The objective of this research is to propose a functional application model for small and medium-sized enterprises (SMEs), with the purpose of determining the optimal production preferences of your specific production system. The problematic that originates this research is the methodology of projection of the costs that practice this type of companies in the market ―which departs from a process of determination of the optimum batch of production―, which are based on models of mathematical determination. The applied methodology is of an analytical nature of a transversal type, the factorial study allows the application of descriptive statistics and the development of equations that determine variables of study of the ex ante model. The result of the research consists in the application to a scenario that represents the optimal level of transport costs of the SMEs products which interact in the market. It is concluded that mathematically it is possible use variables for determining the productivity and level of competitiveness.

This chapter elaborates the operation of criminal liability by closely considering efficient crimes and the law’s stance toward them, shows how its commitment to proportional punishment prevents the probability scaling that systemically efficient allocation requires, and discusses the procedures that determine the actual liability prices imposed on offenders. Efficient crimes are effectively encouraged by proportional punishment, and their nature and implications are examined. But proportional punishment precludes probability scaling, and induces far more than the systemically efficient number of crimes. Liability prices that match the specific costs imposed by the offender at bar are sought through a two-stage procedure of legislative determination of punishment ranges ex ante and judicial determination of exact prices ex post, which creates a dilemma: whether to price crimes accurately in the past or deter them accurately in the future. An illustrative Supreme Court case bringing all these themes together is discussed in conclusion.

The paper presents results of development of a method for determination of carrying load of column poles of railway bridges that are based on permafrost ground and designed according the I-st principle. It also shows the necessity to use methods of mathematical modeling for determination of thermal mode of permafrost ground in the foundation of artificial constructions, which will allow forecasting the carrying load of bridge poles for any term of operation. As a result, the paper shows an algorithm for calculation and forecasting of carrying load of bridge poles at degradation of permafrost in their foundation.

The problem of consolidation of goods for the provider of logistic services, which is a third part that delivers goods from many suppliers to one business client in time horizon was analysed in this article. Every parcel has a fixed date of reception in the source and delivery schedule in a destination. In the age of highly developed economy, time pressure and costs, outsourcing is a condition necessary to improve the functioning of enterprises. New logistic chains, networks of terminals and intermodal connections are built every year to reduce the transport costs and improve the whole process. In this article, the authors presented the benefits resulting from consolidation of cargos in the road transport. Special emphasis was put on determination of the role of the transport costs reduction using the cargo consolidation services.

The clinical and epidemiological features of the course of acute bacterial meningitis in various age groups of patients in the period from 2014 to 2018 are described. An analysis of 398 case histories of patients was performed. Patients were divided into 5 age groups. The inclusion criterion is the presence of bacterial meningitis of any etiology. Patients with serious meningitis of viral and tuberculous etiology were excluded. Statistical processing was carried out using the SPSS program (determination of compliance with Gauss law, descriptive statistics, determination of average values, relationships between disease indicators, Bonferroni correction). Risk factors were determined, the course of neuro infection in various age groups was revealed, the criteria and the timing of the diagnosis of meningitis.

The purpose of the article is to develop instrumentarium for determination ofthe level of food security. In order to achieve the set goal, the authors use method ofmonitoring and economic & mathematical modeling of manufacture and consumption ofagricultural products. In the process of the research, the authors test this method by theexample of modern Russia and determine the existence of the problem of food security. Inorder to solve this problem, the authors develop recommendations for stabilization ofagricultural production, as a basis of country’s food security. The authors also conductanalysis of agricultural development of developed countries and determine primary tasks,solution of which will stipulate provision of the required level of food security. As a resultof the research, the authors come to the conclusion that the developed recommendationscan be directions of unified state approach to solving the problem of achievement of foodsecurity and formation of agrarian policy. At that, it should be noted that policy which isaimed at achievement of national-level goal cannot be formed without relevantinformational provision. Therefore, agriculture authorities must possess full, high-quality,and actualized information. Elements of state policy in the sphere of achievement of foodsecurity can stipulate achieving indicators which are determined by national doctrine andform optimal level of cooperation of national agriculture production and foreign partners.
