Agritourism marries Florida’s two largest industries, tourism and agriculture, to provide an on-farm recreational experience for consumers. Although Florida trails many other states in the number of agritourism operations, the number of Florida farms offering recreational experiences more than doubled from 2007 to 2012. The regional government policies on vegetables agribusiness development is carried out through agropolitan area development program. The aims of this study are : (1) To get informations on perception of vegetables farmer’s towards the regional government policies in the efforts of vegetables agribusiness development, (2) To get informations on the vegetables farmer’s efforts to increase vegetables agribusiness through agropolitan area development program, and (3) To analyze the correlation of farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development with the farmer’s efforts to increase vegetables agribusiness. The method of this study is using descriptive correlation. Some important results of this study are : (1) The vegetables farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development is high, (2) Vegetables farmer’s effort to increase vegetables agribusiness is high, and (3) There is significant correlation between vegetables farmer’s perception and the efforts of the vegetables farmer’s to increase vegetables agribusiness, such as : partnership with the entrepreneurs, on-farm management, and marketing management. The supporting sub-system merit such as : the micro financial institutions, agricultural education and training, agricultural extention, faciliting of regional governments to provide market places at main market in Jakarta should be increased.

AbstractThis research promotes our understanding of organic farmers' decisionmaking through individual farmers' experiences. A twofold survey was conducted to investigate characteristics of certified organic farmers in Colorado. Data from a mail survey (26 responses to 49 surveys sent) reveal patterns of farm operations and attitudes among this group of farmers. These questionnaires focused on land use, land tenure, operational change, and personal characteristics. In-depth interviews of five case study farmers provide additional insight into farmers' agricultural decisionmaking. These interviews were conversations that the farmers guided toward topics of relevance to them. Taken together, the mail and interview surveys provided information about on-farm operational factors and personal characteristics. Quantitative analysis and qualitative data reduction techniques were used to identify factors in organic farmer decisionmaking. The following eight factors help us understand organic agriculture in this region: diversity, challenge, change, businesslike approach, no formal agricultural education, love of the land, anti-”radical environmentalist,” and obstacles.

The State of California requires local governments to pay attention to seismic safety in formulating general plans for urban development and in permitting and inspecting new construction and remodeled existing structures. The Northridge earthquake provided an opportunity to determine whether these provisions, which have been mandatory for more than two decades, actually result in lower property damages. Using data on the number of structures damaged in the Northridge event, we show that, for suburban jurisdictions, damages were lower when local governments formulated broader goals for seismic safety, developed policies to make the public more aware of seismic risks, and expended more resources on enforcing the seismic provisions of building codes. Thus, seismic safety mandates on local governments can lead to lower property damages, and these benefits are enhanced when local governments expend more effort on their implementation.

Over the past fifty years, several different types of publicly sponsored programs have been devised by state and local governments for the express purpose of encouraging owners to maintain land in an agricultural use. Although these units of government can, and do, wield considerable police power or regulatory influence, most attention has been given to voluntary, incentive-based approaches. First-generation programs were developed beginning in the mid-1950s, with state legislation centered on the provision of direct cash benefits via reduced property tax levies on farm real estate (Tremblay et al. 1987).

Abstract Building codes have been stressed as a means to reduce losses from hurricanes, earthquakes and other natural hazards. Almost all U. S. states have adopted a building code, but codes must be enforced to actually strengthen the built environment. This paper explores the determinants of building code enforcement across states using ratings from the Insurance Services Office. Overall enforcement is not outstanding, as only five communities nationwide have the best rating of 1, and less than 7% have one of the three top ratings. Although stressed as a means to reduce natural hazards losses, enforcement is not better in states vulnerable to hurricanes and is actually lower in earthquake vulnerable states. Enforcement generally improves with a larger state and local government, while political corruption reduces enforcement. Building codes are better enforced in more urban states, consistent widi beneficial competition between local governments, while inequality does not significantly affect enforcement.

To meet global demands towards food security, safety as well as sustainable agriculture and food systems innovative approaches are inevitable. Despite the growing body of literature in both innovation research and in values and aims, what has been explored to a lesser extent is the bridging link between these areas. This study represents a first step in addressing this relationship. Policy- and decision-makers foster sustainable innovation in agriculture, since on-farm innovation and innovation adoption have attracted their attention as a means of enhancing competitiveness as well as socially and environmentally benign farming also benefiting rural areas. By using a negative binomial model we explore the relationship between farmers’ innovativeness and those values and aims which guide farmers’ farm-management decisions as well as other farm/farmer characteristics. Based on a sample of 174 Austrian farmers agricultural education is found to be an essential driver of innovativeness. Regarding the different values we find that self-direction and hedonistic values, in contrast to achievement and economic, are associated with more innovative capabilities. In conclusion, we see a need to foster self-direction and hedonistic narratives in policy and extension service, together with reducing the focus on an economic angle to promote farmers’ innovation capabilities.

As the 2009 dairy crisis drew attention to the situation of dairy farmers in Europe, the extent of strategical power left to farmers in dairy cooperatives of increasing size is a frequently raised issue. Four dairy cooperatives collect 97% of the milk in the Walloon Region (in the southern part of Belgium). Two of them integrated agro-food multinationals. We decided to analyze the trajectories of Walloon dairy farmers exploring alternatives to the delivery of milk to these mainstream dairy cooperatives. We focused on the territories situated to the east of the Walloon Region, where dairy farming represents 75% of farming revenues. Alternatives consist either of processing milk on farm or in concluding a contract with a cheese processor collecting milk directly from farmers. Our objective was to understand the issues faced in these alternative trajectories and the reason why these alternatives remained marginal. We designed a qualitative case study based on interviews with farmers and local cheese processors. We mobilized evolutionary approaches on the stability and transitions of systems and approaches of change at the farmer level. It appears that the alternative trajectories remain embedded in a broader dairy context. The lock-ins emerging from this context determine the evolution of the farming model towards intensification and the individual identity and capabilities of farmers. We present a model of interconnected and embedded lock-ins, from the organizational frame of the regime to the individual frame. This model illustrates how the agency articulates with structural dynamics. We propose structural measures in the organization of agricultural education and in terms of support to alternative supply chains that will enhance agency in favor of a change.
