This article will examine the idea of new states/provinces in India. How India created 16 new states on ethno-lingual, and other lines and accommodate the ethnic groups. The case study of India is focussing on the different factors; including constitutional setup and role of different political parties of India in making of the new state. The following three basic questions investigate the paper’s perspective. First; what has been the basis of demands for the creation of new states in India? Second; what are the main hurdles in the reorganization of state and what urged the redemarcation of states in India? Third; what has been the stance of political Parties about the creation of new states in Indian state?

This article seeks to analyze the discourse around the creation of new provinces in Pakistan. The demand for carving out new federating units is a popular and long-standing proposal in some areas of the country with a long history of ethnic sub-nationalism fuelled by the real and imagined sense of political alienation and economic deprivation. This demand has been raised from time to time based on the distribution of national resources, and on ethnic grounds, and sometimes on the basis of socio-economic backwardness of the relevant areas. The demand for a 'Saraiki Province', 'Bahawalpur Province', 'Hazara Province are some major cases. This case study will focus on the different factors, including, most importantly, the constitutional setup and role of different political parties of Pakistan in the making of new provinces. The Following three basic questions are the major concerns of the rigorous academic endeavour taken up in the paper. First, what has been the basis of demands for the creation of new provinces in Pakistan? Second, what are the main hurdles in making new provinces in Pakistan and what urged the re-demarcation of state in Pakistan? Third, what has been the stance of various political Parties about the creation of new provinces in Pakistan?

The provision of water services has traditionally been considered a responsibility of the state. During the late 1980s, the private sector emerged as a key actor in the provision of public services. Mexico City was no exception to this trend and public authorities awarded service contracts to four private consortia in 1993. Through consideration of this case study, two main questions arise: First, why do public authorities establish partnerships with the private sector? Second, what are the implications of these partnerships for water governance? This article focuses, on the one hand, on the conceptual debate of water as a public and/or private good, while identifying new trends and strategies carried out by private operators. On the other hand, it analyzes the role of the state and its relationships with other actors through a governance model characterized by partnerships and multilevel networks.Spanish La provisión del servicio del agua ha sido tradicionalmente considerada como una responsabilidad del Estado. A finales de la década de 1980, el sector privado emerge como un actor clave en el suministro de servicios públicos. La ciudad de México no escapa a esta tendencia y en 1993 las autoridades públicas firman contratos de servicios con cuatro consorcios privados. A través de este estudio de caso, dos preguntas son planteadas: ¿Por qué las autoridades públicas establecen partenariados con el sector privado? ¿Cuáles son las implicaciones de dichos partenariados en la gobernanza del agua? Este artículo aborda por una parte, el debate conceptual del agua como bien público y/o privado, identificando nuevas tendencias y estrategias de los operadores privados. À travers cette étude de cas, nous nous interrogerons sur deux aspects : pourquoi les autorités publiques établissentelles des partenariats avec le secteur privé ? Quelles sont les implications de ces partenariats sur la gouvernance de l'eau ? Cet article s'intéresse, d'une part, au débat conceptuel sur l'eau en tant que bien public et/ou privé, en identifiant les tendances nouvelles et les stratégies menées par les opérateurs privés. D'autre part y sont analysés le rôle de l'État et ses relations avec d'autres acteurs à travers un modèle de gouvernance, défini en termes de partenariats, et des réseaux multi-niveaux.

Using the promotional meeting of Dorota Masłowska’s book "More than you can eat" (16 April 2015 in the Bar Studio, Warsaw), as a case study, the article examines the role author plays in it and try to show how the author itself can become the literature. As a result of the transformation of cultural practices associated with the new media, the author’s figure has gained much greater visibility which consequently changed its meaning. In the article, Masłowska’s artistic strategy is compared to visual autofiction in conceptual art and interpreted through the role of the performance and visual representations in the creation of the image or author’s brand.

The book integrates philosophical, historical, and empirical analyses in order to highlight the profound roots of the limited legitimation of parties in contemporary society. Political parties’ long attempts to gain legitimacy are analysed from a philosophical–historical perspective pinpointing crucial passages in their theoretical and empirical acceptance. The book illustrates the process through which parties first emerged and then achieved full legitimacy in the early twentieth century. It shows how, paradoxically, their role became absolute in the totalitarian regimes of the interwar period when the party became hyper-powerful. In the post-war period, parties shifted from a golden age of positive reception and organizational development towards a more difficult relationship with society as it moved into post-industrialism. Parties were unable to master societal change and favoured the state to recover resources they were no longer able to extract from their constituencies. Parties have become richer and more powerful, but they have ‘paid’ for their pervasive presence in society and the state with a declining legitimacy. The party today is caught in a dramatic contradiction. It has become a sort of Leviathan with clay feet: very powerful thanks to the resources it gets from the state and to its control of societal and state spheres due to an extension of clientelistic and patronage practices; but very weak in terms of legitimacy and confidence in the eyes of the mass public. However, it is argued that there is still no alternative to the party, and some hypotheses to enhance party democracy are advanced.

While the governance of Western megaprojects is indirectly influenced by governments through legislation and regulations, the Chinese state actively oversees and controls projects of societal importance. To provide clarity on the role of the state in Chinese megaprojects, we carried out a case study focusing on EXPO 2010 Shanghai. Our analysis revealed that through a project-specific organization Construction Headquarter (CHQ), the Chinese state executes administrative strength, forces authorities to temporarily integrate their processes for the benefit of the project, influences contractor and resource selection decisions, induces leadership accountability, and promotes shared project values.

Introduction. The objective necessity of the appearance of this code of laws for the pharmaceu-tical industry is shown. The proofs of the readiness of all branches of pharmacy to develop the text of the Pharmacopoeia, taking into account modern international requirements for scientific and practical activities in the development, manufacture and production of medicines, are presented.Text. The work presents the history of the creation of the VII edition of the State Pharmacopoeia of the USSR. The sequence of steps for the formation of the Pharmacopoeia Commission, the stages of its activities for the preparation of the updated text of the Pharmacopoeia is described, a detailed analysis of the prepared text is given in comparison with the current Pharmacopoeia of the VI edition (1910). Various points of view of experts on the content of the main text are cited, which served as the basis for the new document. The role of domestic scien-tists-pharmacists in the development and publication of the VII edition of the State Pharmacopoeia of the USSR is evaluated.Conclusion. The role of the Pharmacopoeia Commission in the timely development of the text of the new edition of the State Pharmacopoeia is emphasized. The fact of its wide discussion among experts and the novelty of the approach, which gave a powerful impetus to the development of the entire industry, are noted.

AbstrakThe role of the state in combating poverty is very strategic. Combatingpoverty means to free citizens who are poor. The strategic role given thenational ideals (read: state) is the creation of public welfare. Therefore,countries in this regard the government as the organizer of the state musthold fast to the national ideals through legal product that is loaded withsocial justice values in order to realize common prosperity. Therefore, thenature of the law is justice, then in the context of the state, the lawestablished for the creation of social justice. Law believed that social justiceas the path to the public welfare so that the Indonesian people in a relativelyshort time to eradicate poverty.
