Subject. The article addresses the development of the financial services market of China in the context of overcoming the consequences of the COVID-19 pandemic in 2020–2021. Objectives. The focus is on the specific features, advantages and disadvantages of the complex of modern financial services in China; substantiating the reasons for the high efficiency of China's exit from the post-pandemic crisis in comparison with the leading economies of the world; forecasting the potential threats to the Chinese financial services market due to the active spread of a new strain of coronavirus in May?June 2021. Methods. The study employs the systems and comparative analysis, using the tabular, graphic and illustrative materials, and current statistical and reported data of international organizations, audit companies, consulting structures and rating agencies in major scientific Russian and foreign publications. Results. The paper underpins the difficulties of implementing a number of specific features of the financial services market in China from theoretical and practical point of view, presents a prognostic scenario of the Chinese financial services market development in the post-pandemic period. Conclusions. I conclude on high efficiency and effectiveness of support measures taken by the Chinese leadership to preserve the financial balance and facilitate the restoring of China's financial services in the post-pandemic period, prove the optimistic scenario for the development of China's financial services against the background of economic stagnation and a noticeable weakening of foreign competitors, describe potential threats and weaknesses in unstable global economy.

The use of geothermal energy to produce heat and electricity has become increasingly important in recent years. This is mainly due to environmental issues and the need to ensure energy security. The aim of the article was to analyse and compare the ability to maintain cash balance of selected geothermal companies in Poland. The following were taken for verification: Przedsiębiorstwo Energetyki Cieplnej PEC Geotermia Podhalańska S.A., Geotermia Poddębice Sp. z o.o., Geotermia Mazowiecka S.A., Geotermia Pyrzyce Sp. z o.o. and Geotermia Czarnków Sp. z o.o. The adopted research methodology, combining accrual and cash recognition, allowed the analysis of the ability to create cash flows and maintain cash stability in 2016–2019. The study used financial data from the financial statements of the analysed companies. The analysis shows that the highest cash flows from assets defined as Free Cash Flow to Firm FCFF (over PLN 11,318 thousand) and the highest cash flows for owners Free Cash Flow to Equity FCFE (over PLN 10,005 thousand) are generated by Geotermia Mazowiecka S.A. At the same time, the balance between cash flows meeting the inequality FCFF ≥ FCFE + FCD, where FCD Free Cash Flow to Debt, determines the ability of assets to generate cash covering the current distribution of capital for its donors. Consequently, there is an increase in the value of cash resources identified in investments in the management balance sheet. Such a situation occurred in the case of Geotermia Poddębice Sp. z o.o. and Geotermia Mazowiecka S.A. The reverse situation, i.e., FCFF < FCFE + FCD is characteristic for cash imbalance. In such conditions there is a decrease in cash resources identified in the management balance. This occurred in PEC Geotermia Podhalańska S.A., Geotermia Pyrzyce Sp. z o.o. and Geotermia Czarnków Sp. z o.o.

The purpose of this study is to analyze and find out how much influence the implementation of the central and regional financial balance policies, either partially or simultaneously, has on the performance of local government development in Banten Province. The population in this study were employees of the Banten Province Government Work Unit from echelon I to echelon IV as many as 888 employees with 90 samples taken by purposive sampling method. Data testing is done by using path analysis. The results show that the X to Y structure is the influence of the policy implementation variable (X) on the performance variable of the Banten Provincial Government (Y) with Path Analysis of 67.9%, and the influence value outside the model is 32.1%, where the value of the multiple correlation coefficient R = 0.824, it can be stated that the degree of influence is very close compared to other variables not examined, and in the sub-structures X1, X2, X3, and X4 to Y, the influence of aspects of policy implementation are aspects of policy content (X1), information (X2), support (X3) and the distribution of potential (X4) on Government performance of Banten Province (Y) with Path Analysis of 67.9% and the influence value outside the model is 32.1% where the multiple correlation coefficient value R = 0.824 can be stated the degree of influence is very close compared to the other variables. Studies on the impact of government expenditures on regional and municipal development mainly focus on examining local budgets. Simultaneously, each territory has various channels for financing public needs and collecting taxes and other payments. Therefore, this research develops and tests a methodology to construct the public sector financial balance at the municipal level. The presented approach in based on the System of National Accounts (SNA), which considers expenditures and revenues of the federal, regional or municipal budgets as a single institutional sector, regardless of their affiliation. Therefore, in order to achieve the municipal financial balance, it is necessary to analyse tax payments at various budget levels, grouping them in accordance with the SNA classification. For calculating municipal expenditures, an original technique was developed to consider the costs of all public sector financial flows, including direct federal and regional sources. We use official information on municipal payroll obtained from the Federal State Statistics Service database. The net lending/borrowing ratio is taken as a balance indicator of supply and use. Public sector financial balances were constructed for 69 municipalities of Sverdlovsk oblast. Calculations have shown that, on average, public sector expenditure is almost equally divided between regional and federal budgets (one half) and municipal budgets (another half). Various municipality types were identified: 9 donors of public administration resources in Sverdlovsk oblast; 5 territories (including Ekaterinburg city) with a moderate deficit of internal resources; 35 municipalities with a significant lack of finances; 11 areas completely dependent on public administration resources. This work is part of the research aiming to develop the System of Territorial Accounts, tat is, an SNA analogue that can be implemented at the regional and municipal levels.

VillageFund Allocation Management in Community Empowerment. Village fund allocations are central and regional financial balance funds received by regencies / cities, which are distributed proportionally to each village in a proportion of at least 10% (ten percent). Allocation of village funds for village governance and community empowerment. This research uses a qualitative method using descriptive. The results showed that normative and governance of village allocation funds were carried out well, but the substance still did not meet the true meaning of empowerment. In addition, some stakeholders also have not played a maximum role, only the village head as the implementation team that manages the village allocation funds. The paternalistic community of the village community chooses the people who trust and support the village to manage village funds, as well as dominating the sub-district in making accountability letters that lead to increased village independence.

Abstract Background To enable people to live in old age in their own homes often requires specialised home care services. Despite the high importance of these services, the finance of home nursing care (HNC) is still under-investigated in many countries. The aim of this paper was to describe the finance of HNC in the Czech Republic. Methods Balancing of revenues and costs was done using structured questionnaires from the closed accounting year 2018 as a monthly average. Nonparametric Kruskal-Wallis and Wilcoxon signed ranks tests were used to test hypotheses. Results Data from 62 providers were analysed. The data included information from a total of 2297 patients and 995 employees. The average of total costs were € 17,591.7 (95% CI 14,175.3 - 21,008.1) and average of total revenues were € 17,276.5 (95% CI 13,923.5 - 20,629.5). The average cost per a patient was € 516.0 (95% CI 465.9–566.1) and the average revenues were € 500.1 (95% CI 457.0–543.3). Conclusions The overall financial balance of HNC providers seems to be balanced in the Czech Republic. Nevertheless, insurance, although it should, did not cover all the costs. Micro- providers tended to be cheaper regarding the hours worked by nurses.

Development is included in the tools used to achieve success in building the nation. Human development can be seen from the level of quality of human life in an area with a size that can be seen from the human development index. The purpose of this research is to test the influence between Youth, Youth, Economy, and Clear Capital Expenditure Human Development Index in Nganjuk District in 2010-2019. Which method in this study quantitative method with samples in this study is Nganjuk Regency in 2010-2019. Research data which data at that time data from the Central Bureau of Statistics East Java Province and directorate general of financial balance. In the result of the creation, it is concluded that: 1) Districts are high and flat against HDI. 2) No government is not beber against HDI. 3) Economy Is Not High On HDI. 4) Capital Expenditure is not good timing outside the HDI.

The Purpose of the this study was to determine the propotional management of Village Fund Allocation (ADD) originating from the Regency APBD, which comes from the portion of the central and regional financial balance funds received by the Regency which is distributed through the village treasury for the empowerment of village communities. Research locations (ADD) are villages located in North Bengkulu Regency, Kec. Padang Jaya with a item of 12 villages. The research was conducted for 4 months, starting from April to July 2020. The sample in the study included 12 village officials in he district. Padang Jaya. Data collection technique using documentation and interviews. The data analysis technique used descriptive and qualitative descriptive data. The results of the research conducted, stated that all villages in the district. Padang jaya, with a total of 12 villages, has implemented the princples of management (ADD) in a transparent, accountable, participatory, orderly manner and budgetary discipline. There 1 village not accountable, as evidenced by the LPPDes Bank book that must be reported to the regent.

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.
