The comparative assessment of the results of restaurant enterprises’ activities of towns and districts of Zakarpattia Oblast has been done with the use of the Saati method for the last quarter of 2017 and 2018. The aim of the research is to build a hierarchical model for evaluating the performance of restaurants for the provision of portable food services in towns and regions using statistical indicators such as «The quantity of enterprises» and «The scope of provided services» Серія Економіка. Випуск 1(13) 183 over a certain period. The hierarchy analysis method has been chosen for evaluation due to its multipurposeness, as it can be used not only to analyze and compare the state of the industry or an individual enterprise, but also to make more complex managerial decisions and to forecast the situation. The conducted research with the use of this method has allowed to get an estimation of activity of restaurant businesses by integrating several indicators, to identify those criteria, which will allow to make the right managerial decisions on improving the effectiveness of management policy in the region, to identify depressed areas that need investment and state regulation. The scientific novelty lies in building a hierarchical model for evaluating the performance of restaurant businesses using fully matched pairwise comparison matrices obtained by transforming economic performance indicators into dimensionless criteria for Thomas Saati's hierarchical model. Hierarchy analysis has allowed to rank towns and districts by quantitatively assessing the level of efficiency of the restaurant industry, to identify those criteria, which will allow to make the right managerial decisions to improve the efficiency of the restaurant industry in cities and districts of the region. Deriving true priority vectors from intuitive pairwise comparison matrices (PCMs) and consistency measurement of decision makers judgments about their genuine weights are crucial issues within the multicriteria decision making support methodology called Analytic Hierarchy Process (AHP). The most popular procedure in the ranking process, constitutes the Right Eigenvector Method (REV). The inventor of the AHP convinces that as long as inconsistent PCMs are allowed in the AHP none of the other existing procedures qualify and the REV provides the only right solution in this process. The objective of this scientific paper is to examine if the former opinion can be considered as experimentally confirmed. For this purpose it was decided to apply Monte Carlo methodology. However, rather than simulate and analyze simulations results for a single PCM, as it has been done so far by many other authors, we decided to design and analyze computer simulations results for a singular model of the AHP framework. Our findings lead to inevitable conclusion that the REV cannot longer be perceived as a dominant procedure within the AHP methodology, especially when nonreciprocal PCMs are considered. It was verified empirically in our research that in the situation when nonreciprocal PCMs are considered the REV impoverishes the entire AHP methodology by its lack of PCMs inconsistency measure in such cases. Moreover, it provides less accurate rankings for a particular decision in comparison to other presented methods. It was also unequivocally verified that the enforced reciprocity of PCM leads directly to worse estimates of priorities weights. Altogether, it seems very important from the perspective of methodology supporting multicriteria decision making, the crucial process embedded in most of management activity. In the consequence, because the REV recedes other prioritization procedures available for the AHP methodology, it is advised to consider them instead, especially under some circumstances of an important and very tight managerial decisions.

Purpose. Development of a comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry as a part of a conservative credit policy. Methodology. The tasks set in the article have been solved by using modern general scientific and special methods: abstract and logical method for the implementation of theoretical generalizations, the conclusions and recommendations formation; the hierarchy analysis method to justify the priority of structural parameters for credit worthiness estimation of counterparties of mining enterprises. Moreover, the authors own previous research results regarding receivables management are used. Findings. The structural parameter priority of the credit worthiness estimation of counterparties at mining enterprises within the conservative credit policy has been propose`d, which is substantiated by the hierarchy analysis method. Synthesizing the formed hierarchical model and theoretical achievements on the issues of receivables management, a structural and logical sequence of the credit worthiness estimation of counterparties of mining enterprises has been developed. Originality. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry within a conservative credit policy has been developed. Compared to the existing ones, it is a clear algorithm of estimation stages based on a hierarchical model of structural parameters of credit worthiness estimation. The advantages of the authors development are: system flexibility at the stage of formation of criterion base and structural components; clear formalization of results; detailed structuring of evaluation parameters; the possibility of forming a clear unambiguous conclusion about the credit worthiness estimation of counterparties of mining enterprises; compliance of the methodological tools of the estimation system to current trends in the mining industry. Practical value. A comprehensive methodological approach to the credit worthiness estimation of counterparties in the mining industry is used to achieve the effective planning, regulation, control, rational organization of relations in the field of cash flow.

Nanotechnologists are in great demand and this need is becoming more and more acute every year since nanomaterials have gained widespread acceptance in various industries. The specificity of nanotechnology is determined by a wide variety of existing nanomaterials and technologies for their synthesis. The study suggests an efficient technique for training prospective nanoengineers to make managerial decisions in the synthesis of nanostructures. Moreover, the article demonstrates that using T. Saati's hierarchy analysis method offers the optimum solution for obtaining nanostructures. The analysis is based on the most commonly used synthesis technologies such as chemical etching, photoelectrochemical etching and imprint lithography. The application of T. Saati's method allows prospective nanoengineers to optimize the synthesis of high-quality nanostructures as well as ensure an economic and competitive advantage and reduce the number of errors.

The problem of choosing commercial real estate for business depending on the market situation is considered on the example of a city (region). A method for analyzing hierarchies is proposed, which serves to justify decision-making in conditions of cer-tainty and multi-criteria. The stages of the hierarchy analysis method are considered. criteria for evaluating commercial real estate have been developed. The technology of constructing pairwise comparison matrices is shown. Conclusions from the matrix anal-ysis are presented.

The right and appropriate system of receiving and transferring goods is needed by the company. In the process of receiving and transferring goods from the central warehouse to the branch warehouse at PDAM Tirta Kerta Raharja, Tangerang Regency, which is currently done manually is still ineffective and inaccurate because the Head of Subdivision uses receipt documents, namely PPBP and mutation of goods, namely MPPW in the form of paper as a submission media. The Head of Subdivision enters the data of receipt and mutation of goods manually and requires a relatively long time because at the time of demand for the transfer of goods the Head of Subdivision must check the inventory of goods in the central warehouse first. Therefore, it is necessary to hold a design of information systems for the receipt and transfer of goods from the central warehouse to a web-based branch warehouse that is already database so that it is more effective, efficient and accurate. With the web-based system of receiving and transferring goods that are already datatabed, it can facilitate the Head of Subdivision in inputing data on the receipt and transfer of goods and control of stock inventory so that the Sub Head of Subdivision can do it periodically to make it more effective, efficient and accurate. The method of data collection is done by observing, interviewing and studying literature from various previous studies, while the system analysis method uses the Waterfall method which aims to solve a problem and uses design methods with visual modeling that is object oriented with UML while programming using PHP and MySQL as a database.

Monitoring of warehouse inventory data processing is an important thing for companies. PT Talaga mulya indah is still manual using paper media, causing problems that have an effect on existing information, namely: problems with data processing of incoming and outgoing goods. And the difference between data on the amount of stock of goods available with physical data, often occurs inputting data more than once for the same item, searching for available data, and making reports so that it impedes companies in monitoring inventory of existing stock of goods. Which aims to create a system that can provide updated information to facilitate the warehouse admin in making inventory reports, and reduce errors in input by means of integrated control. In this study, the authors used the data collection method used in this analysis using the method of observation, interviews, and literature review (literature study). For analysis using the PIECES analysis method. Furthermore, the system design used is UML (Unified Modeling Language). The results of this study are expected to produce the right data in the process of monitoring inventory data processing, also can provide the right information and make it easier to control the overall availability of goods.

Within the presented article, taking into account already existing achievements of scientists, the concept, the main features of the principles of state administration of the executive system of Ukraine are defined. The principles of activity of executive bodies bodies according to the current legislation of Ukraine are determined. A brief description of the principles is presented, namely: the rule of law, legality, compulsory, independence, justice, impartiality and objectivity, discretion, transparency and openness of executive proceedings and its fixation by technical means, the reasonableness of the time limits for enforcement proceedings, the proportionality of enforcement measures and the amount of claims for decisions, the right to appeal decisions, actions or omissions of state executives, private performers. It is established that in general the principles of executive proceedings in the investigated normative acts are duplicated, in addition to the principles of independence and the right to appeal decisions, actions or inaction of state executives, private performers. The actual vision of the principles of public administration of the executive system of Ukraine is determined. The opinion on the need to supplement the list of principles with the following: the principle of equal competition between state and private performers through the balance between them; the principle of responsibility of the executive system bodies, their officials and private executors for damage caused as a result of violations of regulatory requirements; the principle of introducing effective incentives for voluntary implementation of decisions; the principle of professionalism and competence. Also, within the submitted article, it is stated that the use of the terms “principles” and “principles” in the Laws of Ukraine “On Bodies and Officials Performing Enforcement of Court Decisions and Decisions of Other Bodies”, “On Enforcement Proceedings”, which are adopted simultaneously and regulated, are unjustified, identical social relations.
