The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

Implementing the Village Fund policy focusing on Baumata and Bokong Village, Taebenu District, Kupang Regency, has not provided the expected results. This study aims to formulate strategies for managing the Village Fund. The method used was a qualitative method with a descriptive approach. The research technique used is an interview with the Head and the Secretary of Village Government, Village Enterprises, Community Empowerment Agency, and people of the Villages. In proposing the Village Fund management strategy, SOAR and QPSM analysis tools are used. The results of the analysis formulate strategies that the Village Government can use in managing Village Funds, namely: (1) The Village Fund Budget is adequately managed to accelerate village development, (2) Firm action on the implementation of problematic activities according to regulations, (3) Existing human resources education and training are provided in the Village, and (4) Establishment of Village enterprises involving farmer groups and livestock groups.

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

This research aims to provide information to the society related to the information openness and transparency of Blitar Government and Village Government in the implementation of Memorandum of Understanding (MoU) of Village Fund Allocation. Several issues stated in MoU include safety and orderliness, action, investigation, apparatus source, society protection, and connection. Other issues include prevention, supervision, and security of village fund. This research employed qualitative method with descriptive approach. The data were obtained from the document of interactive dialog broadcast named “Hallo Bupati-- aired by Local Public Broadcast Department (LPPM) radio, Persada FM, Blitar, edition of Monday, January 23, 2018. The informant of this interactive dialog program was the Regent of Blitar. Data analysis was performed by transcribing the broadcast document, organizing and analyzing data, and interpreting the findings.  The result showed that all the village governments getting Village Fund Allocation in Blitar have madeMemorandum of Understanding (MoU) with the Regent and the Chief Police Officer of the Regency Then, it was followed by supervision and evaluation towards the expenditure of the fund in village level.

There are three main objectives in government accounting, namely accountability, managerial and supervision. Government accountability is a manifestation of providing information about actions or activities of government financial management during that period. Village Fund Allocation comes from Transfer income sourced from the central and regional financial balance received by the district / city. This research was conducted in the village of Tikela Tombulu, Minahasa regency. in this study using a qualitative method of descriptive approach. The description was obtained through measurement by comparing the Minister of Home Affairs regulation number 113 year 2014 with actual field activities. The results based on the Minister of Home Affairs Regulation number 113 year 2014 indicate that the management of village fund allocations in Tikela is accountable and transparent. But there is still an implementation phase that needs to be improved to the principle of transparency. But it is also supported by people who actively participate in making rural development.Keywords: village fund management, accountability

This study aims to analyze the village government's management of village funds to increase the empowerment of rural communities in the Wonosobo Regency. Several villages in Wonosobo Regency were selected based on the classification of the Building Village Index, including Krasak, Blederan, Kebrengan, and Derongisor. This study uses a qualitative method with a descriptive approach. Data collection techniques used are interviews, documentation, and observation. Interviews were conducted with informants from village officials and community representatives. Data analysis was carried out with data collection from interview transcriptions, direct observations, and documents. The study results indicate that the management of village funds carried out by the village government in Wonosobo Regency has paid attention to aspects of accountability and transparency. In addition, the use of funds is also right on target, prioritized for community empowerment. Overall, good management of village funds has increased empowerment and provided benefits to communities in various areas.Keywords: Village Funds; Accountability; Transparency; Village Community Empowerment. AbstrakPenelitian ini bertujuan untuk menganalisis pengelolaan dana desa untuk peningkatan pemberdayaan masyarakat desa di Kabupaten Wonosobo. Beberapa desa di Kabupaten Wonosobo dipilih berdasarkan berdasarkan klasifikasi Indeks Desa Membangun, meliputi Desa Krasak, Blederan, Kebrengan, dan Derongisor. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi dan observasi. Wawancara dilakukan terhadap informan dari aparatur desa dan perwakilan masyarakat. Analisis data dilakukan dengan pengumpulan data dari transkripsi wawancara, observasi langsung dan peninjauan dokumen. Hasil penelitian menunjukkan bahwa pengelolaan dana desa yang dilakukan oleh pemerintah desa di Kabupaten Wonosobo telah memperhatikan aspek akuntabilitas dan transparasi. Selain itu, penggunaan dana sudah tepat sasaran untuk pemberdayaan mayarakat. Secara umum pengelolaan dana desa yang baik telah meningkatkan pemberdayaan dan memberikan manfaat bagi masyarakat di berbagai bidang.Kata Kunci: Dana Desa; Akuntabilitas; Transparansi; Pemberdayaan Mayarakat Desa.

The goal of this study is to explain Village Fund Allocation for community empowerment by concentrating on village financial management rules in Village Fund Allocation administration. The Village Fund Allocation Implementation Team's financial management was not in accordance with applicable regulations, thus this research was conducted. This study is expected to assist the Buton Regency Government, specifically the South Lasalimu District, in improving village financial management. The research was conducted through in-depth interviews and direct observation of Village Fund Management implementation. According to the study's results, accountable and transparent management has been in place for the planning and implementation of Village Fund Allocation activities. Meanwhile, in terms of accountability, as indicated by the physical outcomes, it has exhibited responsible and transparent execution; nevertheless, additional direction is still necessary on the administrative side, since it is not completely in conformity with the regulations. The main barrier is the ineffectiveness of developing village government officials and human resource capabilities, which results in a lack of ongoing assistance from local government officials.

Abstract: The fee collected by the Village Government in implementing PTSL activities resulted in the Village Government in various regions being affected by Hand Catching (OTT) by Tim Saber Pungli. This causes constraints on the implementation of PTSL in various regions. This condition is different from the activities of PTSL in Semarang Regency which went smoothly due to the Village Regulation as a basis for the implementation of PTSL implementation. The purpose of this study was to determine the implementation of the Village Regulation as an instrument supporting PTSL implementation. The method used is a qualitative method with a descriptive approach. Based on the results of the study, the implementation of the Village Regulation was based on the results of deliberation and was not a one-way policy from the Village Government. Therefore, the Village Regulation has a role in implementing PTSL activities. It is the role of the Village Regulation that helps implement PTSL in Semarang Regency. The steps that need to be taken are improvement of the Village Regulation so that it is more efficient and effective in order to achieve the expected goals and justice.Keywords: fee collection, village government, village regulation, deliberation, roleIntisari: Pungutan biaya yang dilakukan Pemerintah Desa dalam pelaksanaan kegiatan PTSL mengakibatkan Pemerintah Desa di berbagai daerah terkena Operasi Tangkap Tangan (OTT) oleh Tim Saber Pungli. Kondisi ini berbeda dengan kegiatan PTSL di Kabupaten Semarang yang berjalan lancar karena adanya Peraturan Desa sebagai dasar pegangan dalam pelaksanaan PTSL. Tujuan penelitian ini untuk mengetahui pelaksanaan Peraturan Desa sebagai intrumen pendukung pelaksanaan PTSL. Metode yang digunakan yaitu metode kualitatif dengan pendekatan deskriptif. Berdasarkan hasil penelitian, pelaksanaan Peraturan Desa didasarkan atas hasil musyawarah dan bukan merupakan suatu kebijakan yang bersifat satu arah dari Pemerintah Desa. Oleh karena itu, Peraturan Desa memiliki peranan dalam pelaksanaan kegiatan PTSL. Peranan Peraturan Desa itulah yang mem-bantu pelaksanaan PTSL di Kabupaten Semarang. Langkah yang perlu diambil yaitu penyem-purnaan terhadap Peraturan Desa tersebut agar lebih efisiensi dan efektif dalam rangka mencapai tujuan yang diharapkan serta mewujudkan keadilan.Kata kunci: pungutan biaya, pemerintah desa, peraturan desa, musyawarah, peranan

Abstract           In the implementation of Village Fund Management, the Village Government cannot be separated from the role of Participation and the Village community as one of the stakeholders. Community participation is needed in the management of village funds as a form of transparency and accountability aspects that are a reference of the village funds themselves. The purpose of this study was to analyze the degree of community participation in the management of Sukodermo Village Fund, Purwosari Subdistrict, Pasuruan Regency, and the impacts arising from community participation in the management of Village funds. The research method in this study is a qualitative method. The results showed that community participation in the implementation of Sukodermo Village Fund Purwosari Subdistrict Pasuruan Regency was divided into 3 main focuses, namely: first, the level of community participation in the process of village fund management planning, second, the level of community participation in the implementation of village fund management, third, the level of community participation in Evaluation of fund management.   Abstrak           Dalam implementasi Pengelolaan dana Desa, Pemerintahan Desa tidak bisa lepas dari peran Partisipasi serta masyarakat Desa sebagai salah satu stakeholders. Partisipasi masyarakat sangat dibutuhkan dalam pengelolaan dana Desa sebagai bentuk aspek transparansi dan akuntabilitas yang menjadi acuan dari dana Desa itu sendiri. Tujuan penelitian ini adalah menganalisis derajat partispasi masyarakat dalam Pengelolaan dana Desa Sukodermo Kecamatan Purwosari Kabupaten Pasuruan, serta dampak yang muncul akibat partisipasi masyarakat dalam pengelolaan dana Desa tersebut. Metode Penelitian dalam penelitian ini adalah metode kualitatif. Hasil penelitian menunjukkan bahwa partisipasi masyarakat dalam Implementasi dana Desa Sukodermo Kecamatan Purwosari Kabupaten Pasuruan terbagi dalam 3 fokus utama yakni: pertama, Tingkat Partisipasi Masyarakat dalam Proses Perencanaan Pengelolaan dana Desa, Kedua, Tingkat Partisipasi Masyarakat dalam Pelaksanaan Pengelolaan dana Desa, Ketiga, Tingkat Partisipasi Masyarakat dalam Evaluasi Pengelolaan dana.

Desa Wisata Jambu berdiri sejak tahun 2018  berlokasi di Kecamatan Kayen Kidul Kabupaten Kediri yang meraih penghargaan  nominasi kategori desa wisata terbaik 2018 dan 2019 pada Penghargaan Anugerah Desa. Pada fase awal pembangunan desa wisata menggunakan modal anggaran yang berasal dari Alokasi Dana Desa (ADD) dengan tujuan untuk meningkatkan pemberdayaan masyarakat desa. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif, serta metode pengumpulan data dilakukan secara langsung turun ke lapangan dengan wawancara, observasi, dan dokumentasi. Focus penelitian ini adalah meneliti mengenai permasalahan yang diangkat yaitu sumber daya manusia yang kurang responsive terhadap pengelolaan desa wisata. Desa wisata jambu memiliki 17 spot wisata diantaranya yaitu  Kebun Bibit Kediri, Wisata Edukasi Wiwit Padi, Permainan Outbond, Wisata Tubing Niagara, Wisata Edukasi Menangkap Lele, Agrowisata Petik Kelengkeng, Agrowisata Petik Alpukat, Agrowisata Buah Lokal, Wisata Edukasi Menanam Padi, Agrowisata Okulasi dan Tabulampat, Wisata Edukasi Angon Kerbau, Edukasi Pengolakah Yogurt, Edukasi Perah Kambing Ettawa, Edukasi Pengolahan Limbah Kayu “Ask Craft”, Wisata Sungai Sejuta Ikan, Edukasi Karawitan, Pasar Papringan. Pemerintah Desa Jambu gencar mengupayakan tumbuhnya pemberdayaan masyarakat dengan mengelola desa wisata. Tujuan pemberdayaan masyarakat melalui pengelolaan desa wisata Jambu yaitu untuk meningkatkan perekonomian masyarakat desa serta mewujudkan masyarakat desa yang mampu berdaya saing dan mandiri. Dalam proses pengelolaan desa wisata terdapat kendala atau hambatan yang terjadi yaitu tanggapan masyarakat yang tidak responsive terhadap konsep spot wisata yang sudah disepakati. Selain itu kurangnya akses sarana dan prasarana spot wisata juga menjadikan kondisi desa wisata yang tidak kondusif sehingga akan menurunkan daya tarik wisatawan. Kata kunci : Desa Wisata, Alokasi Dana Desa,  Pemberdayaan Masyarakat   Jambu Tourism Village was founded in 2018, located in Kayen Kidul District, Kediri Regency, which won the nomination award for the best tourism village category 2018 and 2019 at the Village Award. In the early phase of tourism village development using budget capital from the Village Fund Allocation (ADD) with the aim of increasing the empowerment of village communities. This research is a descriptive study using a qualitative approach, and data collection methods are carried out directly in the field with interviews, observation, and documentation. The focus of this research is to examine the problems raised, namely human resources who are not responsive to the management of tourist villages. Guava tourism village has 18 tourist spots including Kediri Seed Garden, Wiwit Paddy Educational Tour, Outbound Games, Niagara Tubing Tour, Catfish Catching Educational Tour, Longan Picking Agro, Avocado Picking Agro, Local Fruit Agro Tourism, Paddy Planting Educational Tour, Grafting Agro tourism and Tabulampat, Education Tour for Buffalo Angon, Education for Yogurt Processing, Education for Ettawa Goat Milk, Education for Making Rengginang, Education for Wood Waste Processing “Ask Craft”, One Million Fish River Tour, Education for Karawitan, Papringan Market. The Jambu Village Government is aggressively seeking the growth of community empowerment by managing a tourist village. The purpose of community empowerment through the management of the Jambu tourism village is to improve the economy of the village community and create a village community that is able to be competitive and independent. In the process of managing a tourism village, there are obstacles or obstacles that occur, namely the response of the community that is not responsive to the agreed tourist spot concept. In addition, the lack of access to tourist spot facilities and infrastructure also makes the condition of the tourist village not conducive so that it will reduce the attractiveness of tourists.
