Purpose. Development of a comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry as a part of a conservative credit policy. Methodology. The tasks set in the article have been solved by using modern general scientific and special methods: abstract and logical method for the implementation of theoretical generalizations, the conclusions and recommendations formation; the hierarchy analysis method to justify the priority of structural parameters for credit worthiness estimation of counterparties of mining enterprises. Moreover, the authors own previous research results regarding receivables management are used. Findings. The structural parameter priority of the credit worthiness estimation of counterparties at mining enterprises within the conservative credit policy has been propose`d, which is substantiated by the hierarchy analysis method. Synthesizing the formed hierarchical model and theoretical achievements on the issues of receivables management, a structural and logical sequence of the credit worthiness estimation of counterparties of mining enterprises has been developed. Originality. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry within a conservative credit policy has been developed. Compared to the existing ones, it is a clear algorithm of estimation stages based on a hierarchical model of structural parameters of credit worthiness estimation. The advantages of the authors development are: system flexibility at the stage of formation of criterion base and structural components; clear formalization of results; detailed structuring of evaluation parameters; the possibility of forming a clear unambiguous conclusion about the credit worthiness estimation of counterparties of mining enterprises; compliance of the methodological tools of the estimation system to current trends in the mining industry. Practical value. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry is used to achieve the effective planning, regulation, control, rational organization of relations in the field of cash flow.

The comparative assessment of the results of restaurant enterprises’ activities of towns and districts of Zakarpattia Oblast has been done with the use of the Saati method for the last quarter of 2017 and 2018. The aim of the research is to build a hierarchical model for evaluating the performance of restaurants for the provision of portable food services in towns and regions using statistical indicators such as «The quantity of enterprises» and «The scope of provided services» Серія Економіка. Випуск 1(13) 183 over a certain period. The hierarchy analysis method has been chosen for evaluation due to its multipurposeness, as it can be used not only to analyze and compare the state of the industry or an individual enterprise, but also to make more complex managerial decisions and to forecast the situation. The conducted research with the use of this method has allowed to get an estimation of activity of restaurant businesses by integrating several indicators, to identify those criteria, which will allow to make the right managerial decisions on improving the effectiveness of management policy in the region, to identify depressed areas that need investment and state regulation. The scientific novelty lies in building a hierarchical model for evaluating the performance of restaurant businesses using fully matched pairwise comparison matrices obtained by transforming economic performance indicators into dimensionless criteria for Thomas Saati's hierarchical model. Hierarchy analysis has allowed to rank towns and districts by quantitatively assessing the level of efficiency of the restaurant industry, to identify those criteria, which will allow to make the right managerial decisions to improve the efficiency of the restaurant industry in cities and districts of the region. The quality of development and commissioning the automated system for preparing aircraft flight data (ASPD) depends on many factors, among which it is necessary to identify and justify those most significantly affecting quality of the system being commissioned. The practice of designing an ASPD has shown that the quality assessment based on its characteristics is nothing more than a consequence. This situation is due to the presence of deeper factors that will only appear during the operation of the system. To eliminate this situation, the problem is formulated as a task of determining the factors affecting the quality of development and commissioning the system, based on the data obtained by mathematical processing of expert estimates of each factor significance. To solve this problem, it is proposed to use the hierarchy analysis method. Developed on its basis the methodological approach makes it possible: – to identify the main factors significantly affecting the quality of the ASPD being commissioned, and to propose qualitative scales for assessing the degree of feasibility of each generic criterion; – to formalize a multi-criteria indicator of the degree of the ASPD quality compliance with the requirements of generic criteria and obtain its dependence on the levels of development and commissioning the system; – to justify the requirements for ASPD operational suitability, perform its evaluation, as well as determine the necessary measures for implementing the specified requirements on operational and technical characteristics of the ASPD.

The current report presents the development and application of a novel methodological approach for computer-based methods of processing and analysis of proliferative tissues labeled by ABC-peroxidase method using 3, 3′-diaminobenzidine (DAB) as chromogen. This semiautomatic method is proposed to replace the classical manual approach, widely accepted as gold standard. Our method is based on a visual analysis of the microscopy image features from which a computational model is built to generate synthetic images which are used to evaluate and validate the methods of image processing and analysis. The evaluation allows knowing whether the computational methods applied are affected by the change of the image characteristics. Validation allows determining the method’s reliability and analyzing the concordance between the proposed method and a gold standard one. Additional strongness of this new approach is that it may be a framework adaptable to other studies made on any kind of microscopy.

Subject. The article investigates the fishing industry, its goals, targets, development trends, and structural changes. Objectives. The purpose is to develop tools to assess the magnitude and direction of structural changes in the fishing industry of the region and test it, using the Primorsky Krai case. Methods. The study employs methods of aggregation of information and creation of composite indices, expert assessments, and the hierarchy analysis technique. Results. We developed methods for quantitative assessment of the magnitude and directions of structural shifts in the fishing industry of the region. The paper includes the test results of these methods, using the fishing complex of the Primorsky Krai case. Conclusions. The developed methodological approach can be used to create tools for assessing the magnitude and direction of structural shifts in other cross-cutting sectors. Our detailed analysis of structural changes in the fishing industry of the Primorsky Krai shows serious problems in the material and technical base and in the implementation of investment and innovation processes in this area. To solve these problems, it is required to consolidate the resources and efforts of the State and the business, and to develop and implement an active structural policy in the fishing industry of the region.

Sight-stabilizing mechanisms controlled by diaphragm springs and other damping elements is an important subordinate system of airborne sight stabilizing System. The performances of sight-stabilizing system depend on the characteristics of kinematics and dynamics of the system in a great extent. Among various external moments acting on the rod of the manipulator, such as those moments caused by damper, positioning spring, and restoration spring, the forces by diaphragm springs are most obvious. According to the structure form and motion peculiarity, the rod can be equivalent to a rigid body turning around a fix point. Simulation results reveal that the moment of the restoration spring to the rod is proportional to the angular displacement, and that the moment is the most prominent factor influencing the operating performances among all these moments. Through reasonable adjustments of structural parameters of the restoration spring, the performances of the sight-stabilizing system can be improved greatly; the analysis method provides a basis for guiding the design of concerned structural parameters of sight-stabilizing system.
