The speedy development of IT impacts organizational structure, task design, and the work method of employees. As these changes also affect the power and benefits of some users, the development of IS is often deterred. The purpose of this study is to analyze the major factors influencing the political behavior of users in information system development (ISD). Two theories are used to create the research model: (1) The Theory of Planned Behavior (TPB), and (2) Social Exchange Theory (SET): including Machiavellism, power, commitment, and trust four external factors. It is hoped that the results of this research can shed some light on management strategies, especially in terms of reducing or preventing any political behavior that may have negative consequences in the context of ISD.

The purpose of this study is to analyze the major variables influencing the political behavior of MIS professionals in information system development (ISD). The Theory of Planned Behavior (TPB) is used to create the research model. We found that (1) Attitude, subjective norm, perceived political behavior control and perceived political efficacy have different effects on MIS professionals' intention with regard to political behavior in four scenarios; (2) Machiavellism significantly affects MIS professionals' attitudes, subjective norms, perceived political behavior control and perceived political efficacy in four scenarios; (3) As the types of power of MIS professionals are dynamic, no constant relationship exists between the types and the kinds of political behavior displayed in ISD.
