The significant increase in antibiotics resistance (AMR) has become a major issue over the last decade. Current international focus falls largely on reducing the excessive use and misuse of antibiotics in animal farming. The drivers of this consumption are generally studied through farmers' behavior and veterinary-farmers interactions. However, drug use also results from structural factors that determine the functioning of the drugs market chain and farmers' access to drugs. This article presents an overview of the limits to access to veterinary drugs in sub-Saharan Africa (SSA), as well as the international policy tools and setups that claim to improve it. We analyze the scientific and grey literature, the publicly available data of the veterinary pharmaceutical industry and international organizations in order to gather information on the veterinary drugs markets in SSA, and on the norms, recommendations, guidelines and initiatives at international level that impact the functioning of the markets chains in SSA. We highlight numerous roadblocks to access to veterinary medicines in SSA. The African market is highly dependent on imports. It suffers from a high level of fragmentation, weak distribution infrastructures and services and is driven by the multiplication of private non- professional actors playing a growing role in the veterinary drug chains. The distribution system is increasingly dualized, with on the one hand the public sector (supported by development organizations) supplying small scale farmers in rural areas, but with limited and irregular means; and on the other side a private sector largely unregulated which supplies commercial and industrial farming systems. Different innovations have been developed at the international level to lower these barriers, such as homogenization of national legislations, donations and vaccine banks. Along decades-old inter-state cooperation, many new forms of Public-Private partnerships and hybrid forums are emerging, signaling a growing power of the private sector in the global governance. In sub-Saharan Africa (SSA), access to veterinary drugs is far from a given and remains an issue for many farmers. Drugs access is highly heterogeneous, little regulated and the market chains are increasingly segmented. The duality of the structure of the market chains has significant implications for the strategies aiming at controlling AMR at global level. Many of them emphasize the need to reduce the use of antibiotics at farm levels, without embracing this duality within countries. These strategies need to take to take into account the diversity of the conditions of access and use of drugs. Policies aimed at regulating the risks associated with the use of some drugs, especially antimicrobials, should not only focus on end users, farmers and veterinarians, but also encompass the actors that influence the flow of these compounds.

IntroductionResearch has established that various forms of stigma (HIV stigma, gender non-conforming stigma and same-gender sex stigma) exist across Sub-Saharan Africa and have consequences for the utilisation of HIV prevention and care services. Stigmas are typically investigated in HIV literature individually or through investigating individual populations and the various stigmas they may face. The concept of intersectionality highlights the interconnected nature of social categorisations and their ability to create interdependent systems of discrimination based on gender, race, sexuality and so on. Drawing from perspectives on intersectionality, intersectional stigma denotes the convergence of multiple marginalised identities within an individual or a group, the experiences of stigma associated with these identities as well as the synergistic impact of these experiences on health and well-being. With respect to HIV, public health scholars can examine the impacts of intersectional stigmas on HIV prevention and care utilisation.Methods and analysisReviewers will search systematically through MEDLINE, Global Health, Embase, Scopus, Web of Science Core Collection and Africa Index Medicus and citations for quantitative studies, qualitative studies and grey literature that include data on stigma and HIV among men who have sex with men and women who have sex with women in Sub-Saharan Africa. Eligible studies will include primary or secondary data on stigma related to HIV risk factors experienced by this population. Studies will be written in French or English and be published between January 1991 and November 2020. All screening and data extraction will be performed in duplicate, and if discrepancies arise, they will be settled by GM’RA, LEN, DD or AO. Findings from this study will be reported according to the Preferred Reporting Items for Systematic reviews and Meta-Analyses extension for Scoping Reviews.Ethics and disseminationEthics approval is not required as there will be no human participants and no protected data will be used in this study. We will disseminate findings through peer-reviewed manuscripts, conferences and webinars.

<p>The study focuses on the role of the private sector in the development and delivery of hydromet and early warning services (EWS) in sub-Saharan Africa, within the current landscape of the Africa Regional Weather Enterprise (ARWE).</p><p>The study was sponsored by the World Bank and conducted through interviews with 28 National Hydro­Meteorological Services (NMHS) and 87 participating companies who either work in or have interest in the region’s hydromet market, varying in size from single-person entities to large multinationals. Less than 4% of companies have their headquarters (and solely operate) in Africa. 157 projects were identified from the 65 most active donors financing hydromet projects in sub-Saharan Africa, and classified by sector and complexity, from niche to “full-chain” solutions.</p><p>The study analyses which and how private sector actors operate within the framework of national, regional and international hydromet projects, in which countries, which products and services they provide and in which end-user categories, from research and development, to innovation and capacity building initiatives.</p><p>The study further analyses the success rates of international companies winning tenders in sub-Saharan Africa , and the patterns leading to success.</p><p>The report concludes by drawing on lessons from the positive dynamics and gaps in partnerships and engagements between public and private actors. The results of the study create the need for sixteen recommendations to further improve the ARWE, with a key emphasis on PPE, to successfully complete African hydromet programs, and in turn satisfy end-user needs, to protect lives, property, and to support their national economies for the prosperity of all.</p>

Abstract. There is a need for an evidence-based approach to identify how best to support development of groundwater for small scale irrigation in sub-Saharan Africa (SSA). We argue that it is important to focus this effort on shallow groundwater resources which are most likely to be used by poor rural communities in SSA. However, it is important to consider constraints, since shallow groundwater resources are likely to be vulnerable to over-exploitation and climatic variability. We examine here the opportunities and constraints and draw upon evidence from Ethiopia. We present a methodology for assessing and interpreting available shallow groundwater resources and argue that participatory monitoring of local water resources is desirable and feasible. We consider possib le models for developing distributed small-scale irrigation and assess its technical feasibility. Because of power limits on water lifting and also because of available technology for well construction, groundwater at depths of 50 m or 60 m cannot be regarded as easily accessible for small-scale irrigation. We therefore adopt a working definition of shallow groundwater as < 20 m depth. This detailed case study in the Dangila woreda in Ethiopia explores the feasibility of exploiting shallow groundwater for small-scale irrigation over a range of rainfall conditions. Variability of rainfall over the study period (9 % to 96 % probability of non-exceedance) does not translate into equivalent variability in groundwater levels and river baseflow. Groundwater levels, monitored by local communities, persist into the dry season to at least the end of December in most shallow wells, indicating that groundwater is available for irrigation use after the cessation of the wet season. Arguments historically put forward against the promotion of groundwater use for agriculture in SSA on the basis that aquifers are unproductive and irrigation will have unacceptable impacts on wetlands and other groundwater-dependent ecosystems appear exaggerated. It would be unwise to generalise from this case study to the whole of SSA, but useful insights into the wider issues are revealed by the case study approach. We believe there is a case for arguing that shallow groundwater in sub-Saharan Africa represents a neglected opportunity for sustainable intensification of small-scale agriculture.

This paper examines the reform of water and irrigation management in Africa and compares it with similar reforms in Asia.  Several things are evident from the review.  First, Sub-Saharan Africa (SSA) is at an earlier stage of irrigation development and reform than Asia.  Second, the articulated need for reform is much stronger in Asia than it is in SSA.  Third, the productivity of small-scale irrigated farms is significantly lower in SSA compared to Asia.  Thus any irrigation investment strategy in SSA should be different from Asia and focus on increasing small-farm productivity as well as small-scale irrigation projects.  Finally, all direct government irrigation investments should be done jointly with decisions regarding the type of project management.

For decades, the dynamics of tropical deforestation in sub-Saharan Africa (SSA) have defied easy explanation. The rates of deforestation have been lower than elsewhere in the tropics, and the driving forces evident in other places, government new land settlement schemes and industrialized agriculture, have largely been absent in SSA. The context and causes for African deforestation become clearer through an analysis of new, national-level data on forest cover change for SSA countries for the 2000–2005 period. The recent dynamic in SSA varies from dry to wet biomes. Deforestation occurred at faster rates in nations with predominantly dry forests. The wetter Congo basin countries had lower rates of deforestation, in part because tax receipts from oil and mineral industries in this region spurred rural to urban migration, declines in agriculture and increased imports of cereals from abroad. In this respect, the Congo basin countries may be experiencing an oil and mineral fuelled forest transition. Small farmers play a more important role in African deforestation than they do in southeast Asia and Latin America, in part because small-scale agriculture remains one of the few livelihoods open to rural peoples.
