The Development Planning Agency, Regional Research and Development of the City of Manado is a body that assists the Mayor in supporting government affairs in the fields of planning, research and development. In each program and activity requires funds, to see good financial use, a good budgeting process is needed that is in accordance with the guidelines in legislation which can reduce the risk of ineffective use of the budget. The purpose of the study was the Bapelitbangda of Manado city to provide information on how the government adhered to every regulation and policy regarding budgeting to create an accountability public sector organization. In accordance with Minister of Home Affairs Regulation No. 33 of 2017 concerning budgeting guidelines where Bapelitbangda is quite effective in implementing every rule and policy of regional government in terms of budgeting.Keywords: public sector budgeting process, Bapelitbangda Manado City

The government places research and development (R & D) to take a significant role in implementing local government in an agency. However, there are still many regional research and development tools joined by the Regional Development Planning Agency (Bappeda). This research is qualitative research that aims to describe the conditions and problems of regional research and development joined by the Regional Development Planning Agency (Bappeda) and the strengthening strategy and role of regional research and development tools in planning dominance. Primary data were collected through online surveys and in-depth interviews and secondary data through the study of documentation and related statutory regulations. Data analysis was carried out descriptively. The results showed that the regional research and development under the Regional Development Planning Agency (Bappeda) still face internal and external obstacles. Their roles and functions are not optimal. This study recommends strategies for strengthening regional research and development and mechanisms for synergizing the roles of research, development, and planning.

The Number of sidewalk vendors in Bandung has reached 11,000 with no decline in growth according to the survey conducted by Indonesian University of Education/ Universitas Pendidikan Indonesia (UPI) in collaboration with Badan Perencanaan dan Pembangunan Daerah (Bappeda or regional development planning agency) Bandung. Sidewalk vendor is one of the main contributors to the dirtiness and traffic congestion in Bandung. Bandung has passed a Regional Regulation Numbered 3 and 5 about Cleanliness, Orderliness and the Beauty to prevent and to build the  sidewalk vendors. However, lack of legal awareness and law enforcement may constrain the effectiveness of the regulation. Those regulations are particularly Bandung Regional Regulation Numbered 4/ 2011 concerning sidewalk vendors in which imposing high fine sanction not only for the seller but also for the buyer to prevent them from violating those regulations. To analyze the the compliance level of society and the effectiveness of fine sanction for the violation of regulations, this research used juridical normative approach and comparative method by comparing the regulation in Bandung with other Regional regulations related to sidewalk vendors in other cities in Indonesia such as in Surakarta and Surabaya. This research found that the law enforcement to the violation of sidewalk vendors regulation in Bandung city is not optimum due to lack of awareness to obey the law. The criminal sanction such as fine and forced fees are not able to prevent the violation of sidewalk vendors regulations. This research suggest that The Regional government of Bandung City: (1) needs to find a right model to keep sidewalk vendors in order by looking at the characteristics of the society and its social culture; (2) needs to search for a way to increase society’s compliance to any policies made by the government; and (3) needs to revise the current regulation

Expenditure is one component that is of public concern in the Budget Realization Report. This study aims to: (1) find out the procedures for preparing the budget for the Manado City Regional Research and Development Planning Board (2) find out the consideration factors in preparing the budget for the Manado City Regional Research and Development Planning Board (3) Analyze the difference between the realization with a budget for the Manado City Regional Research and Development Planning Agency. The analytical method used in this thesis research is a descriptive method in which all data relating to the budget are collected to be analyzed and then drawn a conclusion. The results obtained show that the procedures for preparing the budget and the factors considered in preparing the budget are good, even in the implementation of the preparation are in accordance with the guidelines and the results of the analysis of variance (deviations) from the 2016-2018 fiscal year are still profitable because the realization is still lower than budgeted.

Abstract. Participatory development has become one of the main keys in development in accordance with what the community wants and needs. Community in participatory development is also a major highlight in the context of success in development. In participatory development in the City of South Tangerang, it is organized by the Tangsel Youth Planner (TYP) Program, which is the result of a collaboration between the South Tangerang City Development Planning Agency and the local community, namely the Tangsel Creative Foundation, which contains South Tangerang youth or local millennials. In previous research, it was said that the barrier to community participation was due to the lack of participation forums such as the Tangsel Youth Planner Program. From the results of this study it was found that it is very important for local community participation in development such as the Tangsel Youth Planner program. It is also known that the Tangsel Youth Planner program has the characteristics of an interventionist social development and uses a social development approach by the government. Abstrak. Pembangunan partisipatif sudah menjadi salah satu kunci utama dalam pembangunan yang sesuai dengan apa yang di kehendaki dan dibutuhkan oleh masyarakat. Masyarakat dalam pembangunan partisipatif juga menjadi sorotan utama dalam konteks keberhasilan dalam pembangunan. Dalam pembangunan partisipatif di Kota Tangerang Selatan di wadahi oleh Program Tangsel Youth Planner (TYP) yang merupakan hasil kerjasama Bappeda Kota Tangerang Selatan dengan Komunitas Lokal yaitu Tangsel Creative Foundation, berisi anak-anak muda Tangerang Selatan atau milenial lokal. Pada penelitian sebelumnya dikatakan bahwa hambatan partisipasi masyarakat dikarenakan minimnya wadah partisipasi seperti Program Tangsel Youth Planner. Dari hasil penelitian ini didapati bahwa sangatlah penting wadah partisipasi masyarakat lokal dalam pembangunan seperti adanya program Tangsel Youth Planner. Serta diketahui bahwa program Tangsel Youth Planner mempunyai karakteristik pembangunan sosial yang bersifat intervensionis, serta menggunakan pendekatan pembangunan sosial oleh pemerintah.

The purpose of this study is to find out how the mechanism of cutting and reporting by the National Agency for Research and Development of South Minahasa District. The method used is descriptive analysis. The results of this study indicate Research and Development Planning Agency South Minahasa regency has been carrying out obligations in cutting and article 21, article 22, PPn. However, reporting is delayed from the deadline. We recommend that the Research and Development Planning Agency of South Minahasa Regency always pay attention to the time of reporting to not exceed the time limit specified in order to avoid. Information technology is changing the role of government, its functions, and its power. The long process of transformation of public sector organizations and the applications of computer technologies have started the talk about electronic government. In the last ten years, the debate concerning e-government has been the subject of various studies, promoting analyses, research approaches, and empirical surveys. Even so, there is still much confusion about the meaning of this term and the word e-government is often used in reference to e-voting, e-democracy, or e-administration. Therefore here we intend to provide the reader with some guidelines, trying to explain a concept that, although little more than ten years old, finds its roots in the ancient idea of the information society. We can start by saying that e-government represents just a single fragment of the broad discourse about the impact of information technologies on society. It is not an administrative experiment but a permanent part of the governmental process. According to Jane Fountain’s (2004) idea, we can define e-government as “the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies” (para. 2). In this prospective, the Internet can be considered as a variable, which has been grafted onto the wider ground of factors leading to the transformation of government roles. Moving from this point, e-government will be analyzed as an intersection of two main trends. The first of these is the overall transformation of public sector organization. In this respect, the Internet variable has to be considered in the entire process of the government reinvention that made scholars talk about a major new revolution after the industrial one. The second trend is the information society development, a process that started since the 50s catching very soon the interest of governments.

−In the present era, it is easy to fin information, but not all information obtained is valid information. Manytourists want to know about a place to visit. In addition, due to lack of promotion by the government, so many touristattractions that have the potential to increase icnomes many people doesn’t know about the location of tourism. Bogor is thelargest area attract tourists, especially local tourists. But many tourist attractions in the area of Bogor that has not beensought by the tourists. Researchers assume that it takes an applications that provide accurate information to increase touristin Bogor, to reduce the shortage and make it easier for tourists to know information about the sights to be visited, researcherstry to find a solution. "Tourist Application in Bogor Region" is used to provide information for local and foreign tourists.This becomes an opportunity for the Bogor regional government to improve services and facilities in the city, so that touristscan feel comfortable coming to visit in the city of Bogor.

The imbalance between the land supply and the need for land, has caused many problems, sometimes the problem is very difficult to find a solution. With the redistribution of the TORA program in the Southeast Sulawesi province, it helped to slow down the problem slowly. Problems that often occur in the TORA program are generally narrow and unequal land ownership, land conflicts, legal inconsistencies, and damage to natural resources. To that end, the implementation of landreform activities in support of the TORA program in Southeast Sulawesi Province is a synergy of programs from the Central Government which is coordinated with the local Regional Government, in this case the Forestry Service, Forest Area Strengthening Agency, National Land Agency, Regional Development Planning Agency, Cipta Karya Construction and Design, Department of Agriculture and Animal Husbandry in the Southern Province. So that the true purpose of the Agrarian Reform is to restructure the structure of ownership, use and utilization of agrarian resources, especially land by the state as the basis of national development to realize a more equitable agrarian structure for all Indonesian people, in this case the people of Southeast Sulawesi Province.
