In the article, its author attempted to systematize various concepts and approaches to the issue of security by representatives of political liberalism. Political liberalism now sets the main directions of thinking about security in Europe and the United States. Expanding the subjective scope of security, it undoubtedly contributed to the development of various security concepts in which not only the state but other entities become important actors in the international security environment. The article presents the main assumptions of a liberal vision of security, the approach to security by representatives of traditional liberalism and current trends.

Abstract The disappearance of bipolarity causes essential mutations in the international security environment, which highlights the need to rethink the defence concept. The analysis of new risks and threats to international security has led to a new perception of it and has imposed a new orientation in the field of defence. The formation of new partnerships and alliances greatly reduces the likelihood of a conflict between members, which contributes to supporting the common interest of countries to maintain and strengthen international peace and security. All countries of the world are, in principle, members of at least one regional or intergovernmental organization. Although traditionally regional organizations have been set up on the basis of political, economical or environmental objectives, they have also entered security in recent decades and have started to develop their own capabilities to prevent conflicts and support peacekeeping operations or post-conflict construction of states

The issue of the international security has become more pressing actual in 21st century due to the appearance of new dangers and challenges in the modern world, which were not typical for the previous century. On the background of geopolitical transition, the role of strategic offensive arms and weapons of mass destruction has become more important. In the modern world, it is important to maintain strategic parity on arms when global challenges pose a serious threat to all humanity. In this paper, we discussed the reasons for the cancellation of the Treaty on the Elimination of intermediate-range and short-range missiles of 1987 and the dangers that are threatening the world. The USA and Russia have officially announced that they are starting modernizing and producing ballistic missiles and what is more important, their policies are forcing other countries to produce similar arms. The paper focuses on the security environment of the Baltic, Adriatic and Black Sea regions, the dangers that resulted from the cancellation of the abovementioned agreement. The Politics of Strategic Bullying in the Bipolar Era, the “Cold War” phenomenon and geopolitical processes of New Cold War is also discussed in this paper. Also, discussing the role of strategic offensive arms and defining NATO's role in ensuring international security has an important place in this paper.

CULTURA DE PAZ E DIÁLOGO NO ÂMBITO DA COOPERAÇÃO ENTRE AS RELIGIÕES NA CONTENÇÃO DO EXTREMISMO QUE LEVA AO TERRORISMO  CULTURE OF PEACE AND DIALOGUE IN THE CONTEXT OF COOPERATION BETWEEN RELIGIONS IN THE FIGHT AGAINST EXTREMISM LEADING TO TERRORISM   Alex Sander Xavier Pires*  RESUMO: As instabilidades sócio-políticas vêm se intensificando nos últimos anos com maior visibilidade dos conflitos armados e atos de violência, especialmente contra civis, motivados por discursos de ideologia religiosa conducentes a perseguições e extermínios injustificados de pessoas contrários às premissas de direitos humanos. Assim, as Nações Unidas intensificaram a campanha para consecução do princípio maior de garantia da paz em ambiente de segurança internacional para todos, centrado na difusão de uma cultura de paz inspirada na eliminação de todas as formas de intolerância e discriminação fundadas na religião acolhedora da indução de um Direito à Paz (A/RES/71/189), que favorece a análise da coerência do discurso atual pelo viés normativo inspirado no diálogo assentado nas Resoluções da Assembleia Geral, especialmente a A/RES/71/249. PALAVRAS-CHAVE: Cultura de paz. Terrorismo. ABSTRACT: In recent years, socio-political instability has intensified with increased visibility of armed conflicts and acts of violence, especially against civilians, motivated by discourses of religious ideology leading to unjustified persecutions and murders of people opposed to human rights premises. The United Nations has therefore stepped up its campaign to achieve the principle of guaranteeing peace in an international security environment for all, converging to spread a culture of peace inspired by the elimination of all forms of intolerance and discrimination based on the religion that induces A Right to Peace (A/RES/71/189), which favors the analysis of the coherence of the current discourse by the normative bias inspired by the dialogue based on the Resolutions of the General Assembly, especially A/RES/71/249. KEYWORDS: Culture of Peace. The research of the fundamental problem for ensuring the institutional resilience of the national security of the Republic of Moldova during the COVID-19 pandemic consists of the analysis of the geopolitical coordinate of the international events that determines the process of transforming the regional and international security environment. COVID-19 pandemic phenomenon can be considered a multi-dimensional global crisis in which the foreign policy actions of the great powers and regional powers have intensified in order to influence the reconfiguration of the geopolitical architecture of the international security system and the security complex structure in different regions of the world. The main idea of the subject proposed for scientific examination consists of investigating the impact of the geopolitical context of the regional security environment during the global pandemic generated by the new type of COVID-19 Coronavirus on the process of ensuring national security of the Republic of Moldova. Profifi ling fifi rst the examination of the political-military cooperation relations between the Republic Moldova and the North Atlantic Alliance, especially during the COVID-19 pandemic, contributed to the elucidation of the opportunities provided by the Alliance to increase the level of the institutional resilience of the national security and defense system of the Republic of Moldova, which needs further substantial support of the development partners, by ensuring the adjustment of the national security components to the Euro-Atlantic standards that will strengthen the capability and interoperability degree in the national security and defense field, thus discouraging possible menaces and counteracting current risks and threats.

The national and international security of states, nowadays, is threatened by many elements or factors, like environmental issues, the spread of mass destruction weapons, wars or ethnic conflicts in developing countries, organized crime, illegal trafficking and the corruption as a side effect of globalization. All these issues are considered as challenges that all the countries must cope with through the drafting of applicable and effective national and global security policies. The aim of this paper is the evaluation of security environment, setting forth various views over new threats or risks. An important part of this study will be the analysing the viewpoints from many different authors in terms of future wars, the possibility of a threat that derives from the collision of great civilizations and also the thread from organized crime and terrorism. Facing all these possible threats, states and governments have to struggle more for finding alternatives that avoid war. This can be reached through their maximal efforts to strengthen their national law and the development of common security policies. Moreover, it is very important for these countries to put to put big efforts for international conflict resolutions, via peaceful instruments and negotiations or the use of diplomacy.
