The paper deals with a comparison and interpretation of results of frost resistance tests of concrete specimens taken from a structure and test specimens produced in a laboratory using plastic moulds. A concrete block had to be produced for the experiment to simulate a real structure. The concrete used for the production of this block was also used in a laboratory to produce the test specimens. Core samples were drilled out from the concrete block and were subsequently used to make sets of core specimens. The test specimens, which differed in size, shape and the production method in particular, were subjected to frost resistance tests. The output of the paper is both a comparison of the results obtained on individual types of test specimens and a recommendation on how to approach the determination of frost resistance of concrete in a structure.

The construction industry is one of the priority sectors of the economy and has a great social significance. Despite the implementation of the state policy on counteracting criminal offenses in the budgetary sphere, their level remains significant, especially in such priority sectors as construction, reconstruction and repair of state facilities. As expert practice shows, recently, the number of expert studies related to the determination of the cost of actually executed construction work has increased. Crimes in the field of construction have recently been characterized by a complex mechanism of accomplishment. During their investigation, the investigators have tasks whose solution requires the application of specialist knowledge in various fields, including accounting, engineering and construction, etc. As analysis of investigative practice shows, in the investigation of crimes in the field of construction, a comprehensive judicial-economic and construction-technical expertise is conducted. Comprehensive examination should be appointed when the solution of the questions posed is impossible as a result of several consecutive examinations. There is an integrated examination, in the production of which the solution of the problem is impossible without the simultaneous participation of specialists in various fields of knowledge and formulation of their general conclusion. Complex examination is carried out by at least two experts from different fields of knowledge or different areas within one area of knowledge. The article analyzes the peculiarities of the process of carrying out complex construction-economic researches and examinations, reveals the main tasks of the complex judicial building-technical and economic expertise, as well as proposes a general algorithm for the implementation of a comprehensive judicial engineering-building and economic expertise. The authors of the article agree that in most cases, the appointment of a comprehensive judicial construction, technical and economic expertise is the most efficient, methodologically correct way to the solution of expert tasks, when obtaining a reliable answer is guaranteed only by a general generalization of the results of the application of basic expert knowledge and methods. Key words: special knowledge, multi-discipline expertise, multi-discipline construction, technical and economic expertise.

Investigation of criminal offences is often frequently accompanied by involvement of informed persons which help the investigator to establish and investigate the important circumstances. The essential help to the investigator is given by different specialists who are involvedfrom state and private institutions, enterprises, organizations. However, today in the criminalistic literature the forms of the specialist help in details in planning of carrying out investigative (search) actions, covert investigative (search) actions are not revealed. The aim of the paper is determination of a specialist participation in planning crime investigation. When involving a specialist in planning investigative (search) action, an investigator clarifies himself: 1) with the form of the help of the expert which will be given when organizing of carrying out investigative (search) action; 2) with a speciality of the necessary specialist, and also from what institution, enterprise or organization one has to involve the specialist or the specialist who does not work in such institutions (sculptor, artist, hunter and others); 3) depending on a type of a criminal offence, on the need of simultaneous use of different kinds of special knowledge, on complexity of carrying out investigative (search) action itself or covert investigative (search) action whether it’s necessary to receive the help of several specialists. It’s possible to distinguish advisory, analytical, organizational, technical, reference, preparatory forms of the specialist help at his participation in planning of carrying out investigative (search) or covert investigative (search) action. Forms of the specialist help depend on a type of a criminal offence. It’s necessary to take into account the specificity in carrying out certain investigative (search) or covert investigative (search) action. Sometimes it’s expedient for an investigator to receive the help of several specialists when organizing carrying out such separate actions.

Share value as a security is a money equivalent of its definite investment qualities and management possibilities which depends on concrete goals and methods of evaluation. Determination of the market value of enterprise shares may be realized by estimation which is carried out by an estimator who has the corresponding qualification certificate of the State Property Fund, or by carrying out forensic examination which is fulfilled by forensic experts having corresponding qualification certificates of the Ministry of Justice of Ukraine and entered in the Register of certified forensic experts. After abolition of an expert speciality 16.1 «Estimation of integral property complexes, equities, securities» by the order the Ministry of Justice of Ukraine in June, 2016 the demand in expert researches on determination of the value of enterprises stocks has not disappeared, on the contrary, the quantity of appeals on performing such researches has increased. At the present time «The technique of comprehensive expert studies of determination of the enterprises shares value» in the co-authorship of experts-economists and experts on building and technical researches (to whom qualification of the forensic expert on speciality 16.1 was earlier conferred) is developed. This technique is registered in the Register of techniques on performing forensic examinations of the Ministry ofJustice of Ukraine. The complex of methodical approaches, methods and evaluation procedures serve as the methodical basis for stocks evaluation. All these demands from the expert of application during the research of considerable extent of special knowledge on the issue and circulation of such securities, as well as about the features of business accounting, taxation and the operations, realized with them. The particularity of researching of the operations with securities is the necessity of comprehensive consideration of the problems related with circulation that makes up the subject both forensic economic examination and forensic evaluative examination.

A vessel that has been damaged by a fire and/or explosion, suffered a mechanical failure, or had some sort of accident that resulted in injuries or property loss is almost always the subject of an investigation to determine the root cause and significant contributing factors. This paper describes the investigation process, including the skills and special knowledge that is often required for a complete investigation. Using several case investigations, the synergy of combining marine/mechanical and metallurgical testing and analyses is also discussed. Several engineering disciplines typically are required to recreate the sequence of events, components involved, and most probable causes. Such issues as maintenance, controls, design, and fail-safe performance are the domain of the marine/mechanical specialist. Determination of the failure mode, role of corrosion, thermal degradation, and materials selection issues are typically evaluated by a metallurgist. Design, materials selection, and component fabrication methods can become significant issues.

The article considers the tactical features of the use of special knowledge in the investigation of crimes by analyzing the structure of tactical decisions and tactical and forensic recommendations. The components of the tactical decision are high-lighted, the emphasis is placed on the connection of predictive activity with the dynamism of the development of the investigative situation, not only as a result of tactical influence, but also in the process of this influence. It is proposed to consider the tactical-criminalistic recommendation as a scientifically sound and practice-tested advice relating to the selection and application of a system of tactical actions in a typical investigative situation. The following structural elements of the tactical recommendation are highlighted: a comprehensive assessment of the information component of the investigative situation, requiring the use of special knowledge; determination of the goal of tactical influence by formulating a number of tasks; determination of the sequence of tactical actions, the sequence of their implementation, forecasting the development of the investigative situation. It is concluded that each stage of making a tactical decision when using knowledge in the field of computer technology should be accompanied by the interaction of the investigator with a competent person (both procedural and non-procedural). Based on the identification of typical investigative situations, the formation and use of tactical-criminalistic recommendations is possible, providing for the selection and application of a system of tactical actions, including the application of knowledge in the field of computer technology, as well as their complexes.
