This presentation is a more comprehensive version of the paper that has been circulated. The paper examines the terms of access to the resources of the Chaprote forest in the Nagar valley of Northern Pakistan, before and since 1972. In 19n, the Nagar valley became part of the Federally Administered Areas of ~akistan. The political transformation of the regime, was contiguous with changes in the economic situation, which affected local requirements, allocation, and access to natural resources. Our analysis hence, focuses on some of the excesses and inadequacies of regimes being incorporated within a political economy on the one hand, and being subjected to interventions at odds with local potential and former systems of managing and exploiting local resources on the other. Our aim is to make suggestions for better management, conservation and development of forest resources. This. exercise includes the concern of environmentalists, among other issues, over conserving finite natural resources, and maintaining a symbiosis between regeneration and depletion of renewable natural resources [Dubois (1976); Rapoport (1978); Sachs (1978, 1980) and Simonis (n.d)].

This chapter examines the role that the Botswana Christian council served to empower the marginalised population of Etsha villages. A distinctive feature of the empowerment processes in this case was a ‘collective and inclusive' principle. Collectiveness and inclusiveness implies that people at the grassroots levels were actively involved. Perhaps this involvement was particularly facilitated by the fact that the villagers used what they were familiar with, natural resources and indigenous expertise. This project constituted a major strategy for promoting sustainable development and empowering local communities to make use of local resources for their economic empowerment. Indeed, the case illustrated that the Etsha villages' transformation/empowerment was realised through this project. They attracted monetary rewards from their production of handicrafts and services offered through the museum. These villages gained not only economically, they even transformed the processes of decision-making, which is one of the key aspects of political empowerment.

In the past, much was said about the mitigation of environmental impact through sustainable development, since it seeks to minimize the amount of natural resources used, but for this it was essential the existence of laws to prohibit some practices that were caused by lack of knowledge, saving money or simply negligence. This work is intended to show a brief review of how things have been changing over time, how society has evolved that consumerist mentality to a mentality of low consumption and thinking more about the possibilities they have in front of the Reuse, Reuse and Recycling. He also knows how the mentality of consumption has been oriented to green consumption, and how international environmental policies have been developed and how they influence Colombian policies. So much so that it has influenced the creation year after year of technologies that directly mitigate the environment or generate less impact on it.

Community empowerment program in Parigi Moutong district has not been effectively operated, that greater effort to evaluate and develop the previously implemented program is needed. This research uses purposive sampling method, i.e. the chosen sample method. The study result finds that the cause of the community empowerment program that has been done is still not effective because the process of the determining program is lacking of public participation. As a result, it creates a new helplessness, i.e. the dependence of communities on the program with direct assistance. On the other hand, the regional tourism development program has a good prospect and able to synergized with a more participative community empowerment program that. The beauty of Parigi Moutong natural landscape and its possesion of various natural resources is a great potential to create a tourism destination, and enhancing society's welfare around the area.
