Purpose The purpose of this paper is to identify the key drivers for adopting electronic bidding (e-bidding) systems in public construction projects located in Saudi Arabia. Design/methodology/approach Literature review was undertaken to identify the drivers of e-bidding practices. Nine drivers, classified under four categories, were identified. A questionnaire survey was developed to assess the significance of the identified drivers. Responses were obtained from 20 large contractors, classified as Grade I and II contractors in Saudi Arabia, and 12 governmental authorities, representing owners of construction projects. The drivers were ranked according to their respective significance index (SI) values. Finally, a Spearman’s rank correlation coefficient was employed to ascertain the extent to which the two parties agreed on the significance level of the drivers. Findings Analysis of the identified drivers revealed that the most significant driver was “reduction in the physical storage requirements of bidding paperwork.” Further, a consensus was observed with regards to the significance of the drivers. The findings of the present study highlight the strong potential of widespread e-bidding adoption in Saudi Arabia. It demonstrates the key drivers for the implementation of e-bidding through the perspective of professionals within the context of Saudi Arabia. Originality/value Prior to this study, no previous research has endeavored to assess the drivers of e-bidding adoption in Saudi Arabia. The adoption of e-bidding will benefit organizations through improved efficiencies, which could potentially lower construction costs, thereby contributing to economic growth and benefitting the society at large.

Background: The Building Information Modeling (BIM) revolution can provide a solution for problems in the Saudi Arabian construction industry and improve its outcomes. Though this technology is increasingly and rapidly adopted in advanced countries, developing countries such as Saudi Arabia and the Gulf Cooperation Council countries (GCC) are still in the early stages of BIM adoption. Objective: This study investigates the current state of BIM technology adoption by exploring and analyzing the critical challenges and barriers to BIM technology utilization in the construction sectors. Methods: The quantitative approach is adopted via a survey questionnaire distributed to participants in the field of construction projects in the Architecture, Engineering, and Construction (AEC) industry. A total of 228 questionnaires are collected and analyzed using the statistical packaging for social science software. Results: Findings show that several significant barriers negatively affect the utilization of BIM. The major barriers to BIM adoption are related to the lack of demand, lack of experts, and poor awareness of BIM benefits, which have relative importance indexes of (RII = 89.910), (RII = 88.475), and (RII = 87.130), respectively. Meanwhile, unspecified data responsibilities, difficulty of learning BIM, lack of data sharing, and sufficient current technology constitute the lowest-ranking barriers with their relative importance indexes of (RII = 71.704), (RII = 70.807), (RII = 66.413), and (RII = 65.874), respectively. Conclusion: The findings of this study are highly significant and can become more helpful and interesting if further research can measure the methodologies to implement BIM technology in the Kingdom of Saudi Arabia.

Even though social responsibility (SR) has been widely discussed as a business concept, it is still not being effectively implemented within mega-construction projects due to a range of barriers. Overcoming these barriers requires detailed information, however, there is a lack of research on the barriers to SR implementation within mega-construction projects, particularly in developing countries like the Kingdom of Saudi Arabia (KSA). This study thus aims to investigate the critical barriers to SR implementation with reference to mega-construction projects in the KSA. Eleven barriers were identified from a comprehensive literature review and interviews with experts. These barriers were examined in more detail using a questionnaire survey on two current mega-construction projects in the KSA. There were no differences in the ranking of barriers between the two projects with the 136 respondents identifying the top seven SR barriers as being: (i) additional costs; (ii) lack of awareness and knowledge; (iii) lack of guidelines and coherent strategy; (iv) lack of stakeholder communication; (v) lack of law enforcement; (vi) lack of training; and (vii) unclear project requirements. The findings of this study not only contribute to deeper understanding of the critical SR implementation barriers, but could also encourage industry practitioners and stakeholders to improve SR activities for more effective SR implementation. Moreover, identification and ranking of the critical barriers allows decision-makers to prioritize and develop effective strategies to tackle them at both project and sector scale. Future studies should investigate the interrelationship between the critical barriers and their impact on SR implementation

One of the critical decisions taken by contractors is whether or not to bid for a project. This is due to the complexity and uncertainty surrounding this decision, which is influenced by many factors. Given the above challenge, this study aimed to uncover the critical factors affecting the contractors’ bidding decisions in Saudi Arabia-based construction projects. A questionnaire survey, which consisted of 31 factors, was distributed to first-, second- and third-grade contractors. In total, 67 responses were obtained. Median and relative importance index (RII) techniques were adopted for ranking the most critical factors. Based on the received responses, the top six critical factors were “size of the job”, “type of the job”, “company’s strength in the industry”, “designer/design quality”, “rate of return”, and “project cash flow”. The least significant factors were “job start time” and “labor environment (union/nonunion/cooperative)”. The findings of this study show a level of agreement among all contractors about the critical factors. The findings would benefit contractors and subcontractors by increasing their understanding of the major factors affecting the bidding decision process. Contractors armed with such valuable information will be better able to enhance their bidding decision-making process in terms of efficiency and effectiveness.

Change orders are usually issued to cover variations in the scope of work, material quantities, design errors, and unit rate changes. This study discusses variations in public construction projects in Saudi Arabia by investigating their causes, studying their effects on the project, identifying the beneficial parties, and suggesting remedies to alleviate the related problems. Tasks included conducting a field survey via a questionnaire. It was determined that the top five causes of change orders from contractors’ view are: owner’s additional works, errors, and omissions in design, lack of coordination between construction parties, defective workmanship, and owner financial difficulties.

Saudi Arabia has been facing issues with completing construction projects on time and on budget. It has been documented that 70% of public construction projects are delayed. A case study was performed, at a University campus in northern Saudi Arabia, identifying the major causes of project delays. The University was experiencing delays from 50% to 150%. The delay factors were gathered from the University Projects Director and five engineers. The University delay factors were then compared to delay factors experienced on Saudi construction projects, identified by performing a literature research. The comparison identified nine causes of delays that both studies documented. The study also proposes a solution to minimize the nine major delay factors. A literature research identified one construction management method, the Performance Information Procurement System (PIPS), has documented multiple times its ability to improve project performance and minimize delays.

Public construction projects in Saudi Arabia have been suffering from low performance for the past decade. Cost overrun is one of the most important issues in project’s performance and is nearly associated with most of public projects. The aim of this study is to identify and assess the major factors leading to cost overruns in education construction projects in the Northern Province of Saudi Arabia to minimize the risks’ effects in future projects. The research methodology started by identifying cost overrun factors through literature review, project’s documentations, and experts’ interviews. Professionals who worked at the construction projects undertook a questionnaire survey to investigate the importance of the cost overrun factors. The top factors of cost overrun were identified through the analysis of the factors’ occurrence and severity. The study main results included the top causes of cost overrun which are delay in contractors’ progress payment by client, difficulties in financing project by contractor, delays in sub-contractor’s work, additions of quantities such as excavation, backfill, and concrete works, and bid award for lowest price. The investigated risks in the study should be evaluated and mitigated in future projects to minimize their effects and enhance the industry performance.
