Purpose: The society development is characterized by changes in the technological structure, that make necessary to revise the existing solutions that affect all areas of the national economy in general, and the construction industry, in particular. Due to the increased requirements for comfort, safety and economy of the living environment, it is expedient to transform the urban planning solutions. In this regard, the aim of this paper is to study the organizational aspects of the territory development, paying special attention engineering and reengineering.Materials and methods: A retrospective analysis is used to perform the classification of services and works. Special attention is paid to the organizational aspects of engineering and the life cycle of urban planning solutions. As a hypothesis, it is assumed that the most effective solution of the society problems of comfort and safety of buildings, is reengineering based on the synthesis of the sustainable development and risk-based approach. Research implications:Engineering in construction is defined. Reengineering of urban planning solutions is shown as well as the possibility of synthesizing the concepts of sustainable development and risk-based approach. The dynamics of changes in the parameters of individual elements may not coincide with the nature of changes in the overall urban planning decision, which provides the emergence of areas of dangerous and uncomfortable living environment. This requires modernization of technical solutions or restoration of their material form, which is the subject of reengineering, which can be distributed over the life cycle of the urban planning solution and attributed to the land development.

Modern urban planning educational trend defines the sustainable development of smart cities as one of the most dynamic areas of city policies around the world. A smart city is a high-tech urban living environment in which innovative solutions are embedded in its constituent elements and processes to improve its quality and living standards. The concept of a smart city is aimed at sustainable development of urban areas and offers technology as a tool for solving problems in the field of planning, design, integrated engineering landscaping, as well as in the provision of urban services to the population. The article discusses the contents of the smart city concept, which reflects the main directions of the curriculum of the master's program «Sustainable Smart City». Its main purpose is to prepare urban planners who have professional competencies in the development of smart cities in the implementation of urban processes.

Subject. The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level. Objectives. The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case. Methods. We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies. Results. The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country. Conclusions. Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.

Classification of internal and external risks of decline, affecting the sustainable development of the financial system, is presented. A risk management strategy is proposed that will allow monitoring of risks, thereby these measures will help reduce the loss of financial stability and ensure the long-term development of the economy of the region.

Along with the development of society and economy, domestic tourism activities is rapidly increased, accompanied by increasing environmental problems brought by the tourism activities is becoming more and more brought to the attention of the people, if our country want to realize the sustainable development of tourism industry, we must replace the old development model to Eco-tourism to meet the needs of tourism and environment. Through qualitative analysis, this paper analyzed the characteristics of the Eco-tourism, and the classification of domestic ecological tourist resources to comb, and put forward some suggestions on developing Eco-tourism, hoping to provide a reference for the development of the domestic Eco-tourism.

The Yangtze River Economic Belt (YREB) is one of the most economically active regions in China, where an imbalance between the demand for land and the non-renewable is increasingly prominent. We present the patterns of land use in the YREB, then construct an evaluation index based on the Pressure-State-Response model. The TOPSIS model is used to evaluate sustainable land development in the YREB, and the spatial deductive characteristics of sustainable development levels are analyzed using three aspects: global spatial correlation, local spatial correlation, and regional difference. The results about the YREB show that: (1) The comprehensive sustainable land development score is average, indicating moderate sustainability with a fluctuating upward trend and good prospects. (2) The sustainable development levels of land have strong positive spatial correlation and agglomeration; the agglomeration characteristics follow a pattern similar to that of the status of economic development. (3) Sustainable development levels of land in the provinces and cities show great spatial differences.

Green high performance concrete is concrete materials which can reduce the load of the earth's environment, coordinate development with the ecosystem and create comfortable living environment. The relationship between the construction materials and the sustainable development and the characteristic of green high performance concrete were introduced, the measures of green concrete production was analyzed and the work essential for the development of green high performance concrete was proposed in this paper. The research shows that the development of green high performance concrete is the inevitable way for the sustainable development of concrete.
