Povzetek Evropska unija je mednarodni akter, ki prispeva k povečanju stopnje varnosti v svetu. Trenutno izvaja 11 civilnih in šest vojaških operacij ter misij s približno 5000 napotenimi pripadniki. Čeprav je z leti svoje mehanizme in instrumente, ki temeljijo na učenju na podlagi izkušenj, prilagodila, se je v zadnjem času, ki ga poglobljeno zaznamuje pandemična kriza, pozornost držav članic obrnila navznoter. Evropska unija se zato zdaj spoprijema z velikim izzivom glede opredelitve svoje varnostne vloge. Ključne besede Evropska unija, krizno upravljanje, misije, operacije, varnost, mir. Abstract The European Union is an international actor which makes a contribution to increasing the level of security in the world. It is currently carrying out 11 civilian and 6 military missions and operations, deploying approximately 5,000 personnel. Although over the years it has adapted its mechanisms and instruments based on learning by doing, in recent times, deepened by the pandemic crisis, the attention of the Member States has shifted inwards. As a result, the European Union now faces a major challenge to define its security role. Key words European Union, crisis management, missions, operations, security, peace.

Intestate succession occupies an important place in the field of Succession law in the civil legislation of the European Union. Intestate succession (devolution of decedent’s property to persons indicated in law) is effective in case of an intestacy or if testament is declared invalid entirely or partly. The article examines the essence of the global innovation capacity of the member states of the European Union and its interconncetion with involvement in the processes of international economic integration and disintegration. It is noted that the global innovative force has a significant impact on stable economic growth and competitive positions of any economic entity in the world arena. In addition, it was determined that the unification of countries into interstate integration groupings leads to the transformation of the innovation capacity of the member country and the formation of the innovation capacity of the international integration associations. As a result of the study, it was noted that today there is no single methodology for measuring innovative capacity. As part of the innovation capacity research of the European Union member states, the most prominent and frequently used method for measuring the innovation capacity of the country amongst of global economy, namely the global innovation index, is considered. The aim of this article is to compare the positions of the innovative capacity of the member states of the European Union and to study how the integration and disintegration processes in the European Union affect the innovation capacity of participants and, in the prospect, develop a methodology for ranking the innovation capacity of interstate integration associations. The positions of the innovation capacity in the global economy of the European Union member states are analyzed according to the global innovation index. It has been established that five member countries of the European Union are in the top 10 most innovative economies in the world economy. The innovation capacity index of the European Union 2020 is proposed to be calculated and was calculated. It is noted that albeit the ratings do not give any propositions, but only actually determine the state, however, with their assistance it is possible to carry out adequate monitoring, analysis, forecast of activation and measurement of innovation leadership of all economic and innovative entities of the global economy. It has been proved that methodological approaches to measuring the innovation capacity of the subjects of the global economy ought to be improved furthermore ratings should be developed not only in the context of countries, but of international integration associations as well.

The 1999 Kosovo crisis has forced the European Union to finally give concrete form to its ambitions in the sphere of the common foreign and security policy. At a time when agreement on defence issues seems out of reach, the member states' focus is on the development of a crisis management capability. It is argued that when the Union's diplomatic structures are complemented with military and civilian crisis response tools, much needed balance will be given to the Union's persona as an economic giant and a political dwarf. The article includes a number of measures which should be taken with a view to reinforcing and extending the Union's external role in this field.

The paper will present selected factors that stimulate the process of globalization, main objectives and tools supporting the functioning of the EU internal market, and the place of the European Commission as a body that enforces compliance with the rules of competition by companies and the Member States.

Citizenship as a Commodity – of Golden Passports and the European Union “Golden passport” schemes are increasingly gaining popularity around the world. Meanwhile, this trend has also reached the European Union. It now threatens to lead to a partial commercialisation of both national citizenship and the European citizenship. This contribution examines the evolution of national citizenship law through “golden passports” and addresses the question of the compatibility of such programs with the law of the European Union. It thereby reveals the difficulty of reconciling the sovereignty of member states in matters of nationality with the principle of sincere cooperation in the EU.

Transformation of economies with the application of information and communication technologies not only strengthens the competitiveness of countries in the international market, but also helps optimize and improve business processes in the international business environment. The purpose of the academic paper is to study the impact of digitalization on the development of the world economy on the example of the economies of the European Union member states. The following methods have been used, namely: analysis, description, generalization, induction, deduction, tabular representation, graphical representation, correlation analysis, systematization and grouping. Results: The positions of the European Union member states that are actively implementing the Digital Single Market strategy have been analyzed. It has been established that according to The Digital Economy and Society Index (DESI), Finland, Sweden, Denmark, the Netherlands and Malta have been among the top 5 leaders with the highest level of digitalization of the economy in 2020. Based on the study of The IMD World Digital Competitiveness Ranking, it has been found that the European Union member states, which are among the top 10 leading countries, such as: Denmark, Sweden and the Netherlands, have a high level of ability and readiness to research and implement digital technologies in order to achieve economic transformation and business transformation. The results of the correlation analysis have revealed the interrelationship between the values of Digital single market – promoting e-commerce for individuals and Enterprises that have provided training to develop / upgrade ICT skills of their personnel (%). It has been proved that Sweden, Malta and Estonia show a very high positive correlation, which indicates that these countries are actively implementing digital technologies in the development of economic processes.

Problem setting. In spite of the presence of numerous conventions, treaties and organizations in the world today, the issue of security is still a very acute issue for the world community. There are many reasons for this: the presence of nuclear powers, serious disputes between countries that are justly considered world leaders, the existence of numerous local conflicts and wars of a more global nature across the globe. These and other factors are pushing states around the world to allocate budget funds to ensure effective security policies. Given today’s realities, one can trace the tendency of several countries to pool their own efforts and resources to pursue a common security policy. The European Union is one of the clearest examples of this behavior. This intergovernmental organization is committed to maintaining peace, diplomacy, trade and development around the world. The EU also promotes cooperation with neighboring countries through the European Neighborhood Policy. Target research. The aim of the research is to study the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. Analysis of recent research and publication. Many domestic and foreign scholars, including B. Tonro, T. Christiansen, S. Morsch, G. Mackenstein, and others. The institutional basis of foreign and security policy is analyzed in detail by J. Peterson, questions related to the European Union’s security policy. M. Shackleton. K. Gill, M. Smith and others study the general features of the development of a common EU security policy. Some contribution to the study of various problems related to European and Euro-Atlantic integration has been made by such national scientists as V. Govorukh, I. Gritsyak, G. Nemyrya, L. Prokopenko, O. Rudik, V. Streltsov, O. Tragniuk, I. Shumlyaeva, I. Yakovyuk and others. Article’s main body. The article examines the emergence and development of the European Union’s security policy from the date of the Brussels Covenant to the present. Particular attention is paid to the role of the European Union’s institutional mechanism in the exercise of its powers to ensure the defense and foreign policy cooperation of the Member States. A study of the officially adopted five-year global foreign and security policy of the EU is being done to improve stability in Europe and beyond, analyzing EU conflict resolution and crisis management activities. Conclusions and prospect of development. In view of the above, it can be concluded that the EU’s foreign and security policy institutional framework is an extensive system in which all the constituencies are endowed with a certain range of general and specific powers and are called upon to cooperate with one another to achieve a common goal. It cannot be said that such close cooperation puts pressure on Member States. Yes, a Member State has the right to refrain from voting for any decision that requires unanimity and such abstention will not prevent the above decision being taken. In this case, the mechanism of so-called “constructive retention” is triggered: the abstaining country is not obliged to comply with the decision, however, accepts the fact that it is binding on other Member States and takes this into account when concluding treaties, which should not contradict the said decision.
