The economic interaction of the constituent entities of Russian Federation is manifested in the strengthening of mutual trade contacts between them. An indicator of mutual trade between regions is intraregional trade turnover. The purpose of this article was to identify and substantiate the features of the intraregional trade turnover of Southern Federal District based on data on its levels, dynamics and structure. At the same time, the trade turnover was considered as a result of the development of mutual trade flows and an indicator of the effectiveness of trade and economic relations between regions. In the course of the study, the economic and statistical method prevailed, associated with the calculation, analysis and interpretation of relative statistical indicators, their visualization through graphic-analytical images. Based on the system of statistical indicators, the article examines the specific features of intraregional trade turnover of Southern Federal District in comparison with data from other federal districts of Russia and national levels. Southern Federal District occupies insignificant positions in the ranking of the federal districts of Russia in terms of retail and wholesale turnover, which does not correspond to its resource, production and demographic potential. The authors identified the following features of intraregional trade in Southern Federal District: the predominance of the segment of private trade enterprises in retail trade; a high share of the market and fair trade format in the sale of consumer goods; dominance of stationary outlets in retail turnover; expansion of network retail. The materials of this article have analytical significance and can be used as an information basis for making managerial decisions in the field of regional economic policy to activate mutual trade flows of the regions of Southern Federal District and expand mutual trade contacts between them.

In this article, I consider a new approach that can be used to build regional economic policy. The current situation of economic development makes new demands on the process of determining priorities in development, which later becomes key elements in decision-making at the state and regional levels. It is important to apply different methods and techniques for collecting and processing information. In 2019, a study was carried out to estimate the opinion of the expert community (50 people) about the problems and priorities of economic development in a particular region, an example of which was the autonomous-territorial unit Gagauzia (Gagauz Yeri) of the Republic of Moldova. Based on the results obtained, the author presented the results of the study and developed recommendations for the application of the expert approach in the future, when regional authorities develop strategic decisions and elaborate the documents at the regional level.

The article examines the investment potential of the territories of the Republic of Uzbekistan and the issues and investment distribution problems in them. Also, in the article predictions were made using programs of mathematical models of artificial neural networks in the analysis of distributions process problems,and the results were determined by comparing the results with trend and panel methods. Sustainable territorial socio-economic development is determined by general laws of country socio-economic development, the share of export products in the total output of the region, depending on the composition of the gross regional product, in key sectors of the economy is determined by features such as competitive product, scientific potential, population income. Therefore, the problems that arise in ensuring the socio-economic development of the region in modern conditions will have their own regional characteristics.Addressing the territorial socio-economic development problems require strengthening the regulatory role of the state in determining regional economic policy, governance, the development of effective systems, tools and methods of state regulation. Sustainable territorial socio-economic development also depends on the self-sufficiency level of resources and effective budget finance, credit, tax and price policies.

The spatial approach to the study of the development of small enterprises is an actual scientific direction. There are gaps in the effective practical implementation of the spatial capabilities of small enterprises, which consist in fine-tuningthe system of state and municipal development of the small enterprise sector. The purpose of this study is to form practical recommendations to the authorities on the implementation of the spatial potential of small enterprises on the example of the Samara Region. The article examines the set of small enterprises of the Samara Region, taking into account the principle of joint consideration of legal entities and individual entrepreneurs based on information obtained from the publications of Federal State Statistics Service and the Unified Register of Small and Medium-sized Businesses. General scientific methods are used: analysis, logical, synthesis, as well as special methods: content analysis, program-target. Proposals for the development of small enterprises in the multi-level economic space of the region and comments on the adjustment of the institutional framework of the regional economic management system are formed on the example of the Samara Region. The scientific significance of the results obtained is to increase the validity of the regional economic policy pursued by the authorities. The practical significance of the work lies in the possibility of applying the system of strategic planning documents at the regional and sub-regional levels in the development and adjustment of the system. The recommendations made are proposed to be taken into account as additions to the regional system of strategic documents of the Samara Region.

Modern technologies allow much higher rate of prosperity than normally seen around the globe. The development can be achieved based on the local resources. Pyrolysis should play the central role on the initial stage of the processing of the biomass. The practical experience made by the development engineers allow to make solid conclusion about the current problems faced during the introduction of the technology. The introduction of pyrolysis technologies, especially in developing countries, faces non-engineering problems. The assessment of the economic viability of the introduced technological process can be performed based on the coverage of the global deficit, primarily in terms of resources substituted as inputs. To motivate the local population, it is proposed to introduce a large number of small production facilities with a unified system of coordination of producers and partial transfer of ownership rights. The regional economy should undergo the balanced growth and be protected by cheap quasi real regional currency and expensive accumulative currency. The reginal saving rate can be regulated, allowing for the accelerated rate of regional investments. New green technologies based on pyrolysis should allow for the new regional economic policy named “Green economic defensive initiative”.

The decentralization reform that is actively developing in Ukraine requires new approaches to the formation of regional economic policy. The development of Ukraine as a democratic, independent country requires improving the quality of public administration, the formation of effective socio-economic policy. The vector of reform changes in the economic system of the region is financial decentralization, which is based on the social needs of united territorial communities. Financial decentralization is one of the important conditions for the independence of local authorities and serves to effectively ensure the provision of public services based on the necessary local needs. The scientific article examines the impact of budget decentralization on the budget of Poltava region. The statistics of revenues and expenditures in the period before the reform and after its implementation are analyzed. On the basis of empirical data with the help of adaptive models the forecast values of local budget revenues for the future period are calculated, the percentage of accuracy and quality of the forecast is determined. The disadvantages of using models of general use are determined on the basis and methods of their improvement by adaptation of correlation coefficients to factors of the Ukrainian economy are offered. Prospects for the development of reform in Ukraine have been identified.

The methodology of regional management has been considered in this article. It has been noted that it consists of three components: economic, social and environmental, which are in interaction with each other. It has been concluded that the methodology of regional management should be aimed at involving different participants in the development process and planning in order to create a common perspective. It has been determined that the implementation and enforcement of regional economic policy is the most important component through which it is possible to achieve effective implementation of management decisions. It has been concluded that the methodology of regional management includes several components, namely: development of a strategic platform, component plans and a plan for monitoring and evaluation of implementation measures. Of these three components, such a component as the analysis of regional economic policy has been identified. Conduction of a qualitative economic analysis of regional economic policy is a very important element of the methodology of regional management, because thanks to it this is possible to determine the priority of the application of all regional policies. As mentioned earlier, economic analysis of regional policy is an integral part of the methodology of regional management. Based on the work of Olexander Kilievich in which two aspects of any economic analysis of regional economic policy (positive and normative) are distinguished, the sequence of economic analysis of regional policy has been provided. It has been noted that the facts need to be analyzed first, the next step is to analyze the values and the last step is to decide on the course of action by the authorities. It has been determined that there are also time limits for the implementation of the analysis of regional economic policy. Depending on the time of analysis, there are: ex-ante analysis and ex-post analysis. It has been concluded that the effectiveness of further implementation of regional economic policy of the region and the country as a whole will depend on the effective analysis of regional economic policy.

The aim of the study was to generalize the world experience of studying the spatial diffusion of digital innovations in order to determine trends in changing priorities, existing problems and possible prospects for empirical research. With the help of the author’s semantic search algorithm, approximately eighty journal articles published in the last twenty years were found in eight bibliographic databases. The use of a moving average and biproportional indices for quantitative analysis of the array of articles revealed four upward trends: an increase in the average annual number of publications on the subject under consideration, increased attention to the deployment of broadband communications, the impact of spatial diffusion on economic growth and the use of regions as territorial units for studying diffusion processes. An informal analysis of the articles led to the identification of five key problems of modern research: a significant discrepancy between the year of publication and the last year of the process under study, analysis of a limited number of digital innovations, lack of a comprehensive understanding of the joint spatial diffusion of several innovations, the dominance of the idea of the homogeneity for the initial territorial units and the unexplored system of factors contributing to or hindering the spread of digital innovations. Comparing the existing experience of studying the spatial diffusion of digital innovations with similar studies of other types of innovations allowed identifying five promising areas for further research: the use of big data; expanding the set of models used with the subsequent creation of a system of methods; the study of hierarchical, network and other methods of spatial diffusion; the definition of spatial innovation waves with an explanation of the reasons for the formation of territorial barriers and filters; creation of a theory of the spatiotemporal spread of digital innovations based on the generalization of empirical research. The necessity of determining the scope of application of the results obtained in diffusion studies outside of regional economic policy is noted
