Introduction. Reforming the territorial organization of power on the principles of decentralization is one of the key areas of systemic social transformation in Ukraine. The development of a country is impossible without the development of its regions and depends on how effective and efficient is the management of human resources at the regional and local levels, which act as an economic resource and ensure its social integrity and capacity to implement reforms at the regional level. Aim and tasks. The purpose of this article is to study the impact of decentralization reforms in Ukraine, in particular its impact on management efficiency and ensuring the stability of human resources development for the balanced development of territorial socio-economic systems. Results. The paper considers theoretical and practical issues of decentralization as a process that is currently taking place in Ukraine. Emphasis is placed on the fact that decentralization should become a development factor for social, cultural, economic, financial, environmental and other systems, and through these systems a development factor for citizens. At the regional level, it is within the territorial socio-economic systems that human potential is concentrated and human resources are reproduced, which are a source of competitive advantage. Conclusions. The lack of rational zoning of territories and a balanced administrative-territorial structure is due to the lack of effective regional management, which should be based on the use of improved organizational and economic mechanisms for the development of administrative-territorial units. In conditions when human resources were considered not as a factor of production, but as an important resource for achieving the goals of the organization, uniting the interests of representatives of united territorial communities becomes the main principle of reproduction of human resources and balanced development of territories. To achieve the self-sufficiency of local self-government, a number of objective and subjective dangers of the development of undesirable political consequences are currently hindered. The decisive factor in overcoming the negative processes in the economy and social life of the country is the formation of personnel policy in a decentralized government, as the ability of government to manage effectively depends on the professional level of its managers.

Abstract Introduction Cauda Equina Syndrome (CES) has a devastating impact on the life of affected individuals. Most patients are reviewed by doctors who do not have specialist spinal expertise. NHS Lanarkshire guidelines for CES are based on ‘Standards of Care in Cauda Equina Syndrome’ (Todd and Dickson) 2016. Method Documented assessment of a sample of patients with suspected CES in our hospital was audited against standards set in regional guidelines. A tick-box proforma was introduced to standardise assessment, with re-audit thereafter. Chi-squared was used for statistical analysis. Results Cycle 1 (2018): Documented assessment of findings in 30 patients - bilateral radiculopathy (80%), urinary incontinence (93%), faecal incontinence (73%), anal tone (93%), saddle anaesthesia (83%), bladder volumes (90%) and ASIA chart (20%). Cycle 2 (2019): Documented assessment of above findings was 100% in patients where a proforma was used. Proforma was used in 81% of patients. Conclusions Use of a standardised proforma improved assessment of CES. There was a statistically significant improvement in use of an ASIA chart (P < 0.01) and assessment of faecal incontinence (P = 0.039). Compliance with use of this proforma could be improved further, to enhance patient care. Following the success of the proforma, it is being reviewed for implementation on a regional level.

The process of reproduction of human capital at the regional level requires the development and implementation of a special set of mechanisms and instruments of territorial administration, adapted to the conditions of functioning and development of regional economic systems. The article substantiates the mechanisms for activating the economic relations of reproduction of the region’s internal resources. The process of reproduction of human capital has been highlighted as a priority area of regional economic policy. The target direction of financial and investment support for the process of generating human capital has been identified. The dynamic management of the interests of the subjects of the human capital reproduction process has been determined. The priority of institutional tools to revitalize the internal resources of the region has been defined.

This article is devoted to a detailed analysis and formation of guidelines for intensifying the development of regional economic systems in the formation of the theory of creative economy under the influence of its characteristic intellectual and innovative determinants. A brief description of the studied theoretical concept is given, on the basis of which a list of key features that characterize economic systems built on the principles of creative economy is identified.  The key features of the implementation of the basic provisions of the theory of creative economy in the existing regional economic systems are formed.  The main subjective levels of realization of economic relations at which creativity manifests itself are identified, namely the personal level, entrepreneurial level, regional level and the level of the national economy.

Abstract Fiscal pressure is often considered a barometer for the impact and level of taxation experienced by individual taxpayers and businesses. In Romania, the study of the tax burden has been and will remain a highly debated topic in a national as well as European context. Thus, in this article, we conducted a descriptive statistical analysis of the evolution of the tax burden in Romania, and showcased the research results in different graphically expressive ways (maps, tables, graphs), all presented from a dual perspective. On the one hand, we followed the impact of taxation on households, and on the other hand, in a broader approach, we highlighted the tax burden reflected at the county and regional level
