Public-private partnership (PPP) long ago became a worldwide mechanism for the implementation of big-scale state projects, which require significant financing. One of the most widespread areas of PPP application are the sustainable energy development programs, which when successfully carried out become a key to the energy security for any country.  The implementation of similar projects at the national level require the detailed examination and systematization of the international experience, which may be used to elaborate the methodical and practical recommendations for its application in the Ukrainian context. This article analyzes the Asian countries’ experience and introduces the efficiency assessment mechanism for PPP project management by the public sector, based on the analysis made. European countries are well-known leaders in application of public-private partnership for big-scale projects implementation in various economic sectors. Their experience is a good example for Ukraine on its way to energy independence and economic stability. The establishment of partner liaisons with businesses will expand the State’s capacities and facilitate the private sector engagement to profitable and image-building projects for both stakeholders. Prior to elaboration of mechanisms and recommendation for PPP development, an analysis should be carried out to study the international experience of favorable basis establishment to incentivize PPP. The ontological approaches to classification of the national targeted programs were updated to reflect the essence of the targeted sustainable energy development programs. The study of the relevant international experience and domestic practices of clusterization and public-private partnerships has confirmed that for the energy-cluster-based PPPs to be successful the political will of the national government shall be supported by businesses, civil society  organizations, research centers and think-tanks, and administrative centers providing assistance to authorities and territorial communities in preparation and implementation of the targeted programs.

This article provides systematic international experience of legal regulation of critical infrastructure protection in foreign jurisdictions. Some aspects of national critical infrastructure security systems of such as countries Germany, Spain, USA, and Denmark are described. The article determines that at national levels in different countries critical infrastructure protection is mainly regulated by national security strategies, defense strategies and other basic regulatory acts related to the functioning of critical infrastructure and its protection. The article considers aspects of legal regulation of relations in the sphere of public-private partnership and critical infrastructure protection in modern Ukraine. According to the results of the research, it has been established that in Ukraine there are documents of strategic character that regulate the implementation of public-private partnership, which should become a mutually beneficial factor that will facilitate mutual integration processes. Main directions for developing public-private partnership in the field of critical infrastructure protection in Ukraine have been suggested. European countries are recognized leaders in the use of public-private partnerships in project management for large-scale infrastructure projects, including those that contribute to energy efficiency in various sectors of the economy. Their experience is a useful example for Ukraine in its quest for energy independence and economic stability. Establishing partnerships with business will increase the resources of the state and promote the involvement of the private sector in the implementation of profitable and image projects for both stakeholders. The development of mechanisms and recommendations for the development of public-private partnership (PPP) should be preceded by an analysis of international experience in creating a favorable and attractive environment in which public-private partnerships can be intensified. Since energy efficiency is the key to the successful functioning of the economy of any state, it is necessary, creating the conditions for the successful functioning of public-private partnership, to develop programs and projects to improve energy efficiency, which will be implemented under the PPP on a priority basis.

Based on the international experience, the paper suggests a range of new progressive approaches in the implementation of state innovation policy through building innovation clusters in the framework of public-private partnership along with identifying the stages of creating and implementation of innovation clusters policy within PPP at meso- and microlevels. Estimation of financing variants hierarchy for innovative clusters development projects in the framework of public-private partnership is provided.

The presented study examines the problems of public and private funding in the innovation domain of the national economic system. Based on the analysis of foreign experience, the authors propose creating federal and regional innovation funds within the Russian economic system driven by publicprivate partnership.Aim. The study aims to substantiate potential directions for the program of public-private funding of the national innovation system.Tasks. The authors examine the existing mechanism of innovation funding from the perspective of development of the national economic system; analyze the foreign experience of public funding of innovation-driven development of the economic system; examine approaches to solving the problem of public innovation funding in Russia; substantiate the implementation of innovation funds based on the principles of public-private partnership into the national economic system.Methods. This study uses the methods of institutional and structural analysis and the systems approach to formulate proposals and substantiate the implementation of innovation funds into the national innovation policy.Results. Based on the analysis of the funding mechanism of the national innovation policy within the national economic system, and considering the experience of the world’s developed innovation-driven economies, the authors substantiate the implementation of innovation funds based on the principles of public-private partnership and aimed primarily at providing financial support for the corporate sector of the national economic system in the field of innovative technologies.Conclusions. With a view to create an efficient funding model for the innovative development of the national economic system in Russia, the study substantiates the need to establish a system of federal and regional innovation funds based on public-private partnership. Their functions would include accumulation of funds and their allocation among individual innovation projects with clearly defined results. The activity of the established federal innovation fund can be differentiated to cover the most important directions and critical technologies, thus improving Russia’s position in the global competition. The purpose of regional funds is to ensure technological development that would enhance the competitiveness of regions at the national level (with allowance for regional specialization and development of mass innovative entrepreneurship). Combined with the use of such market tools as providing financial guarantees on investments in innovation, this will ensure positive dynamics of innovative development of the national economic system as a whole.

Purpose. The purpose of the article is to study the legislation governing the formation and operation of the financial mechanism of public-private partnership, as well as to substantiate measures to address its gaps. Methodology of research. The following methods are used in conducting the research: an analysis and comparison – in study the normative and legal acts in relation to adjusting of financial mechanism of public-private partnership. The logical assessment was used to substantiate proposals for improvement and the main aspects of the development of legislative support of this mechanism. The generalization was used in the process of formulating conclusions based on the results of the analysis. Findings. It is established that normative and legal base for the development of the financial mechanism of public-private partnership is at the stage of formation, accompanied by a number of problems and constraints that hinder the development of the mechanism. It is multilevel, confusing, complex and bureaucratic. Therefore, the need to develop a state strategy for the development of partnership between the state and business at the national level is substantiated; establishing compliance between the legislation of general and specialized action; development and adoption of legislation that would regulate the partnership between the state and business in various types of economic activities and areas of social infrastructure, etc. Originality. Recommendations have been made to improve the legislative support for the development of the financial mechanism of public-private partnership, which, in contrast to the existing ones, will make it possible to resolve contradictory provisions in the field of cooperation between the state and business. Practical value. The practical implementation of the proposed measures will create favourable legislative conditions for the development of this mechanism, which will allow to solve state problems in the economic sphere and social infrastructure, as well as to stimulate entrepreneurial activity. Collaboration with corporations, small businesses, non-governmental organizations and civil society organizations to provide socially beneficial goods and services. Public enterprises and the private sector cooperate in providing services and infrastructure through a variety of mechanisms. The level of performance and development of public enterprise in the country are very low due to corruption, management inefficiencies, overstaffing and inflation. This paper therefore in tend to highlight the different mechanisms of public private partnership (PPPs) in the management of public enterprise including concessions, build-operate- and- transfer (BOTs) arrangement, joint ventures and informal and voluntary cooperation as applied in some Latin American and Asian countries. The paper recommends that the government should clearly identify goals and objectives of public private partnerships and embody them in an official set of laws, develop strategy for management plan for public private partnerships and create employment protection measures for current government employees in organization that will go in to public private partnerships.

The development of the tourism sector in Sumenep City continues to be encouraged to improve the community's economy and increase Regional Original Revenue. But unfortunately the target of foreign tourist visits can not be achieved because of the availability of inadequate infrastructure. To meet these shortcomings, the Sumenep City Government established a partnership with PT. Persada Investama Karya Utama to establish a three-star hotel "de Baghraf". This study aims to describe the implementation of the Public Private Partnership (PPP) and describe in detail the benefits and the constraints faced in the construction of the three-star hotel "de Baghraf" in Sumenep conducted by the Government of Sumenep City with PT. Persada Investama Karya Utama. This research uses descriptive qualitative research methods using PPP theory. The results of this study indicate that the collaboration carried out using the Build Own Operate (BOO) partnership scheme is following the stipulated conditions because it has fulfilled the 9 (nine) stages of the implementation of Public Private Partnership. The benefits obtained from this Cooperation are supporting the implementation of Visit Sumenep and supporting tourism development programs, profits from hotel operations, and employment. Several obstacles were encountered such as low investor interest and difficulty in finding skilled human resources.
