The government places research and development (R & D) to take a significant role in implementing local government in an agency. However, there are still many regional research and development tools joined by the Regional Development Planning Agency (Bappeda). This research is qualitative research that aims to describe the conditions and problems of regional research and development joined by the Regional Development Planning Agency (Bappeda) and the strengthening strategy and role of regional research and development tools in planning dominance. Primary data were collected through online surveys and in-depth interviews and secondary data through the study of documentation and related statutory regulations. Data analysis was carried out descriptively. The results showed that the regional research and development under the Regional Development Planning Agency (Bappeda) still face internal and external obstacles. Their roles and functions are not optimal. This study recommends strategies for strengthening regional research and development and mechanisms for synergizing the roles of research, development, and planning.

The Development Planning Agency, Regional Research and Development of the City of Manado is a body that assists the Mayor in supporting government affairs in the fields of planning, research and development. In each program and activity requires funds, to see good financial use, a good budgeting process is needed that is in accordance with the guidelines in legislation which can reduce the risk of ineffective use of the budget. The purpose of the study was the Bapelitbangda of Manado city to provide information on how the government adhered to every regulation and policy regarding budgeting to create an accountability public sector organization. In accordance with Minister of Home Affairs Regulation No. 33 of 2017 concerning budgeting guidelines where Bapelitbangda is quite effective in implementing every rule and policy of regional government in terms of budgeting.Keywords: public sector budgeting process, Bapelitbangda Manado City

The Attorney General of Indonesia issued regulation No Per014 / A / JA / 11/2016. About the guards and security of the government and regional development.This research aims to know and analyze the role of the Government and Regional Development Guards and Security Team in the prevention of corruption, how effective the TP4D is in carrying out its duties and authorities, and what obstacles are found in the field in relation to the duties and authority of the Government and Regional Development Guard and Security Team and how is the solution in providing legal assistance to government administrators to prevent the occurrence of criminal acts of corruption.The research method used is juridical sociology by using primary and secondary data. Primary data collection techniques carried out by interviews, and secondary data by reading, studying and analyzing primary legal materials, secondary legal materials, tertiary legal materials with qualitative analysis techniques, interpreted logically and systematically and drawn conclusions.The conclusion in this study is that the role of the government security guard and regional development (TP4D) team in preventing corruption is passive based on requests from government agencies. The legal product from TP4D is a legal opinion both incidentally and ongoing legal assistance according to the request of government agencies.Keywords: Prosecutors' Office; TP4D; Corruption.

Nationally, the program to rejuvenate oil palm has become a concern of the Government. It is supported by the policy of replanting grant funds using funds from the Oil Palm Plantation Fund Management Agency (BPDPKS), including West Sumatra Province. In Dharmasraya District, KUD Suka Maju received grant funds to realize replanting in 2019, while KUD Bukit Jaya was for realization in 2020. This paper describes the activities' results to the two KUDs in preparation for replanting oil palm using BPDPKS funds. The activity's objective is to encourage and revive the spirit of cooperation in the KUD and help accelerate the effective coordination among stakeholders in the replanting program in the district of Dharmasraya. In the context of broader regional development, particularly the development of sustainable oil palm plantations, this oil palm replanting program needs to involve stakeholders from the initial planning stages to implementation and evaluation. Coordination between related government agencies requires the participation of the Regional Development Planning Agency (Bappeda) as the coordinator of regional planning, and it is necessary to internalize the replanting program plan with all its aspects into the Office's Strategic Plan (Renstra) and the Regional Medium-Term Development Plan.

Expenditure is one component that is of public concern in the Budget Realization Report. This study aims to: (1) find out the procedures for preparing the budget for the Manado City Regional Research and Development Planning Board (2) find out the consideration factors in preparing the budget for the Manado City Regional Research and Development Planning Board (3) Analyze the difference between the realization with a budget for the Manado City Regional Research and Development Planning Agency. The analytical method used in this thesis research is a descriptive method in which all data relating to the budget are collected to be analyzed and then drawn a conclusion. The results obtained show that the procedures for preparing the budget and the factors considered in preparing the budget are good, even in the implementation of the preparation are in accordance with the guidelines and the results of the analysis of variance (deviations) from the 2016-2018 fiscal year are still profitable because the realization is still lower than budgeted.

The performance of members of an organization is needed to support organizational performance. The performance of employees at the DKI Jakarta Provincial Development Planning Agency will affect the performance of these government agencies. The purpose of this study is to find out how much the role of organizational culture, motivation, and training in order to improve the performance of employees in the Regional Development Planning Agency of DKI Jakarta Province, both simultaneously and partially. The method used in this research is descriptive and verification method. The source of the data in this study were employees of the DKI Jakarta Provincial Planning Agency. Primary data was collected by way of questionnaires and interviews with employees BAPPEDA Jakarta. Secondary data was collected by means searches the documents that are relevant to the problem under study. The results of descriptive data analysis on the research variables indicate that organizational culture, motivation, training, and employee performance in the DKI Jakarta BAPPEDA are in the good category. Organizational culture, motivation, and training have a significant role in order to improve employee performance , which is equal to 72.2%. Variable motivation has a role more dominant in order to improve the performance of employees of Bappeda Province of Jakarta as having beta value most 37.1%.

National / Regional Development Planning (PPN/D) is a derivation of political promises of the head of state / region, hence the National and Regional Development Planning tends to be momentary interests of the head of state / region and / or elitists around him. The National and Regional Development Planning which is put into the program and made as a project can be colored by the elements of corruption, collusion and nepotism and that the program / project is likely to be executed at random. The liability for acts of corruption, collusion, and nepotism that leads to the failure of the National / Regional Development Planning is still noticeably blurry and so light, and limited only when the accountability report of the implementation of the National and Regional Development Planning is declared “rejected”, then the head of state / region concerned would be requested to fix it and / or he could no longer run. On the other hand, the National / Regional Development Planning must have used a large number of resources, so it is interesting to see more deeply, such as the possibility of criminal sanctions which can be imposed as a “deterrent” of a bad faith of the whole process National / Regional Development Planning. Based on those mentioned above, this paper will discuss the possibility to request criminal liability for the failure of the National / Regional Development Planning. The research method used is qualitative descriptive, using secondary data, a literature search. Since the head of state/region is the responsibility center of the government administration, the head of state / region must be responsible for the implementation of National / Regional Development Planning. The rejection of the accountability report presented by the head of state / region is a measure of the failure of the National/Regional Development Planning. Since the National / Regional Development Planning is a derivation of the political promises of the head of state / region at the time of the election campaign, the criminal offenses of fraud could be made as the basis of criminal liability for the failure of the National / Regional Development.

A good cash disbursement system in government agencies has several important benefits, among others, is to make effective the costs incurred by government agencies, prevent the occurrence of misuse, misappropriation and embezzlement of cash and help agencies in predicting the determination of the amount of cash budget that should be available for activities in the coming period. This study aims to determine the cash disbursement system based on Domestic Regulation No. 21 of 2011. The research was conducted at the Manado Regional Research and Development Planning Board. In this study the source of the data used is primary data obtained directly through interviews and the informant used was the chairman of the financial sub-section. The results obtained showed that the accounting information system regarding the cash disbursement system was good, even in its implementation it was in accordance with Domestic Regulation No. 21 of 2011

The method used is descriptive analysis. The results of this study indicate Research and Development Planning Agency South Minahasa regency has been carrying out obligations in cutting and article 21, article 22, PPn. However, reporting is delayed from the deadline. We recommend that the Research and Development Planning Agency of South Minahasa Regency always pay attention to the time of reporting to not exceed the time limit specified in order to avoid. Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.
