Fundamental changes in the system of training highly qualified personnel in postgraduate studies have actualized the problems of the targets for the functioning of postgraduate studies. The article analyzes the barriers that arise at the stages of training in postgraduate school and preparing for thesis defense. The empirical basis of the work was a survey of the target audience, which resulted in the formation and testing of a questionnaire to assess the impact of barriers on the outcome of postgraduate training and the completion of postgraduate study. The target sample contains three groups: postgraduate students, holders of Candidates of Science degree and Doctors of Science (scientific supervisors) representing higher education and scientific institutions of the Russian Federation. The sample object was 133 people. The results of the experiment were analyzed using statistical graphs method. To identify key barriers to complete postgraduate studies, the construction of the Pareto diagram was used. As a result, we have identified 20% of the most significant barriers impeding postgraduate training and significant barriers to completing the dissertation research. In order to visualize the structure of the barriers, a causal diagram of K. Ishikawa was used. Primary level factors responsible for the result have been identified including a postgraduate student, scientific supervisor, institution and the state. Further, factors of the secondary level in obtaining a positive result of postgraduate training are analyzed. The paper considers the possibility of carrying out some measures to reduce the barriers to successful completion of postgraduate training and Candidate thesis defense. It is noted that such factors as work-study scheme and family life barriers depend on postgraduate student. Higher education institution is also responsible for a number of significant barriers in postgraduate training, in particular the absence of a research reserve. A very powerful, but, unfortunately, rather rare tool for creating a research reserve for postgraduate studies is its integration with the magistracy. We can refer to a British experience of combining master’s and doctoral studies by way of example. The article also analyzes the organizational barriers during the periods of thesis preparation and submission as well as barriers relating to supervisor’s responsibility. The authors dwell on the problem of low motivation for getting the Candidate of Science degree. It is a common situation in Russia when a Candidate of Science degree holder cannot benefit from the degree obtained. It is necessary to envisage the expansion of positions and professions, where surcharges will be applied for the existing degrees, as well as more comfortable conditions for career growth.

Talent retention and employee turnover are major concerns for higher education institutions (HEIs) because they are losing highly qualified staff to the private sector and to other HEIs that are able to offer better rewards and benefits. The turnover of talented staff is therefore a major concern for the institution under investigation. The retention and voluntary turnover decisions among a workforce of 4 651 employees was thus investigated. A quantitative cross-sectional study was conducted by means of the objective analysis of organisational data in combination with the structured questionnaire (organisational climate survey). Descriptive and inferential statistics were applied to analyse the data across demographic groups, including age, employment category (academic as well as professional and support), etc. The results indicated that the institution’s turnover rate was acceptable (4.34%) and that dysfunctional turnover was marginal because employees with below-standard performance ratings had voluntarily resigned. Positive correlations and significant beta (b) values were reported between Organisational citizenship, Leadership, My manager and Compensation and the employees’ intent to stay in or to leave the organisation. These organisational climate factors were found to explain approximately 30 per cent of the variance in the employees’ intent to stay in or to leave the organisation. The article recommends that a talent retention tool be developed. In addition, it contributes to the literature on retention and turnover of high-performing employees, as it underscores the importance of measuring employee turnover

Developing countries face various challenges in implementing bio-risk management systems in the laboratory. In addition, educational settings are considered as workplaces with biohazard risks. Every activity in a laboratory facility carries many potential hazards that can impact human health and the environment and may cause laboratory incidents, including Laboratory Acquired Infections (LAIs). In an effort to minimize the impact and occurrence of these incidents, it is necessary to evaluate the implementation of a bio-risk management system in every activity that involves handling biological agents. This study was conducted in an Indonesian higher-education institution, herein coded as University Y. This is a descriptive, semi-quantitative study aimed at analysing and evaluating the implementation of the bio-risk management systems used in laboratories by analysing the achievements obtained by each laboratory. The study used primary data that were collected using a checklist which referred to ISO 35001: 2019 on Laboratory Bio-risk Management. The checklist consisted of 202 items forming seven main elements. In addition, secondary data obtained from literature and document review were also used. The results show that out of 11 laboratories examined, only 2 laboratories met 50% of the requirements, which were Laboratory A and B, achieving good performance. Regarding the clauses of standards, a gap analysis identified leadership, performance evaluation, and support as elements with the lowest achievement. Therefore, corrective action should be developed by enhancing the commitment from management as well as improving documentation, policy, education and training.

The article reports the results of the empirical study of the impact of volitional qualities development on the level of academic achievements of higher education institution students. The article gives a theoretical analysis of the main types of volitional qualities that affect the assimilation of educational material by students. There was established the level of their development and the relationship with academic achievements. The article also identifies the main psycho-pedagogical and organizational peculiarities that affect the success of mastering the knowledge by university students. The psychological and pedagogical recommendations for forming, developing and supporting the volitional sphere of students are developed.

The main responsibilities for the European Higher Education Area are based on processes‘ execution through the knowledge, therefore each institution has to evaluate its own knowledge and organize activities implementing these knowledge goals. Knowledge management (KM) is considered one of the main disciplines of the 21st century, which helps organizations to create a competitive advantage, to identify unique knowledge within the organization and to develop further knowledge creation and integration into activities. KM can be analyzed specifically, however it‘s recognized that human resources remain the most important factor, which leads to effective implementation of the stages of KM. Preparing trained staff for the knowledge society and economy, who are able to assess the benefits and importance of knowledge, higher education institutions (HEI) shape the future behavior of future market players, define the need for future competences and values. Following this example, it‘s useful to analyze, how KM processes are integrated into the academic community and which role the KM plays in the development of HEI‘s activity and competence.

Universities play a key role in modern societies inserted into a globalized economic world. This chapter studies how informational competencies, entrepreneurship, and integral values in higher education are necessary to foster economic growth and fight corruption. The authors especially are focused on distance education as it can be a tool to fight poverty by diminishing high illiteracy rates, mainly existing in developing countries. The purpose of the chapter is two-fold: 1) to study the impact of informational competencies in both education and entrepreneurship, and 2) to emphasize the importance of acquiring integral values by learners to be applied into educational processes based on emotional intelligence. As a result, students will be defined as prospective entrepreneurs endowed with the ability to recognize, internalize and understand emotions to be adjusted into relations and business behavior to impulse their goals. And in this sense, online education has an important role to play, especially in postgraduate studies, as in the case of MOOCs that are also analyzed.

Academic staff shortage has become a huge challenge for African universities, and no respite seems to be in sight. This article argues characteristics of African universities: postgraduate student enrollment, gender distribution, master's and doctoral enrollees and program choices, graduation, retention, and completion rates. To regenerate academe, African tertiary institutions will not only have to improve the relative numbers, proportion, distribution, and quality of postgraduate students who enter but also ensure that these same characteristics are reflected in postgraduate output.

The objective of the study reported here was to ascertain the impact on small and medium-sized enterprise (SME) owner–managers of simulating having and being a non-executive director (NED) within the GOLD programme at Lancaster University, the purpose of which is to help owner–managers of SMEs to become better strategic leaders of their companies. Three research approaches were used: (a) participant observation in each of the 20 businesses; (b) interviewing owner–managers; and (c) a review of materials and transcripts generated from Board meetings. Participants engaging in a higher education institution (HEI)-generated network with high levels of trust had an opportunity to behave in a different way; and owners acquired operational and strategic experience of having and being an NED. The initial results indicate that this experience results in greater strategic focus. The engagement of an HEI with SMEs through innovative processes drawn from larger organizations accelerates the creation of trust and social capital, allowing ways of working that might otherwise be dismissed.

In an increasingly competitive environment to provide better education, higher education institution should focus on improving the students’ academic performance. This performance embodied in student grade which then support the graduated student who search for jobs. Besides improving the mental attitude, higher education institution should also improve cognitive abilities. One of the important factors which can contribute in improving cognitive abilities is lecturer professional competencies. Lecturer should have a wide and deep knowledge regarding the courses they teach. They also should possess practical experience so their lesson more attractive. This study examined the impact of lecturers’ professional competency on students’ academic performance in higher education. The findings show that the professional competency do not have a significantly relation with students’ academic performance. The detail discussion provided with new insights of various factors which might relate to the performance.
