK. The rapid static survey data is processed using online post-processing services and Network RTK (iMax, Max, and Nearest) will use InaCORS points as a base reference. This study also uses the results of the Total Station tool as comparison data. The results showed that the average value of the difference between the rapid static coordinates and the TS observations was dN = 0.353 m dE = 0.180 m and dZ = 0.233 m, while the Network RTK and TS coordinates were dN = 0.408 m dE = 0.184 m and dZ = 0.176 m.

The professionalism of civil servants in the government in Malaysia is an important part of the government service delivery process. The Syariah Court is a government agency that has placed officers to perform judicial functions, including Syariah Judges. The post of Syariah Judges in the State Syariah Court was established to ensure that the justice process is being done by professional, competent, and qualify personnel. However, what is the approach outlined by Islamic law to ensure that the appointed judges have professionalism in the performance of judicial duties? This matter needs to be seen through the Shariah judicial appointment process in Malaysia. The purpose of this paper is to view the professionalism of Syariah Judges according to the perspective of Islamic law applied in Syariah Courts. The methodological approach of the study on which this paper is based is a qualitative approach. The results of the research found that Islamic jurisprudence has placed the value of Professionalism in the judging process of judges. The discussion of Fiqh al-Qada’ has laid the foundation for the appointment of al-Qadi. This matter is applied in the Syariah Courts in Malaysia through the appointment of Syariah Judges and the judicial process provided by law and the application of practice directions. The competence of Syariah Judges through an appointment and judicial knowledge is the basis of the value of professionalism for the purpose of transparency in the delivery of Syariah judicial services in Malaysia.

The study of service quality and clients’ satisfaction has been used by organisations to deliver better services to their clients. While many studies have been done on this topic from the perspective of the public towards the government service, there were few emphases from the perspective of the government servants (G2G) towards the government services offered by other government agencies. This study aimed to investigate the relationship between service quality and clients’ satisfaction among employees at a government agency towards counter services at Urban Transformation Centre (UTC) Kuching, Sarawak. The study includes all five elements of Service Quality Dimensions (SERVQUAL) which were Tangible, Reliability, Responsiveness, Assurance, and Empathy. This study includes all employees of a government agency in Kota Samarahan, Sarawak. Questionnaires were distributed to respondents through Google Form with a returned rate of 88%. It was found that empathy and responsiveness variables had a strong and positive correlation with Clients’ Satisfaction while Assurance, Reliability, and Tangibility had a moderate and positive correlation with Clients’ Satisfaction. These findings implied that clients were more satisfied with services that were handled with care and discretion as well as quickly resolving unexpected issues thus providing insights to government agencies to improve their services. The increasing number of land conflicts, particularly over HGU (Hak Guna Usaha/Right to Cultivate) land, has far-reaching implications for the community. On the one hand, the community requires land, while on the other, the company seeks to defend what they consider are their rights. Because this argument attracts others, it is necessary for a government agency to act as a referee or facilitator to resolve the resulting conflict. The purpose of this study was to identify the factors that contribute to land tenure conflicts between the community and three companies that own HGU, as well as to explain the role of the Ministry of ATR/BPN in resolving those conflicts. The data collection method used in this study was a qualitative one presented in a descriptive manner, followed by a comparative/comparative analysis of the cases. The results suggested that the conflict arose because community members were inneed of land reclaimed on HGU land, while HGU holders made a little positive contribution to the residents surrounding the plantation. With regards to this situation, the Ministry of ATR/BPN attempted to resolve it through relatively effective methods, namely acting as a mediator and negotiator, delaying the HGU extension process, and eventually distributing some of it to the community. The partial efforts made thus far have been relatively effective and provide a sense of security for the landowners.
