The article considers the tactical features of the use of special knowledge in the investigation of crimes by analyzing the structure of tactical decisions and tactical and forensic recommendations. The components of the tactical decision are high-lighted, the emphasis is placed on the connection of predictive activity with the dynamism of the development of the investigative situation, not only as a result of tactical influence, but also in the process of this influence. It is proposed to consider the tactical-criminalistic recommendation as a scientifically sound and practice-tested advice relating to the selection and application of a system of tactical actions in a typical investigative situation. The following structural elements of the tactical recommendation are highlighted: a comprehensive assessment of the information component of the investigative situation, requiring the use of special knowledge; determination of the goal of tactical influence by formulating a number of tasks; determination of the sequence of tactical actions, the sequence of their implementation, forecasting the development of the investigative situation. It is concluded that each stage of making a tactical decision when using knowledge in the field of computer technology should be accompanied by the interaction of the investigator with a competent person (both procedural and non-procedural). Based on the identification of typical investigative situations, the formation and use of tactical-criminalistic recommendations is possible, providing for the selection and application of a system of tactical actions, including the application of knowledge in the field of computer technology, as well as their complexes.

The article deals with the current trends in the development of the forensic doctrine of the forensic characteristics of crimes, analyzes the controversial issues of its structural elements. The concept of the forensic characteristics of crimes as an information database on forensic significant signs of a crime, obtained as a result of generalization of investigative and judicial practice. Its main elements are investigated: 1) the subject of criminal encroachment; 2) information about the identity of the offender; 3) characteristics of typical methods of crime; 4) information about the situation in which the crime was committed; 5) typical traces of a crime; 6) information about the identity of the complainant (victim). The problem of development of the forensic characteristics of corruption crimes is investigated, discussion questions about the concept and the main structural elements are analyzed. It is summarized that the forensic characteristics of corruption crimes is an information database obtained as a result of generalization of the investigative and judicial practice on forensic significant signs of corruption crimes, a special subject of criminal encroachment, specific ways of providing corruption services, a specific environment, typical traces, corruption ties, knowledge of which contribute to the construction and verification of versions, determination of the direction of the investigation. In practical terms, the forensic characteristic of corruption crimes is a kind of information model, a set of information about the specified type of crime, the use of which in a specific situation will help the investigator to quickly and promptly make the correct tactical decision on the methods of investigation, the use of tactics and technical means when planning investigative and search actions. forensic operations. The main structural elements of the forensic characteristics of corruption crimes have been determined. These are: 1) the specific area of the criminal offense; 2) a special subject of a corrupt act; 3) specific ways of providing corruption services; 4) the specific situation in which the act of corruption is committed; 5) specific traces of corruption crimes; 6) corrupt ties with the organizers of the shadow and criminal business. It was stated that the organizers of the shadow and criminal business strive to have “their own” people, both in the bodies of state power, administration, and a cover (“roof”) in law enforcement bodies. Corrupt officials receive corruption rewards (“kickbacks”) for providing corrupt services. They, using their power, official powers, perform certain actions (or fail to act) in the interests of the shadow and criminal business in order to ensure corruption assistance, corruption patronage, corrupt security, corruption protectionism, corruption intervention, corruption lobbying, corruption counteraction. It is summarized that the stated theoretical provisions of the forensic characteristics of corruption crimes, its main structural elements have a certain scientific and practical significance.

The article deals with the issues related to the assessment of the technical condition of structural elements, taking into account the stages of engineering research, design and installation. The importance of the topic under consideration is due to a large number of accidents at civil and industrial facilities that occur before the exhaustion of the bearing capacity. The analysis of the object (the metal frame of industrial buildings) is carried out on the basis of project documentation, data obtained by a full-scale survey, visual and instrumental control, numerical methods of research. The qualitative and quantitative parameters of the capital construction object necessary for assessing the technical condition are presented. They include design schemes of frame structures, materials, their characteristics, defects and parameters. The study shows the importance of comprehensive assessment of capital construction facilities in terms of constructive safety. Identification of errors at each stage of construction allows to prevent emergencies that lead to the destruction of the load-bearing system and to develop measures to establish the possibility (impossibility) of repair or reconstruction

The article reveals the content and properties of procedural Special Knowledge concept. It is demonstrated that special knowledge includes a set of systematized data or information from various fields of human activity. It is proposed to refuse the listing of concrete types of knowledge (science, technology, art, craft), included in the concept of Special Knowledge for the Criminal procedure code. The problematic aspects of practical activities that arise in connection with the formulation and decision of legal issues by expert are highlighted. Author, like other lawyers, considers that only professional participants in legal proceedings (judge, investigator, prosecutor and lawyer) solve legal issues based on their legal knowledge. Therefore, in legal proceedings, knowledge from the field of law cannot relate to the special knowledge. Based on literature data analysis, the author comes to the conclusion that forensic science consists of two parts: forensic science general theory and the methodological grounds of various types of examinations. Methods and techniques used while expert research and solving assigned tasks are related to forensic expert Special Knowledge. Based on the provisions adopted by pedagogy and psychology, it is proved that the skills and abilities of competent person are not part of special knowledge. Special knowledge is used while legal proceedings based on the skills and abilities of trial participants. Special knowledge is acquired through formal or informal (independent) competent person education. Procedural knowledge regulated by codes and non-procedural forms of special knowledge are widely used while legal proceedings. The purpose of special knowledge applying is to obtain evidentiary or orientation information about the offense. Evidentiary information is the content of evidence and orienting information is necessary for procedural, organizational or tactical decisions to be done by the investigator, prosecutor, defense counsel and judge.

AbstractThe interactions of the antibiotic proteins colicins/pyocins with immunity proteins is a seminal model system for studying protein–protein interactions and specificity. Yet, a precise and quantitative determination of which structural elements and residues determine their binding affinity and specificity is still lacking. Here, we used comparative structure-based energy calculations to map residues that substantially contribute to interactions across native and engineered complexes of colicins/pyocins and immunity proteins. We show that the immunity protein α1–α2 motif is a unique structurally-dissimilar element that restricts interaction specificity towards all colicins/pyocins, in both engineered and native complexes. This motif combines with a diverse and extensive array of electrostatic/polar interactions that enable the exquisite specificity that characterizes these interactions while achieving ultra-high affinity. Surprisingly, the divergence of these contributing colicin residues is reciprocal to residue conservation in immunity proteins. The structurally-dissimilar immunity protein α1–α2 motif is recognized by divergent colicins similarly, while the conserved immunity protein α3 helix interacts with diverse colicin residues. Electrostatics thus plays a key role in setting interaction specificity across all colicins and immunity proteins. Our analysis and resulting residue-level maps illuminate the molecular basis for these protein–protein interactions, with implications for drug development and rational engineering of these interfaces.

Authors review methods of determining a plant’s mathematical model. Then, they show a numerical method of pulse automatic control systems’ (ACS) identification, focused on computer technology, the interpolation procedure and iterative methods of approximation to the desired solution. The basis of the approach is the method of inverse problems of dynamics and real interpolation method for calculating the linearized dynamical systems. An algorithm and the mobile device designed for the identification of facilities management in operational conditions are proposed. There is results’ application in the conclusion.

Discontinuities in the products that occur during manufacture, mounting or upon operation can be missed during non-destructive testing which do not provide their complete detectability at a current level of the technology. Therefore, it is necessary to take into account that certain structural elements may have discontinuities of significant dimensions. We present the results of using the methods of probability theory in studying the residual imperfections that remains in the structure after non-destructive control and repair of the previously identified defects. We used the results of operational control of units carried out by ultrasonic and radiographic methods. We present a method for determining a multifactorial coefficient that takes into account the detectability of defects, the number of control procedures and the errors in the instrumentation and methodological support, as well as a generalized equation for the probability distribution of detecting discontinuities. The developed approach provides assessing of the level of damage to the studied objects, their classification proceeding from the quantitative data and determination of the values of postulated discontinuities for deterministic calculations. The results obtained can be used to improve the methods of monitoring NPP facilities.

In contemporary design, vehicle impact into the structures is paid great attention since they can be dominant, depending on the type of structure. The key issue in the vehicle impact analysis is the proper determination of intensity and way of action of dynamic forces on the structural element and its behavior after the imparted load. The Eurocodes, in the annexes provide recommendations for determination of force intensity depending on mass and velocity of the colliding vehicle. Equivalent static loads causing approximate effects on the structural elements are used as quite approximate and efficient methods. The paper comprises the analysis of deformation of columns having the same characteristics, exposed to impact loads via the equivalent static loads, depending on the stress state in columns, and a comparative analysis has been done.

The paper analyzes the results of studying the current practice of identifying, fixing, preserving and anticipating the forensic examination of the study of digital traces of crime. As a toolkit for monitoring investigative and operational investigative activities in this area, there were applied personal conversations and surveys of employees of the Investigative Committee of the Russian Federation, investigative and operational search units of the Ministry of the Interior of Russia, employees of other services and departments, students of the relevant specialization. In addition, experts in the field of computer information technologies from both the private and public sector, involved in investigative actions and operational search activities were interviewed.The paper presents the results of this study, identifying current problems of criminal justice, faced by law enforcement officials investigating crimes involving information and computer technology, while seizing and recording computer information.
