Modern quality provision in terms of state-public education management

Chapter three illustrates the essential role of public schools in a vibrant democracy. I define what public schools are, identifying five key elements essential to their form and function. My discussion of the shifting nature of democracy, schools, and citizenship reveals that it is worthwhile to refocus our attention on these elements of public schools now as some are being compromised or eclipsed within the latest forms of school practice and governance. I detail the changing landscape of public schools in recent years by looking at particular recent transformations to the governance and practice of public education. These changes include aspects of schools choice, vouchers, for-profit education management, loss of local control, mayoral oversight of schools, recovery school districts, portfolio management models, and corporate influences. I also describe how citizens’ relationships with schools have changed and how citizens themselves have changed, especially under the influence of neoliberalism.

The article considers the questions of moving from the monopoly of the state to development of civil society, that in Russia have some features. By the expansion of the public participating in education management there are contradictions between the necessity of realization of state-public management education and absence of sufficient experience on the decline of level of alienation of education from society and effective mechanisms of decision of this task. The authors of the article consider the principal reasons and factors, hampering becoming and development of state-public management universal education. The article exposes the new approaches to the realization of joint activity of organs of state-public education management. In the article the ground of project-activity in education management approach is given, that allows to organize the activity in the mode of development, and innovations are explored, educational potential of organization is grown, the quality of its work is improved.

Penelitian ini bertujuan merumuskan model manajemen pendidikan karakterberbasis pembelajaran pendidikan agama Islam di perguruan tinggi umum. Penelitian inimenggunakan prosedur Research and Development (R&D) pada tahap awal, yaitu: (1)analisis permasalahan dan kebutuhan, (2) perencanaan, pengembangan. . Metode yangdigunakan adalah survei dan kajian literatur untuk menghasilkan rumusan desainmanajemen pendidikan karakter berbasis pembelajaran PAI. Teknik Delphi dilakukanuntuk mematangkan model manajemen pendidikan karakter berbasis pembelajaran PAI.Penelitian ini dilakukan di dua Perguruan Tinggi Umum yakni UPI Bandung danUniversitas Negeri Malang ( UM). Hasil penelitian menemukan desain model manajemenkarakter berbasis pembelajaran PAI dilakukan melalui (1) Perencanaan denganmenentukan tujuan organisasi dan memilih cara terbaik untuk meraihnya. (2)Pengorganisasian, adalah proses pembentukan organisasi sebagai keseluruhan, (3)Pengerakan dilakukan oleh setiap pemimpin/koordinator dalam struktur organiasi baiktingkat universitas/perguruan tinggi/rektorat, fakultas, dan mahasiswa (berbentuk timataupun tidak), dan (4). Pengevaluasian dilakukan secara simultan dan terus menerus baikdalam tingkat universitas/PT, Fakultas, dan kelas/mahasiswa baik evaluasiinternal/eksternal. This study aims to form a learning model based on learning Islamic character education inIslamic public education. This study uses the Research and Development (R & D)procedure at the initial stage, namely: (1) problem analysis and needs, (2) planning,development. The method used is a survey and literature review to produce a formulationof PAI-based character education management design. The Delphi technique wasconducted to finalize the PAI-based learning education character management model. Thisresearch was conducted in two public universities, namely UPI Bandung and Malang StateUniversity (UM). The results of the study found that the design of the PAI-based charactermanagement model was conducted through (1) Planning by determining organizationalgoals and choosing the best way to achieve them. (2) Organizing, is the process of formingan organization as a whole, (3) Dredging is carried out by each leader / coordinator in theorganizational structure at the university / college / rectorate, faculty, and student level(whether it is team or not), and (4) . Evaluation is carried out simultaneously andcontinuously both at the level, faculty, and class / student both internal / externalevaluations.

The article considers the content of works written by modern scientists of the Chuvash Republic from the point of view of their covering the issues related to the history of the activities performed by the Chuvash public education management bodies in the 1920s – 1930s – the Department of Public Education of the Chuvash Executive Committee of the Soviet, the People’s Commissariat for Education of the Chuvash ASSR, the departments of public education of volost, uyezd and district executive committees of the Soviets. It is concluded that the works of modern researchers provide little information about individual structural subdivisions of the regional public education department and their activities, and do not study the history of the Chuvash ASSR People’s Commissariat for Education, its successes and failures in the advancement of education. Based on the identification of the most studied aspects of the topic, the prospects for additional research in the field of the history of the activities performed by public education management bodies in the territory of Chuvashia in the first post-revolutionary decades are determined.

In the context of global challenges, the problems of the education system become much more acute. Access to quality education for a number of categories of the population is limited due to financial, political, religious and social problems. The solutions to these problems lie within the competence of the governing bodies of the education system at the state level. The article identifies the duality of the problem of ensuring the quality of education. The article presents the results of a questionnaire survey to ensure the quality of training in the system of public education management. Accordingly, the respondents defined their position on the following issues: assessment of the current system of training for public administration, determination of basic qualifications and characteristics that should be possessed by specialists in the public administration system specializing in education, identification of priorities and problems in education.
