Ecosystem services of forests in the political context: importance and types of arguments The majority of ecosystem services can be described as public or semi-public goods, whose utilisation does not follow market principles. From the viewpoint of political science it is interesting to analyse how these services are taken into account in political programmes and processes. The present article investigates which ecosystem goods and services of forests have been considered in the Swiss forest policy, and why and in which form some services have been included in political programmes, while others have not. The analysis is based on a theoretical approach that assigns the arguments in the political decision process to specific types. The study shows that of all forest ecosystem services protection services play the most important role in the Swiss forest legislation. Biodiversity and nature conservation are important, too, while services related to recreation and landscape conservation are of minor importance. Concerning political arguments, those related to the long-term role of forestry as part of the overall economy are more important than arguments in favour of a short-term profit maximisation.

Direct and indirect use of values and non-use values from forest ecosystem services perform an invaluable set of functions that cater to the needs of both living and non-living things. The values include market services obtained from timber and non-timber forest products, and non-market services (recreation, watershed protection and conservation value) were identified as components of the Total Economic Value (TEV). However, it is difficult to assign a monetary value to all goods and services provided by the forest. Failure to conserve the national park will result in the degradation of the forest and a reduction in the contribution of the forest ecosystem services to the community. Based on the result of this study, the TEV value of forest ecosystem services was estimated at RM 13 billion, and the estimation provides policy-relevant information for forest management and conservation purposes in Malaysia.

The Millennium Ecosystem Assessment stresses that it is possible to manage ecosystems so as to strengthen their capacity to provide a range of goods and services. In reality, the delivery of ecosystem services reflects policy and delivery mechanisms, the environment, and the objectives of landowners and managers. Amid gradual changes to forest policy and more recent periods of austerity, the management of treescapes by locally led groups, such as Community Woodland Groups (CWGs), has become increasingly common. Through document analysis and interviews we explore the objectives and activities of British-based CWGs, and the implications these have for the delivery of ecosystem services. Additionally, we explore CWGs involvement with three types of networks and the ways in which each facilitate CWGs’ establishment, operations and ecosystem service provision. We conclude that, while CWGs are capable of delivering a range of ecosystem services, their focus is typically on: (i) cultural services for the benefit of the local community, and (ii) biodiversity. Since these foci parallel the goods and services emphasised in contemporary forest policy agendas, it is apparent that CWGs represent a promising model for woodland management. However, to realise their potential and confront management challenges, CWGs often rely on access to advice, labour, equipment and funding from across multiple networks.

This  paper mainly reviews the NFP process, as discussed by the IPF panel and  European    workshops in this field. It focuses on three issues i) basic terms,  objectives and principles or    elements of the concept NFP, ii) evaluation of national forest programmes,  with justification,    strengths and weaknesses, iii) implementation of NFPs, including  requirements for success.    Finally gaps in NFPs and priorities for future action are discussed.    During the last years national forest programmes have received considerable  attention as the    reference framework for sustainable management. The following elements are  considered as the most important: 1) participatory mechanisms 2) holistic and inter-sectoral approaches 3) national sovereignty 4) long term and iterative process 5) capacity building 6) effective co-ordination and    conflict resolution schemes.    A specific conclusion, which already can be drawn, proves that procedural  instruments are too    weak to achieve the NFP's objectives. Generally the following three  limiting factors are    recognised: funding, institutional capacity and co-ordination among all  interested parties at the    national and international level. However, the fact that issues of forest  policy are back on the    political agenda is seen as very advantageous.    The overall conclusion is that the NFP process is far from rooted in  national forest policies. The    major problem is the vagueness of the term. Further clarification of the  meanings and    dimensions of the elements and principles is required.

Climate smart forestry (CSF) is considered as a promising approach for climate change adaptation and mitigation strategies as highlighted in several European policy documents. This paper describes a prospective approach to introducing an incentive-based scheme to facilitate the implementation of CSF through a case study in Iceland. It is argued that the payments for ecosystem services (PES) scheme allows for effective CSF management and long-term sustainability if introduced in compliance with local, cultural and social values. In a case study of an Icelandic afforestation programme, we conducted an institutional analysis of the PES scheme and assessed its effect on forest ecosystem services provision on long-term sustainability. We provide preliminary findings on the application of CSF in the 30-year-old Icelandic afforestation programme scheme. The perspectives of forest and policy experts, as well as local farmers participating in the scheme, were crucial for assessing the effectiveness of PES scheme performance in Iceland.

Equity issues in policymaking are difficult to resolve because they are linked not only to the economic situation but also to social constraints and political conflicts within a country. This is even more true in the case of post-socialist economies during their transition to a market system in the era of globalisation. The historical and irreversible process of liberalisation and integration of capital, goods and services, and labour markets into one world market, as well as the gradual construction of new institutions and the process of privatisation cause a significant shift in the income pattern of post-socialist emerging markets. Contrary to expectations, inequality increases affecting the standard of living and long-term growth. While globalisation contributes to the long-term acceleration of economic growth and offers a chance for many countries and regions to catch up with more advanced economies, it results in growing inequality both between the countries and within them. On average, the standard of living increases, but so does the gap between the rich and the poor. Therefore, equality issues should always be of concern to policymakers, especially in the early years of the change of regime in post-socialist transition economies.

 Abstract Generally speaking, media is extensively used as the means to disseminate news and information pertaining to business, social, political and religious concerns. A portion of the time and space of media has now become an important device to generate economic and social activities that include advertising, marketing, recreation and entertainment. The Government regards them as an essential form of relaying news and information to its citizens and at the same time utilizes them as a powerful public relations’ mechanism. The effects of media are many and diverse, which can either be short or long term depending on the news and information. The effects of media can be found on various fronts, ranging from the political, economic and social, to even religious spheres. Some of the negative effects arising from the media are cultural and social influences, crimes and violence, sexual obscenities and pornography as well as liberalistic and extreme ideologies. This paper sheds light on these issues and draws principles from Islam to overcome them. Islam as revealed to humanity contains the necessary guidelines to nurture and mould the personality of individuals and shape them into good servants. Abstrak Secara umum, media secara meluas digunakan sebagai sarana untuk menyebarkan berita dan maklumat yang berkaitan dengan perniagaan, kemasyarakatan, pertimbangan politik dan agama. Sebahagian dari ruang dan masa media kini telah menjadi peranti penting untuk menghasilkan kegiatan ekonomi dan sosial yang meliputi pengiklanan, pemasaran, rekreasi dan hiburan. Kerajaan menganggap sarana-sarana ini sebagai wadah penting untuk menyampaikan berita dan maklumat kepada warganya dan pada masa yang sama juga menggunakannya sebagai mekanisme perhubungan awam yang berpengaruh. Pengaruh media sangat banyak dan pelbagai, samada berbentuk jangka pendek atau panjang bergantung kepada berita dan maklumat yang brekenaan. Kesan dari media boleh didapati mempengaruhi pelbagai aspek, bermula dari bidang politik, ekonomi, sosial bahkan juga agama. Beberapa kesan negatif yang timbul dari media ialah pengaruhnya terhadap budaya dan sosial, jenayah dan keganasan, kelucahan seksual dan pornografi serta ideologi yang liberal dan ekstrim. Kertas ini menyoroti isu-isu ini dan cuba mengambil prinsip-prinsip dari ajaran Islam untuk mengatasinya. Tujuan Islam itu sendiri diturunkan kepada umat manusia ialah untuk menjadi pedoman yang diperlukan untuk membina dan membentuk keperibadian individu dan menjadikan manusia hamba yang taat kepada Tuhannya. Kata Kunci: Media, Kesan Negatif, Cara-cara, Islam dan Prinsip-prinsip.

Monetary valuation of ecosystem services: a critical view of some critiques (essay) Diverse objections against the monetary valuation of ecosystem services are being raised in transdisciplinary discussions as well as in the scientific literature. The monetary valuation is said to overlook nature's intrinsic values, to infringe ethical norms, to narrow down perspectives to economic welfare alone, or even to nothing but material well-being, to stimulate the commercialisation of nature – conversely, others criticize that it fails exactly in this respect –, to favour social inequality, and to rely upon undependable methods. This essay questions the cogency of these criticisms and highlights some prejudices and misconceptions, often rooted in an erroneous understanding of the function of environmental valuations in the political decision process.
