The quality of development and commissioning the automated system for preparing aircraft flight data (ASPD) depends on many factors, among which it is necessary to identify and justify those most significantly affecting quality of the system being commissioned. The practice of designing an ASPD has shown that the quality assessment based on its characteristics is nothing more than a consequence. This situation is due to the presence of deeper factors that will only appear during the operation of the system. To eliminate this situation, the problem is formulated as a task of determining the factors affecting the quality of development and commissioning the system, based on the data obtained by mathematical processing of expert estimates of each factor significance. To solve this problem, it is proposed to use the hierarchy analysis method. Developed on its basis the methodological approach makes it possible: – to identify the main factors significantly affecting the quality of the ASPD being commissioned, and to propose qualitative scales for assessing the degree of feasibility of each generic criterion; – to formalize a multi-criteria indicator of the degree of the ASPD quality compliance with the requirements of generic criteria and obtain its dependence on the levels of development and commissioning the system; – to justify the requirements for ASPD operational suitability, perform its evaluation, as well as determine the necessary measures for implementing the specified requirements on operational and technical characteristics of the ASPD.

В статье проведено изучение основных факторов и акторов, характеризующих систему управления, применяемой в амбулаторно-поликлиническом учреждении с помощью метода анализа иерархий и построенной схемы системной динамики с помощью программы Ithink. Для понимания основных действующих механизмов управления был выявлена основная цель деятельности поликлинического учреждения и ряд факторов, влияющих на ее достижение. Этот тип изучения процессов основан на методе анализа иерархий. Основной целью применения данного метода является выявление ряда факторов и акторов, оказывающих на механизм управления наибольшее влияние, а также помогает выявить основные проблемы функционирования, устранение которых позволит обеспечить такое качество оказываемых медицинских услуг, которое бы соответствовало установленным нормам и стандартов оказания первичной медико-санитарной, скорой, специализированной и паллиативной помощи. Выявление существующих проблем управления позволит определить основные направления улучшения работы амбулаторно-поликлинического учреждения. Для оптимальной работы системы управления и обеспечения высокого качества оказываемых услуг важной составляющей является экономический фактор. В условиях дефицита финансовых средств он становится все более значимым для сферы медицинского обслуживания The article deals with the study of the main factors and actors characterizing the management system used in an outpatient clinic using the hierarchy analysis method and the constructed system dynamics scheme using the Ithink program. To understand the main operating mechanisms of management, the main goal of the activity of the polyclinic institution and a number of factors affecting its achievement were identified. This type of process learning is based on the hierarchy analysis method. The main purpose of using this method is to identify a number of factors and actors that have the greatest impact on the management mechanism, and also helps to identify the main problems of functioning, the elimination of which will ensure such quality of medical services that would meet the established norms and standards for the provision of primary health care. emergency, specialized and palliative care. The article presents a methodological approach to forecasting the costs of creating an auto-mated rating system, which allows taking into account the costs of development, production and installation of its components. Economic and mathematical models are presented that take into account the main factors affecting the cost of creating components of an automated system, allowing to obtain adequate forecast esti-mates for making informed planning decisions.

The problem of the quality of automated systems can be solved both from a common standpoint and from the standpoint of ensuring the quality of individual system components (software, information security tools, etc.). However, this leaves a number of particular questions due to the characteristics of a specific automated system. The occurrence of errors in the automated system for the preparation of aircraft flight data can lead to irreparable losses, the most damage is caused by design errors and incorrect general solutions implemented at the stage of system development. This necessitated the identification of specific principles of system design and development. The developed principles of designing an automated system consist, firstly, in determining its reference result, secondly, in identifying the main types of data and ensuring controlling their syntactic and semantic correctness, and, thirdly, in correct defining the boundaries of the system. The theoretical basis for the principles of the development of an automated system is the provisions of the systems approach, in particular, the new application of the system stratification tool. A typical automated data preparation system is considered as an example. It is shown that the use of the proposed principles allows avoiding or minimizing design errors and miscalculations and bringing the system representation stratification to a level that allows obtaining the necessary initial data and evaluating the quality indicators of the output data

As noted by a number of experts in the field of the quality of construction of capital construction objects, at present there are no industry-specific methods for assessing the quality of construction and installation works in construction. The quality assessment and acceptance of capital construction objects is carried out according to the criterion of compliance with the requirements established in the project documentation, the working documentation prepared on its basis and the requirements established in the regulatory documents. It should be noted that the more complex the object, the larger the construction volume, the longer the construction period of the object and the harder it is to achieve full compliance of the object with the established requirements due to the lack of a methodology for choosing organizational decisions, as well as changing regulatory requirements, technological variability, errors.The current situation necessitated the development of an assessment model and the adoption of organizational decisions to ensure the quality of construction. This article highlights and discusses the main factors affecting the quality of organizational decisions. A system for assessing the level of quality assurance of construction is proposed, taking into account the quality of organizational decisions and the main factors cited.

Instrument analysis method is used in this experiment, which detecting the zirconium content of zirconium powder by using plasma-atomic emission spectrometer. In this experiment, the instrumental detective conditions were determined, and analyzed several main factors affecting the experimental results, concluded the effects of temperature, hydrofluoric acid and deionized water on dissolving zirconium powder, summarized the method to detect zirconium powder content directly by ICP.

The article contains substantiated criteria for the quality of an advertising video using the Saaty hierarchy analysis method. Thanks to the proposed recommendations, the enterprise can prioritize the video content development process and focus more on the significant criteria that affect the final result. The equivalence of the influence on the quality of the video of such criteria as the level of personnel qualifications, the quality of the script, the price and speed of creation, technical equipment has been proved. Other criteria are less important, but have their own contribution.

Objective — To investigate the current situation of preoperative interview of standardized training anesthesiologists in Hebei province by online questionnaire. To understand the current situation of preoperative interview of standardized training anesthesiologists and screen out the main factors affecting the preoperative interview of standardized training anesthesiologists. Methods — The questionnaire is designed by the authors and is distributed through Wechat Mini Program. Questionnaire survey was conducted among standardized training anesthesiologists in several training bases in Hebei Province. Results — 313 valid questionnaires were collected. The standardized training anesthesiologists had problems such as lack of basic knowledge, lack of teacher's evaluation on their preoperative interview, and don't know how to improve. In addition, the number of preoperative interviews in neurosurgery and cardiothoracic surgery was relatively small, and the ability of preoperative interviews in specialized surgery was insufficient. Conclusion — To improve the quality of preoperative interviews, standardized training anesthesiologists need to improve the training and evaluation system and enhance teaching.

The article is devoted to the problems of disturbed lands that are part of urban territories, the need for reclamation and the creation of recreational spaces based on them. There are a large number of quarries on the territory of the Belgorod region, many of which are no longer functioning and they need to be transformed. The work in this direction entails an improvement in the environmental situation, increases the quality of the urban environment and makes these objects attractive for investment. The authors consider the main factors affecting the reclamation of the territory, analyze the types of soil and identify the relationship of geodesy with the architectural component of reclamation, present foreign and domestic experience in solving problems related to disturbed lands, comply a table of the main quarries of the Belgorod region in order to identify features characteristic of this region. As a result of the research, proposals and methods are put forward, taking into account regional peculiarities, for the reclamation of a chalk quarry in order to create a recreational space and then integrate it into the forest park framework in Belgorod, which will lead to an improvement in the environmental situation and aesthetic perception of the city as a whole.

Purpose. Development of a comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry as a part of a conservative credit policy. Methodology. The tasks set in the article have been solved by using modern general scientific and special methods: abstract and logical method for the implementation of theoretical generalizations, the conclusions and recommendations formation; the hierarchy analysis method to justify the priority of structural parameters for credit worthiness estimation of counterparties of mining enterprises. Moreover, the authors own previous research results regarding receivables management are used. Findings. The structural parameter priority of the credit worthiness estimation of counterparties at mining enterprises within the conservative credit policy has been propose`d, which is substantiated by the hierarchy analysis method. Synthesizing the formed hierarchical model and theoretical achievements on the issues of receivables management, a structural and logical sequence of the credit worthiness estimation of counterparties of mining enterprises has been developed. Originality. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry within a conservative credit policy has been developed. Compared to the existing ones, it is a clear algorithm of estimation stages based on a hierarchical model of structural parameters of credit worthiness estimation. The advantages of the authors development are: system flexibility at the stage of formation of criterion base and structural components; clear formalization of results; detailed structuring of evaluation parameters; the possibility of forming a clear unambiguous conclusion about the credit worthiness estimation of counterparties of mining enterprises; compliance of the methodological tools of the estimation system to current trends in the mining industry. Practical value. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry is used to achieve the effective planning, regulation, control, rational organization of relations in the field of cash flow.

Many factors contribute to the success of students’ academic performance. Admittedly, quality of teaching is one of those factors. In this study, based on the related literature on teacher motivation, six main factors affecting teachers’ motivation towards teaching are identified. Accordingly, an online questionnaire was designed by the authors. In total, 207 (40 males and 167 females) mathematics teachers from primary, secondary and sixth-form government schools in Brunei Darussalam randomly volunteered to respond to this questionnaire. The findings from this study have implications for understanding the extent to which factors may motivate or demotivate teachers to teach. The present research provided education stakeholders with important information to ponder over the motivational factors of mathematics teachers in the government schools. The results from our study also suggested that good interaction and collaboration between teachers can help boost teachers’ motivation to teach.
